Prince William Police Department: Stabbing Investigation – On October 1 at 8:38 p.m., officers responded to investigate a stabbing that was reported to have occurred at Veterans Park located at 14300 Veterans Drive in Woodbridge earlier that evening. The investigation revealed the victim, a 29-year-old man, was playing soccer on a field with several other men, when a man from the opposing team retrieved a box-cutter style knife and cut the victim. A physical altercation ensued between the two teams before the groups separated. The victim left the fields and sought treatment at an area hospital for a non-life threatening injury where police were contacted. The suspect was described as a Hispanic male with black curly hair, approximately 5’4, and a thin build.”

Indecent Exposure – On September 29 at 9:40 p.m., officers responded to the 16200 block of Navigation Drive in Woodbridge to investigate an indecent exposure. The investigation revealed the victim, a 55-year-old woman, was walking her dog near a picnic area when she observed an unknown man exposing himself. The suspect briefly followed the victim while continuing to expose himself. No physical contact occurred. The suspect was described as a black male, approximately 5’11, wearing a hooded sweatshirt and jeans.”

Commercial Burglary – On October 1 at 11:55 a.m., officers responded to the Tobacco King located at 1330 Old Bridge Road in Woodbridge to investigate a burglary. Video surveillance revealed at approximately 1:40 a.m., an unknown man entered the store through the unsecured front door. A short time later, a second man got out of vehicle and entered the store. The men took merchandise and left the area in a silver Chevrolet Impala. Multiple glass smoking devices, numerous vapes, and several tobacco products were reported missing. Suspect Descriptions: A white male, between 50-60 years old, shaggy blond hair, with a medium build. Last seen wearing a blue ‘LEVIS’ t-shirt, blue jeans, and black boots. A black male, between 35-40 years old, with short black hair, brown eyes, a full beard and mustache, and a medium build. Last seen wearing black sunglasses, a dark colored hat, a black v-neck style shirt, faded grey jeans, and white/grey sneakers.”

Attempted Residential Burglary – On September 28 at 5:03 p.m., officers responded to Victoria Park Apartments located in the 16800 block of Flotilla Way in Woodbridge to investigate an attempted burglary. The investigation revealed sometime between 1:00 p.m. on September 25 and 1:00 p.m. on September 27, entry was attempted into an apartment through the front door which was found damaged. No entry was made into the residence and no property was reported missing.”

Rape Investigation – On September 29, detectives, in coordination with Child Protective Services, began an investigation into a sexual assault that was reported to have occurred at a residence located in the Gainesville area of Prince William County between August 2017 and September 2023. The investigation revealed the victim, who was under the age of 18, was sexually assaulted by a family member, identified as the accused, on more than one occasion during the above timeframe. The victim recently reported the incidents to a school counselor who contacted the police. On September 30, following the investigation, the accused, identified as Christpoher David DAUGHERTY, was arrested. Arrested on September 30: Christpoher David DAUGHERTY, 46, of Gainesville. Charged with 1 count of rape, 4 counts of aggravated sexual battery, 5 counts of indecent liberties, and 1 count of forcible sodomy. Court Date: Pending | Bond: Held WITHOUT Bond.”

Lester Oswaldo BOLLAT AGUILAR

Malicious Wounding | Domestic Related – On September 30 at 5:37 a.m., officers responded to a residence located in the 5000 block of Gum Springs Road in Manassas to investigate a domestic dispute. The investigation revealed, the victim, a 22-year-old man, and a family member, identified as the accused, were involved in a verbal altercation that escalated. During the encounter, the accused retrieved a kitchen pan and struck the victim causing the victim to fall and temporarily lose consciousness. Another family member took the victim to an area hospital for treatment where police were contacted. Following the investigation, the accused, identified as Lester Oswaldo BOLLAT AGUILAR, was arrested. Arrested on September 30: Lester Oswaldo BOLLAT AGUILAR, 25, of the 5000 block of Gum Spring Road in Manassas. Charged with malicious wounding. Court Date: Pending | Bond: Held WITHOUT Bond.”

Assault & Battery | PWC Public School Staff Member Arrest – On September 28, the School Resource Officer (SRO) assigned to Belville Middle School located at 4901 Dale Boulevard in Woodbridge  was notified of an alleged assault by a teacher against a student. The investigation, conducted in coordination with Child Protective Services, revealed a student, an 11-year-old boy, and a teacher, identified as the accused, were in the cafeteria when the accused grabbed the victim’s neck before the parties separated. The victim went to the main office and to the school nurse where minor injuries were reported. Following the investigation, the accused, identified as Theresa Lillian WHITE, was charged. Charged on September 28: [No Photo Available] Theresa Lillian WHITE, 61, of 5109 Anchorstone Drive in Woodbridge. Charged with assault and battery. Court Date: Pending | Status: Released on a Court Summons.”

Prince William Police Department: Shooting Investigation *SUSPECT IDENTIFIED – On October 26, detectives identified the suspect sought in connection to the shooting that was reported to have occurred outside of a residence located in the 14500 block of Earlham Court in Woodbridge on October 16. While investigating the incident, detectives identified the suspect as Michael Carlos DUNCAN, and following the investigation, obtained warrants for his arrest. Attempts to locate the accused have been unsuccessful. Wanted: [No Photo Available] Michael Carlos DUNCAN, 43, of the 14700 block of Candlewood Court in Woodbridge. Described as a black male, approximately 5’6, 200lbs., with black hair and brown eyes. Wanted for abduction, use of a firearm in commission of a felony, possession of a firearm by a convicted felon, and aggravated malicious wounding.”

