Prince William police: “Murder Investigation – On September 2 at 1:41PM, officers responded to the 17200 block of Richmond Hwy in Dumfries (22026) to investigate a shooting. The investigation revealed the victim, a 34-year-old man, and an acquaintance, identified as the accused, were involved in a verbal altercation that escalated inside a vehicle in the above area. During the encounter, the accused shot the victim multiple times before exiting the vehicle and firing multiple more times toward the victim seated in the driver’s seat. Responding officers provided first aid to the victim who was transported to an area hospital where he died from his injuries. The accused fled the area to Washington D.C. where he contacted D.C. Metropolitan Police and turned himself in without incident. Both parties were known to one another and resided as roommates in the same home. Following the investigation, the accused, identified as a Brandon Harry EDWARDS, was arrested.”

Prince William Police Department:Fatal Crash Investigation *DRIVER CHARGED – On August 29, crash investigators charged one of the parties involved in the fatal crash that occurred in the area of Neabsco Mills Road and Smoke Court in Woodbridge (22191) on August 20. The impact of the collision killed a 67-year-old man who was operating a 2018 Yamaha FX 5 moped when it was struck from behind by the vehicle being driven by the accused. Following the investigation, the driver of the 2013 Chevrolet Malibu, identified as Tiffany Lowan RANDOLPH, was charged. Charged on August 29: [No photo available] Tiffany Lowan RANDOLPH, 41, of 9604 Varus Place in Upper Marlboro, Maryland. Charged with reckless driving. Court Date: Pending | Status: Charged. Fatal Crash Investigation [Previously Released] – On August 20 at 1:45 a.m., crash investigators responded to the intersection of Neabsco Mills Road and Smoke Court in Woodbridge (22191) to investigate a crash. The investigation revealed the operator of a 2018 Yamaha FX 5 moped was
traveling southbound on Neabsco Mills Rd. approaching the stop bar with Smoke Court when it was rear-ended by a 2013 Chevrolet Malibu. The collision caused the operator of the moped to be thrown from the moped onto the windshield of the Malibu before rolling to the ground. The operator, and only occupant on the moped, was wearing a helmet at the time of the crash and was pronounced deceased on scene. The driver of the striking vehicle remained at the scene. Speed, alcohol, or drug use were not factors in the collision with the driver of the vehicle. The investigation continues.”

Aggravated Sexual Assault | Attempted Abduction *SUSPECT IDENTIFIED | ARREST – On August 30, 2023, detectives arrested a man sought in connection to the sexual assaults of two girls that were reported to have occurred in the 3800 block of Graham Park Road in Triangle (22172) in May of 2022. While continuing to investigate the incident over the past several months, detectives worked in coordination with Fairfax County police who arrested a man in connection to a sexual battery and abduction incident that occurred in their jurisdiction. Ultimately, Prince William County detectives were able to connect the suspect arrested in Fairfax County to the incidents in Triangle from May of last year. Following the investigation, detectives obtained arrest warrants for the accused, identified as Hien The DINH, who was served on those charges at the Adult Detention Center in Fairfax County where he remains in custody. Arrested on August 30, 2023: [No Photo Available] Hien The DINH, 20, of 112 Austin Court in Stafford. Charged with 2 counts of aggravated sexual assault and 1 count of attempted abduction with intent to defile. Court Date: Pending | Status: Incarcerated.”

Aggravated Sexual Assault | Attempted Abduction [Previously Released] – On May 10 at 7:55 a.m., officers responded to the 3800 block of Graham Park Road in Triangle (22172) to investigate an assault. The investigation revealed the victim, a 12-year-old girl, was walking in the above area on her way to school when an unknown man walked past her and then began following her. After a short distance, the man grabbed the victim from behind. While the suspect was holding the victim, he inappropriately touched her before the victim yelled and made attempts to separate from him. Eventually, the suspect released the victim and fled on foot towards Ginn Memorial Park. The victim continued to Graham Park Middle School where she immediately notified school personnel who contacted the School Resource Officer (SRO). While investigating the incident, officers were informed that a second 12-year-old girl had also been assaulted that morning by someone matching the description of the suspect. The victim of that encounter reported to police she was walking near Ginn Memorial Park when she observed an unknown man following her. At one point, the suspect approached the victim from behind and inappropriately touched her. The victim also yelled and began to run from the suspect. When a passing motorist observed the victim running, the good Samaritan stopped their vehicle and gave the victim a ride home. The victim then reported the incident to a family member who contacted the police. The suspect did not speak to either victim during the two separate encounters. Detectives with the Special Victims Bureau are actively investigating the incidents and are
seeking to speak with anyone who may have seen the suspect in the area at the time of the assaults who matched the provided description. The investigation continues.”

