Prince William County Police Daily Incident Report: Animal Cruelty Investigation – On April 21 at 4:27 PM, officers responded to the area of Oakwood Dr. and Armada Pl. in Woodbridge (22192) to investigate an animal cruelty. The investigation revealed at approximately 4:00 PM, an unknown woman left a dog next to a guardrail in the above area before leaving in a black
Nissan. A short time later, a Good Samaritan located the dog suffering from a broken leg and contacted the police. The dog, described as a 1–2-year-old brown chihuahua mix, was transported to the Animal Services Center for medical treatment. Animal Control Officers are seeking assistance from the public to identify the dog and obtain information leading up to the dog’s abandonment.
Prince William Police: On April 13, the suspect, identified as Sartisha Elexus Carter, who was sought in connection to the attempted assault that was reported to have occurred at the Bayvue Apartments located in the 1300 block of East Longview Drive in Woodbridge on March 24, was arrested.

Attempted Malicious Wounding (Domestic) [Previously Released] – On March 24 at 5:37 p.m., officers responded to investigate a domestic dispute that was reported to have occurred at the Bayvue Apartments located in the 1300 block of East Longview Drive in Woodbridge earlier that afternoon.
The investigation revealed the victim, a 31-year-old man, and a family member, identified as the accused, were involved in a verbal altercation that escalated.
During the encounter, the accused retrieved a knife leading to a struggle before both parties fell to the floor. When the accused retrieved a larger knife, the victim left the apartment. No injuries were reported. Following the investigation, officers obtained arrest warrants for the accused, identified as Sartisha Elexus CARTER, who remains wanted.
The newest addition to Prince William County Public Schools held its groundbreaking ceremony on Thursday April 11. The 'Woodbridge Area' Elementary school sits next to Fred Lynn's Middle School at 1550 Prince William Parkway, Woodbridge.
The 'Woodbridge Area' Elementary school was built to help with the overflow of students found at other Prince William County Elementary Schools. The school will serve 631 and have 3 different stories.

Tomorrow, Tuesday, April 9, community leaders and residents of Prince William County will gather for a significant milestone in local infrastructure development. U.S. Rep. Abigail Spanberger, representing Virginia’s 7th congressional district, will join Prince William County officials for a press conference marking the securing of $2.5 million in funding for an interchange at Minnieville Road and Prince William Parkway.
Recently signed into law, the funding is earmarked for constructing an interchange and other enhancements at the intersection of Minnieville Road and Prince William Parkway.
The event, scheduled for Tuesday, April 9, 2024, from 10 to 10:30 a.m., will occur at the James J. McCoart Administration Building Plaza, located at 1 County Complex Court in Woodbridge, Virginia.
The project’s focal point is the establishment of a Single Point Urban Interchange (SPUI) at the Minnieville Road and Prince William Parkway intersection. This infrastructure development aims to alleviate traffic congestion, enhance safety measures, improve accessibility and connectivity, and bolster regional economic initiatives.
Additionally, the allocated funds will support the construction of sidewalks and trail segments, contributing to pedestrian and cyclist safety while enhancing their mobility options within the community.
Spanberger’s efforts underscore a collaborative approach between federal and local authorities to address critical infrastructure needs, reflecting a commitment to advancing the well-being and prosperity of Prince William County residents.
Prince William County told its residents Congresswoman Abigail Spanberger (D-Va.7th) will be in Woodbridge On Tuesday, April 9, 2024.
It’s the latest stop for Spanberger, who is on a regional tour presenting ceremonial checks with her congressional office logo and doling out federal funds for transportation projects. Last week, Spanbeger presented a ceremonial check for $1.7 million to Stafford County supervisors.

“Summer House: Martha’s Vineyard” premiered on on May 7, 2023. It is a spin-off of Summer House and follows a group of young Black professionals and entrepreneurs vacationing on Martha’s Vineyard.
Route 1 is closed at Port Potomac in Woodbridge, near Cardinal Drive.
A crash took out the traffic control box for the lights this morning, said Prince William Police Lt. Jonathan Perok. Cones are in place to guide drivers around the repair work. There’s no ETA for the repair, he added.

