Manassas City officials want the General Assembly to end a moratorium on annexation by Virignia cities.
City spokeswoman Patty Prince says the city wants to begin talks with Prince William County to realign some of its borders. Some city limits fall in the middle of streets, prompting city leaders' desire to adjust the maps.

The new commission, potentially the Rappahannock Area Transportation Authority, would require new and increased taxes to fund road improvements, said Ian Ollis, director of transportation planning at the Fredericksburg Area Metropolitan Planning Organization (FAMPO).
Ollis said the region could look to its neighbors in Prince William, Fairfax, and Loudoun and enact a .06-cent grantors tax on deeds recorded at county courthouses. He also suggested adding one percent to a 7% transit occupancy tax (paid by those who stay in hotels) and .05 cents to the retail tax rates in the region.

“The existing 95 Express Lanes are reversible and operate only in the direction of peak travel. This project will investigate the feasibility of adding additional capacity to a portion of the 95 Express Lanes, allowing counterflow express lanes in the off-peak direction. As envisioned, the project is expected to address existing congestion and provide further optionality and time savings to Transurban’s express lane customers.”

• Preliminary project footprint, design and schedule;
• Traffic and revenue potential; and
• Project capital and operating cost estimates.

Transurban manages E-ZPass Express Lanes on Interstates 95, 395, and 495 in Virignia. When the lanes opened in 2014, Transurban signed a deal with the Virignia State Government to operate the lanes for 75 years.

Stafford County Sheriff: “A juvenile is being held at the Juvenile Detention Center after taking a family member’s vehicle for a joyride that ended with a pursuit.”
“On November 10th at approximately 11:36 p.m. Deputy D.S. Jett was traveling on Cambridge Street when he observed a vehicle traveling 63 MPH in a 35 MPH zone. Deputy Jett turned on his emergency equipment and almost immediately after, the suspect vehicle began to accelerate.”

VDOT: “The Virginia Department of Transportation is warning travelers to expect major delays on Interstate 95 northbound in the Fredericksburg area with a work zone to reopen the original northbound Rappahannock River Bridge starting tomorrow, Nov. 14 through early Thursday, Nov. 16.”
“Starting at 8 p.m. tomorrow, the two-night operation will begin with lane and ramp closures to shift all I-95 northbound traffic into its final alignment between exit 130 (Route 3) in Fredericksburg and exit 133 (Route 17) in Stafford County.”
“With lane closures occurring within peak travel periods, drivers with destinations outside of the Fredericksburg region are encouraged to seek alternate routes on these dates.”

A man is dead following a crash on the E-ZPass Express Lanes on Interstate 95 in Stafford County.
The crash occurred about 4 p.m. near the Stafford exit, milepost 140
Virginia State Police said they need help piecing together what happened.
The Virginia State Police is seeking the public’s help with the fatal crash that occurred Saturday (Nov. 11), in Stafford County.
Master Trooper J. Fletcher is investigating a crash that occurred at 4:08 p.m. on Interstate 95 at the 140-mile marker. A 2005 Nissan Pathfinder was traveling northbound on I-95 in the right lane when it suddenly ran off the left side of the roadway, collided with an embankment, and overturned. An adult male passenger in the Nissan was ejected and died at the scene due to his injuries. The driver of the Nissan fled the scene on foot before law enforcement arrived.
The driver is believed to be a Hispanic adult male. He was last seen wearing a green sweatshirt and dark-colored pants.