Shooting into a Residential Dwelling – On August 30 at 8:37 p.m., officers responded to investigate a destruction of property that was reported to have occurred at a residence located in the 2600 block of Eagle Crest Lane in Woodbridge (22191) at approximately 11:30 p.m. on August 29. The investigation revealed rounds struck a glass door leading to the deck of the home. No injuries or additional property damage were reported.”

Attempted Commercial Burglary – On August 31 at 3:57 a.m., officers responded to the LLC Pharmacy located at 1690 Old Bridge Road in Woodbridge (22192) for an alarm activation. Upon arriving at the location, officers observed damage to the glass front door. Video surveillance revealed four unknown men walked from a nearby wooded area towards the business before one of the men threw a large rock multiple times, striking the door. When the suspects then walked back towards the wooded area. A police K-9 searched the area for the suspects who were not located. Officers determined no entry was made into the building and no property was reported missing.”

Contributing to the Delinquency of a Minor – On August 30 at 10:36 p.m., officers responded to the Somerset Pointe Apartments located in the 14700 block of Deming Drive in Gainesville (20155) to investigate a child neglect. The investigation revealed fire and rescue personnel had responded to the apartment complex regarding water coming from an apartment where a 5-year-old girl was located unsupervised. While investigating the incident, the child’s mother, identified as the accused, arrived at the apartment. Officers determined the accused was caring for the victim when she left the child unsupervised inside the apartment. While the accused was gone, the victim tampered with the toilet causing the water to flood the bathroom into an adjoining residence. The victim was unharmed and released to the custody of a family member. Following the investigation, the accused, identified as Brissa L. RIVERA OCEGUEDA, was charged. Prince William County Police:Fatal Crash Investigation – On August 30 at 7:35 p.m., crash investigators responded to the area of Minnieville Road and Hedgewood Drive in Woodbridge (22193) to investigate a crash.”

“The investigation revealed the drivers of a 2011 BMW 535, and a 2014 Nissan 370 Z were traveling southbound on Minnieville Road at a high rate of speed when the driver of the Nissan attempted an aggressive maneuver to pass a pick-up truck. While attempting the maneuver, the driver of the Nissan lost control of the vehicle and struck the driver’s side area of the BMW.”

“The impact caused both vehicles to leave the roadway. The Nissan traveled a short distance off-road before impacting a telephone pole. The BMW also traveled a short distance before entering an embankment causing the vehicle to briefly become airborne and strike a tree. The driver of the BMW was not wearing a seatbelt and was pronounced deceased on scene. The driver of the Nissan was transported to an area hospital with non-life threatening injuries.”

“No other occupants were in either vehicle and, no other vehicles were involved in the collision. Speed appears to be a factor for both vehicles. The investigation continues. Identified: The driver of the 2011 BMW 535 Series was identified as Juan Jose BONILLA BONILLA, 23, of Woodbridge. The driver of the 2014 Nissan 370 Z was identified as an 18-year-old man of Woodbridge.”

Prince William Police Department:Death Investigation *CASE RECLASSIFIED | DECEASED IDENTIFIED – On August 29, crash investigators received confirmation on the identity of the man who was struck and killed by a train near the Featherstone Road railroad crossing in the area of Featherstone Road and Marseille Lane in Woodbridge (22191) on August 12.”

“The Office of the Chief Medical Examiner confirmed the identity of the deceased as a 66-year-old man of Woodbridge through familial DNA collected during the investigation. Based on information obtained by investigators, there are indications the deceased may have intentionally walked along the trains and made no attempts to move off the tracks as the train approached and sounded its horn repeatedly. Following the investigation, and due to the incident not occurring at a crossing, the case will be classified as a death, possible suicide, and no longer a crash. Identified: The deceased was identified as Jay Douglas ALVEY, 66, of Woodbridge.”