Shooting Investigation [Previously Released] – On October 16 at 7:13 p.m., officers responded to a residence located in the 14500 block of Earlham Court in Woodbridge to investigate a shooting. The investigation revealed the victim, a 39-year-old man, was speaking to the occupants of a white Kia Soul in front of the residence, when an altercation ensued. During the encounter, a male passenger in the vehicle fired a handgun towards the victim, striking him once in the lower body. The victim retreated to the home and fired his own weapon multiple towards the vehicle. The female driver of the vehicle was known to the victim from a previous relationship. The victim was treated at an area hospital for his non-life threatening injury. No other injuries or property damage were reported. This incident was not random. Detectives are actively following-up on leads regarding the identity of the shooter. The investigation continues.”

Armed Robbery – On October 26 at 10:00 a.m., officers responded to the 3800 block of Appaloosa Drive in Woodbridge to investigate a robbery. The investigation revealed the victim, a 28-year-old woman, made arrangements to meet a former acquaintance in the above location. During the encounter the suspect entered the victim’s vehicle where he wrapped his arm around her neck, before producing a firearm and demanding the victim’s money. The suspect then got out of the vehicle and fled the area on foot. A police K-
9 and Fairfax County police helicopter searched the area for the suspect who was not located. The victim reported minor injuries. The investigation remains active as officers attempt to identify the suspect. Suspect Description: A black male, approximately 5’6, with a medium build, and black hair. Last seen wearing a black ski mask, a green puffy-style jacket, and black jeans.”

Aggravated Assault – On October 26 at 7:12 p.m., officers responded to investigate an assault that was reported to have occurred in the 1200 block of Easy Street in Woodbridge earlier that evening. The investigation revealed while walking near the foot bridge in the above area, the victim, a 35-year-old man, was approached and struck from behind by an unknown man. During the encounter, the victim was knocked to the ground where the suspect continued to strike the victim. Eventually, the suspect fled on foot and the victim left the area to contact emergency services. The victim was transported to an area hospital, where police were contacted, and he was treated for non-life-threatening injuries. No property was reported missing. The suspect was described as a black male approximately forty years old and bald.”

Indecent Exposure – On October 27 at 12:00 p.m., officers responded to the At Home store located at 2851 Dale Boulevard in Woodbridge to investigate an indecent exposure. The investigation revealed the victim, a 42-year-old woman, observed an unknown man exposing himself while in the same shopping aisle inside the store. The victim walked towards the front of the store and contacted the police. The suspect fled the store and left the parking lot in a late model 4-door sedan. At no point during the encounter did the victim have any verbal or physical contact with the suspect. The suspect was described as a tall black male with shoulder-length dreadlocks wearing a hat, a white shirt, and black pants.”

Burglary to a Place of Worship – On October 26 at 7:22 p.m., officers responded to Mount Pleasant Baptist Church located at 15008 Lee Highway in Gainesville to investigate a burglary. The investigation revealed sometime between 1:00 p.m. on October 21 and 6:15 p.m. on October 26. Entry was made into the building through a window that was found damaged. No property was reported missing at the time of the report.”

Assault & Battery on a Law Enforcement Officer [LEO] – On October 26 at 9:18 p.m., officers responded to the 5500 block of Davis Ford Road in Woodbridge to investigate a fight. When officers arrived at the location, they observed people outside. However, no physical altercation was occurring. While investigating the incident, officers observed one of the men, later identified as the accused, fall off of a seat while in a nearby woodline. Officers determined he was intoxicated and took him into custody without incident. No injuries were initially reported by the accused. While processing the accused at the Adult Detention Center, he reported injuries from the fall. Fire and rescue personnel arrived and while assisting the accused into the ambulance, he pushed an officer against the interior of the ambulance. The accused was re-secured and transported to an area hospital where he received treatment for a minor injury. No additional injuries were reported. Following the investigation and his release from the hospital, the accused, identified as Luis Daniel CANTU MEDINA, was arrested. Arrested on October 26: [No Photo Available] Luis Daniel CANTU MEDINA, 24, of 9704 Clark Place in Manassas. Charged with assault & battery on LEO, obstruction of justice, and intoxicated in public. Route 1 in Woodbridge, between Featherstone Road and Mary’s Way, is now six lanes.

The wider road section is the last in three road projects that began in the early 2000s to widen Route 1 in Woodbridge from four to six lanes between Neabsco Creek to the Occoquan River. l

Officials cut the ribbon on the two-mile Featherstone Road to Mary’s Way segment on Thursday, October 26, 2023.

The work was completed in three segments: Between Neabsco Creek and Featherstone Road, between Marys Way and Occoquan River, and Featherstone Road to Mary’s Way, respectively.

Northern Virginia Transportation Authority: “NVTA invested nearly $64 million to bring this portion of the Route 1 Widening to fruition.”

Project Benefits:

“Reduced congestion: The recently completed project has improved the existing Route 1 segment (Featherstone to Marys Way). The improvements include the widening from four to six lanes, a shared-use path and sidewalks ensuring a seamless flow of all modes of traffic and alleviating congestion challenges in the region. As the region’s population continues to grow, these additional lanes and improved access to various transportation options within the Route 1 corridor are vital.”

“Improved safety: New and improved safety features, including medians, upgraded intersections, and advanced signalization, guarantee the safety of all road users. Pedestrian signals are strategically placed to ensure safe crossings.”

“Improved active transportation options: A 10-foot shared-use path and a five-foot sidewalk now run alongside the route, providing cyclists and pedestrians with dedicated spaces. These additions will encourage active transportation, promoting a healthier lifestyle for NoVA residents and reducing reliance on motor vehicles.”

“Enhanced regional connectivity: This project improves the connectivity between Prince William County, Fairfax County and the City of Alexandria through improved traffic flow. Additionally, it will improve access to VRE trains via Rippon and Woodbridge Stations.”
