Virginia Department of Transportation: “The Virginia Department of Transportation is seeking feedback on a STARS (Strategically Targeted Affordable Roadway Solutions) study assessing potential safety, operational and multimodal improvements for just over a mile of Dale Boulevard (Route 784) from Gideon Drive to Route 1, and nearly half a mile of Rippon Boulevard (Route 1392) from Route 1 to Blackburn Road.”
“The study is assessing existing traffic, safety and multimodal conditions in the corridor, including driver weaving issues at the Dale Boulevard/I-95 interchange and accommodations for people walking and biking. Within the study limits, Dale Boulevard averages about 42,000 vehicles a day and Rippon Boulevard averages about 12,000.”

Virginia State Police: “Virginia State Police continues to investigate a fatal three-vehicle crash in Stafford County. The crash occurred Wednesday (July 5) at 4:42 a.m. on Interstate 95 at the 136-mile marker.”
“A 2022 Freightliner tractor-trailer was traveling northbound in the center lane when it attempted to change lanes into the right lane and collided with a northbound 2014 Nissan Altima. The impact caused both vehicles to veer into the left lane where they collided with a northbound 2010 Subaru Forrester. All three vehicles continued off the left side of the roadway and collided with the guardrail before the tractor-trailer overturned on top of the Nissan and Subaru.”
“The driver of the Nissan, Johnathon L. Booth, 50, of Fredericksburg, VA, died at the scene of the crash due to his injuries. He was wearing a seatbelt.”
“The driver of the Subaru, Kevin M. Paddeu, 67, of Quinton, VA, died at the scene of the crash due to his injuries. He was wearing a seatbelt.”
“The driver of the tractor-trailer, Wheelman G. Andrews, 58, of Carrollton, VA, suffered minor injuries in the crash and was transported to Mary Washington Hospital for treatment. He was wearing a seatbelt.”
“Andrews was later taken into custody and charged with reckless driving. He was transported to the Spotsylvania Magistrates Office where he was released on an unsecured bond.”
“The tractor-trailer was hauling 78,000 pounds of beer.”

The jointly-funded project has reduced traffic congestion, increased safety, and includes a bike/pedestrian shared-use path.”

“The project added a dual left turn lane on north-bound Route 28, which eliminates the need to cross two lanes as travelers exit the 234 Bypass, improved signals, and a shared use path, which will give cyclists and pedestrians a safer way to get around.”
“Planning for the $20.2 million widening project began in 2004, and it was part of other Route 28 regional improvements. It was funded by NVTA, VDOT, regional revenues, and city funds.”

Update 7:21 a.m. — “At 4:42 a.m., Virginia State Police responded to a three-vehicle crash involving a tractor-trailer on Interstate 95 northbound at the 136-mile marker in Stafford County. There are two confirmed fatalities and one injury as a result of the crash. The northbound travel lanes are currently shut down. VDOT is on the scene assisting with the roadway closure and detour.”

A one-lane bridge carrying traffic on Rock Hill Church Road in Stafford County will close for one year.
According to Kyle Bates at the Virginia Department of Transportation, who spoke at the June 27, 2023, Stafford County Board of Supervisors meeting, the agency met with Stafford County Public Schools members and the county's fire and rescue department. It determined the bridge should be closed and traffic detoured while a new bridge is built sometime in 2026. It's not clear when construction will begin.