Fatal Crash Investigation [Previously Released] – On August 12 at 7:35 p.m., investigators with the Crash Investigation Unit responded to the Featherstone Road railroad crossing in the area of Featherstone Road and Marseille Lane in Woodbridge (22191) to investigate a pedestrian who was struck by a passenger train. The investigation revealed the pedestrian was walking within the tracks as the train was approaching the crossing. The train engineer sounded the train horn to warn the pedestrian, who continued to walk within the tracks before being struck by the train. Fire and rescue personnel responded to the scene where the pedestrian was pronounced deceased. No injuries were reported by anyone on the train. The pedestrian was transported to the Medical Examiner’s Office for identification. The identity of the deceased will be released once confirmed and a next-of-kin has been notified.”

Prince William Police Department:Malicious Wounding | Strangulation – On August 19 at 8:40 a.m., officers responded to Veteran’s Park located at 14300 Veterans Drive in Woodbridge (22191) to investigate an assault. The investigation revealed the victim, a 22-year-old woman, and a family member, identified as the accused, were involved in a verbal altercation while driving near the above area. During the encounter, the accused struck the victim multiple times before grabbing her neck and shoving her out of the moving vehicle. The victim was treated at the scene for minor injuries. Following the investigation, officers obtained arrest warrants for the accused, identified as Steven Jose MORALES. Attempts to locate the accused have been unsuccessful. Aggravated Assault Investigation – On August 19, officers responded to investigate an assault that was reported to have occurred at the Wawa located at 2051 Daniel Stuart Square in Woodbridge (22191) on August
17 at approximately 7:00 p.m.. The investigation revealed the victim, a 32-year-old man, was approached by an unknown man in the parking lot who kicked his vehicle. When the victim confronted the man, he was struck in the face multiple times before the parties separated. The victim left the area and sought medical treatment. During the investigation, officers determined the suspect has previously been seen at the business soliciting money from patrons. The suspect was not located. Suspect Description: A Hispanic male, approximately 5’6, 175lbs., with black hair and a light-colored goatee. Last seen wearing a green floppy military-style hat and sunglasses.”

Reckless Handling of a Firearm – On August 18 at 2:09 p.m., officers responded to H & M Auto Service located at 14725 Industry Court in Woodbridge (22191) to investigate a destruction of property. The investigation revealed sometime between August 17 at 6:30 p.m. and August 18 at 9:30 a.m., a round was fired into the business, striking an interior wall. At the time of the incident, the business was closed and unoccupied. No injuries or additional property damage were reported.”

Brandishing of a Firearm | Road Rage Related – On August 20 at 4:42 p.m., officers responded to the area of Hylton Avenue and Occoquan Road in Woodbridge (22191) to investigate a brandishing. The investigation revealed the victim, a 31-year-old man, was driving in the above area when he was involved in a road rage incident with the driver of a Subaru. During the encounter, the other driver threatened the victim before brandishing a firearm. The suspect initially followed the victim before driving off. No shots were fired. The suspect was described as a Hispanic male, between 5’5’-5’10 with short black hair.”

Brandishing of a Firearm – On August 19 at 2:28 p.m., officers responded to El Pulgarcito Restaurant located at 1306 Horner Road in Woodbridge (22191) to investigate a brandishing. The investigation revealed the victim, a 45-year-old woman, temporarily left her vehicle running with her dog inside while she went into the restaurant. Upon returning to her vehicle, she was confronted by an unknown man. At one point, the man brandished a firearm towards the victim before leaving in his vehicle. No physical contact occurred between the two parties and no shots were fired. The suspect was described as a Hispanic male in his 40’s with black hair and a goatee.”

Residential Burglary – On August 21 at 3:26 p.m., officers responded to a residence located in the 7800 block of Blue Gray Close in Manassas (20109) to investigate an alarm activation. The investigation revealed the homeowner was alerted to an alarm inside the home. Upon checking the basement, the homeowner observed an unknown man jumping over the fence in the backyard into the neighbor’s yard. During the investigation, officers located damage to the basement door. Jewelry was reported missing.
Suspect Description: A Hispanic male with longer hair in the back and a goatee. Last seen wearing a black shirt and brown pants.”