Initially estimated at $53 million, the project now stands at around $55 million, with construction progress reaching nearly 70%. Todd Barton, overseeing the project, explains the challenges faced during construction, notably installing five soil retaining walls to accommodate the structure.
“The site is very challenging,” Barton remarks. “In order to get the structure itself in, we had to install five soil retaining walls.”
Despite some delays, the project is moving forward, with additional security enhancements and amenities being incorporated. Elnour Adam, at the county’s transportation department, outlined these enhancements, including security cameras on all levels and the addition of electric vehicle charging stations, which now total 70, or 5% of the 1,400 parking spaces in the structure.
The garage should open in October, about four months behind schedule.
Regional transportation provider OmniRide envisions the garage as a transportation hub for eastern Prince William County and plans to integrate eight bus stops with shelters. Mary Ankers, also with the county’s department, discussed the garage’s accessibility features and stressed its importance for commuters in the area.
“They’re going to have eight bus stops with bus shelters,” Ankers explains. “And they’ll also be kiss and ride. Our friends at Transurban [the firm that manages the Interstate 95 E-ZPass Express Lanes] are also opening that new ramp to Opitz [Boulevard to provide better access to the garage].”
The project marks a significant undertaking for the county Department of Transportation, representing their first vertical project. Spread across ten acres, the garage is poised to become a vital asset for commuters in the region. Additionally, the county plans to sell approximately two acres of adjacent land to a developer, further enhancing the area’s development prospects.
The garage will be the second parking public garage in Prince William County, behind the Woodbridge Virginia Railway Express station. IKEA maintains a private garage at Potomac Mills.
New Ramp at Opitz Boulevard
Transurban’s new ramp at Opitz Boulevard will directly link commuters to the E-ZPass Express Lanes. Jacqueline Woodbridge, a spokesperson for Transurban, provided insights into the project, emphasizing its role in streamlining traffic flow and improving commuter accessibility.
“The ramp aims to provide direct access to the 95 express lanes from Opitz Boulevard,” Woodbridge stated. “Previously, travelers had to merge into the general-purpose lanes and utilize a slip ramp near Dale Boulevard. However, with the new ramp, commuters will experience a seamless transition onto the express lanes, enhancing overall travel efficiency.”
Woodbridge elaborated on the ramp’s configuration, likening it to existing structures such as those found at Franconia-Springfield Parkway and Seminary Road in Fairfax County. The ramp will feature a reversible lane structure, facilitating smooth transitions for commuters traveling northbound and southbound.
In addition to ramp construction, Opitz Boulevard enhancements are underway. Sidewalks are being built along the boulevard to improve pedestrian access—a much-needed addition to the area’s infrastructure.
The ramp should be done by June the end of the year, and the new sidewalks on Opitz Boulevard that are part of the ramp project should be finished by June. Woodbridge underscored the project’s alignment with broader initiatives to promote multimodal connectivity.
“This project underscores Transurban’s commitment to enhancing transit infrastructure,” Woodbridge emphasized. “We are proud to contribute to initiatives that promote multimodal connectivity and facilitate smoother travel experiences for commuters.”
Woodbridge also provided insights into the usage of the Express Lanes, noting a significant increase in traffic volumes on Interstate 95. Despite challenges posed by the pandemic, traffic on the express lanes has surpassed pre-pandemic levels, showcasing these vital transportation corridors’ continued relevance and utility.

Visitors at Leesylvania and Mason Neck state parks in Woodbridge and Fairfax, respectively, will see the moon move across the sun at 2:02 p.m. and the moon obstructing nearly 87% of the sun’s surface by 3:20 p.m.
Visitors to Wilderness Road State Park, about seven hours from here, near the Cumberland Gap, will see 90% of the sun covered, more than any other state park.