Strangulation | Domestic Related – On August 17 at 11:17 p.m., officers responded to a residence located in the 11100 block of Stagestone Way in Manassas (20109) to investigate a domestic dispute. The investigation revealed the victim, a 28-year-old woman, and an acquaintance, identified as the accused, were involved in a verbal altercation that escalated. During the encounter, the accused pushed the victim against a wall before grabbing her neck. The parties eventually separated, and the police were contacted. Minor injuries were reported. The investigation revealed the victim, a 41-year-old woman, and an acquaintance, identified as the accused, were involved in a verbal altercation that escalated. During the encounter, the accused grabbed the victim and prevented her from leaving the room and, at one point, shoved her into a wall. The parties eventually separated, and the police were contacted. The accused fled the apartment prior to police arriving on scene. Minor injuries were reported. Following the investigation, officers obtained arrest warrants for the accused, identified as Edwin Alfonso HERRERA-SOL, who was arrested on August 21 without incident. Malicious Wounding – On August 19 at 10:09 a.m., officers responded to the 7300 block of Old Centreville Road in Manassas (20111) to investigate an assault. The investigation revealed the victim, a 26-year-old man, and two male acquaintances were involved in a verbal altercation that escalated. During the encounter, both men struck the victim before walking back into a nearby hotel. The victim walked a short distance before falling to the ground where he remained until police arrived at the location. The victim was transported to an area hospital with non-life threatening injuries. While investigating the incident, officers located one of the men involved,
identified as Michael Anthony COACHMAN III, at the hotel where he was detained and found in possession of suspected illegal narcotics. Following the investigation, officers obtained arrest warrants for the second man, identified as Christopher James LEE. Attempts to locate the accused have been unsuccessful. Assault & Battery on a Law Enforcement Officer [LEO] – On August 21 at 3:46 a.m., officers encountered a vehicle in the 17100 block of Old Stage Road in Dumfries (22025) that was believed to be connected to a domestic dispute. While investigating the incident, officers determined a male occupant, later identified as the accused, was intoxicated, and wanted from another jurisdiction after determining he had initially provided officers with false identifying information. When officers attempted to take the accused into custody he actively resisted and refused to follow officers’ commands. The accused was eventually secured and taken into custody. During transport and processing, the accused continued to actively resist, threatened officers, attempted to bribe the officers and assaulted officers on more than one occasion. Minor injuries were reported. Following the investigation, the accused, identified as Eric Mitchel BROMMER, was arrested. Assault & Battery on a Law Enforcement Officer [LEO] – On August 19 at 11:28 p.m., officers on the concert detail at Jiffy Lube Live located at 7800 Cellar Door Drive in Bristow (20136) were in the C-lot parking area, when a concert patron, later identified as the accused, approached an occupied police vehicle. During the encounter, the accused struck the vehicle and was determined to be intoxicated. When officers attempted to detain the accused, he struck an officer in the arm. Armed Robbery [Previously Released] – On July 30 at 3:34 p.m., officers responded to the 3100 block of Chesapeake Drive in Dumfries (22026) to investigate a robbery. The investigation revealed the victim, a 68-year-old man, was contacted by a female acquaintance who arranged to meet the victim in the above area. Shortly after the woman got into the victim’s vehicle, an unknown man entered the vehicle and brandished a firearm towards the victim. Both the male and the female suspect demanded the victim drive them to a nearby bank where he was forced to withdraw money. The victim then drove the suspects back to the above location. No injuries were reported.

Malicious Wounding | Commercial Burglary *ARREST – On August 9, 2023, detectives charged a suspect in connection to the shooting that was reported to have occurred at the Dunkin Donuts located at 2201 Old Bridge Road in Woodbridge (22192) on October 28, 2022. While investigating the incident, detectives identified one of the suspects involved and obtained warrants for his arrest. The suspect, identified as Louis Kenneth MYERS, was served at a correctional institute in Delaware, where he is incarcerated on unrelated charges. The investigation continues as detectives attempt to identify the second suspect involved in the incident. Arrested on August 10: [No Photo Available] Louis Kenneth MYERS, 26, of Wilmington, DE. Malicious Wounding | Commercial Burglary [Previously Released] – On October 28 at 3:31 a.m., officers responded to the Dunkin Donuts & Baskin Robbins located at 13585 Minnieville Road in Woodbridge (22192) to investigate a burglary. Video surveillance revealed at approximately 3:09 a.m., a grey SUV parked next to the store and then two masked men smashed the drive through window to gain entry into the business. While inside the store, the suspects removed a safe from an office before fleeing in the SUV. While investigating the incident, officers received a call for a shooting that just occurred at the Dunkin Donuts located at 2201 Old Bridge Road Upon arriving at the store, officers located an employee of the business suffering from gunshot wounds to the upper body. Officers provided immediate first aid to the 29-year-old male victim until rescue personnel arrived at the location. The victim was transported to an area hospital where his injuries were determined to be non-life threatening. The investigation into the shooting revealed the victim was working inside the business when two masked men smashed the drive through window and gained entry into the store. While inside the business, the suspects located the victim and held him at gunpoint before attempting to take money from the registers. When the suspects were unsuccessful, they demanded the victim’s property and then fired multiple rounds, striking the victim. The suspects then fled in a grey SUV. While investigating the incidents, detectives with the Violent Crimes Bureau determined the same suspects were involved in both incidents. The investigation continues.

Armed Robbery – On August 13 at 7:57 p.m., officers responded to the 12100 block of Fort Craig Drive in Woodbridge (22192) to investigate a robbery. The investigation revealed the victims, a 15-year-old male juvenile and a 16-year-old male juvenile, were confronted by three men who threw the 16-year-old victim to the ground and took his property. The men then pushed the 15-year-old victim off his bike before taking his iPhone. A good Samaritan intervened, and the suspects fled the area in a light-colored Nissan. No injuries were reported. Shoes, an iPhone, a vape, and a ski-style mask were reported missing.”

Brandishing of a Firearm – On August 12 at 11:20 p.m., officers responded to the 2700 block of Neabsco Commons Place in Woodbridge (22191) to investigate a brandishing. The investigation revealed the victim, a 20-year-old man, and an acquaintance were walking in the above area when they observed a physical altercation inside of a vehicle between a man and woman. When the victim attempted to intervene, the male party brandished a firearm and threatened the victim. The victim and the acquaintance walked away and contacted the police. The man and woman left in their vehicle prior to police arriving at the scene and were not identified. No injuries were reported and at no time during the encounter were any shots fired. The suspect was only described as a tall black male with a thin build wearing a green shirt and blue jeans.”

Brandishing of a Firearm – On August 12 at 6:20 p.m., officers responded to the area of Lee Hwy. and Stonewall Shops Square in Gainesville (20155) to investigate a brandishing. The investigation revealed the victim, a 47-year-old man, was driving on Lee Hwy. earlier that day when he was involved in a road rage incident with the driver of a truck. During the encounter, the other driver brandished a firearm towards the victim and his 14-year-old male juvenile passenger. The parties separated and the victim reported the incident to police later in the day. At no point during the encounter were any shots fired.”

Residential Burglary – On August 11 at 6:09 p.m., officers responded to a residence located in the 9500 block of Damascus Drive in Manassas (20109) to investigate a burglary. The investigation revealed sometime between August 8 at midnight and August 11 at 5:00 p.m., entry was made into the home through a bathroom window that was found damaged. Jewelry, shoes, and an undisclosed amount of money was reported missing.”

Strangulation – On August 10 at 12:33 p.m., officers responded to Youth for Tomorrow located at 11835 Hazel Circle Drive in Bristow (20136) to investigate an assault. The investigation revealed the victim, a 15-year- old female resident, was involved in a physical altercation with other juvenile residents inside a classroom on the property. During the encounter, one of the residents involved in the fight, identified as the accused, wrapped her arm around the victim’s neck. Eventually, the staff members were able to separate the parties and contact police. The victim reported minor injuries. Following the investigation, the accused, identified as a 17-year-old female juvenile, was arrested. A second juvenile involved in the altercation was also arrested for assault and battery. Arrested on August 10: [Juvenile] A 17-year-old female juvenile of Bristow. Charged with strangulation. Court Date: Pending | Status: Held at the Juvenile Detention Center.”
