DISTURBANCE:
Cropp Road, 11/28, 1:30 a.m. Deputy P.J. Leon responded to a disturbance. The victim advised an ex-girlfriend egged his door. She would then take a screwdriver to the door knob to force herself into his property. While attempting to have her leave, the suspect assaulted the victim. The suspect was charged with assault and battery, unlawful entry, and two counts of destruction of property. She was held at Rappahannock Regional Jail until sober.DUI:
Area of Countryside Drive and Stony Hill Road, 11/28, 10:27 p.m. Deputy P.J. Leon responded to a single vehicle auto accident. A truck had serious damage, including three of the four tires being off the vehicle. Witnesses advised the driver stumbled off after the accident. Deputy Leon located the driver nearby and made contact with him. The driver had severe signs of intoxication and informed Deputy Leon the auto accident was “none of your business.” Due to his level of intoxication and agitated state, deputies attempted to detain him as he resisted. The driver would continue to act belligerently after being detained and threatened to kill deputies. Within the vehicle, deputies located an open beer container. He was charged with driving under the influence second offense within five years, second offense refusal, drinking while driving, two counts of obstruction of justice, as well as, the traffic lane violation. He was held at Rappahannock Regional Jail pending his ability to participate in a bond hearing.Area of Courthouse Road and Monument Drive, 11/29, 1:34 a.m. Sergeant A.T. Leckemby was traveling on Ramoth Church Road when the vehicle behind him had their high beams on and veered over the double yellow line. Sergeant Leckemby got behind the vehicle and conducted a traffic stop. The driver had signs of intoxication and at first advised he did not consume any alcohol and to “trust me.” His answer later changed and he confirmed he consumed alcohol prior to getting behind the wheel. The driver was charged with driving under the influence and the traffic lane violation. He was held at Rappahannock Regional Jail until sober.
FRAUD:
Winning Colors Road, 11/27, 10:11 a.m. Deputy N.D. Fonseca responded to a fraud. The victim advised he received a message on his computer about an error with his investment account. Using the phone number provided in the message, the victim made contact with an individual who advised the victim needed to transfer money into Bitcoin to cancel the error.Ford T. Humphrey Public Safety Building, 1225 Courthouse Road, 11/27, 2:35 p.m. Deputy R. Tully responded to a fraud. The victim advised her credit card was lost and there were fraudulent charges placed on it.
Apple Blossom Court, 11/29, 12:41 p.m. Deputy C.S. Harding responded to a fraud. The victim advised he received a call from someone posing as a law enforcement officer. The fake officer informed the victim he had missed court in Alexandria and needed to pay using cryptocurrency to avoid being arrested.
LARCENY:
Maryanne Avenue, 11/26, 4:00 p.m. Deputy W.A. Bolinsky responded to a larceny. The victim had a blender delivered to her residence. When she went to retrieve it, it was nowhere to be found.Walmart, 11 Village Parkway, 11/27, 6:02 p.m. Deputy R.L. Hubbard responded to a larceny. Staff advised a known shoplifter was at the business currently concealing items. When staff attempted to stop the suspect, he fled on foot. Sergeant E.E. West was able to locate the suspect at a nearby business. The suspect had signs of intoxication and was currently drinking a club cocktail. The suspect was charged with larceny, shoplifting, and public intoxication. He was held at Rappahannock Regional Jail until sober.
PUBLIC INTOXICATION:
Pillar Church, 2726 Richmond Highway, 11/27, 2:26 a.m. Deputy J.A. Martin was in the area for a domestic report when he observed a female suspect stumbling around. Deputy Martin made contact with her and noticed several signs of intoxication. She was charged with public intoxication and held at Rappahannock Regional Jail until sober.Sheetz, 15 Wyche Road, 11/27, 7:02 p.m. Deputy K.F. Bierfeldt responded to a public intoxication report. The caller advised a male was stumbling around the gas station. Deputy Bierfeldt made contact with the suspect, who not only had signs of intoxication, but was wanted out of Maryland. He was charged with public intoxication and fugitive from justice. He was held at Rappahannock Regional Jail without bond.
Hair Cuttery, 1495 Stafford Market Place, 11/29, 9:49 p.m. Deputy T.G. Croson responded to an unknown problem. Staff advised a female was beating on the door of the business while screaming. Deputy Croson made contact with the suspect, who he knew from multiple prior public intoxication incidents. This incident would be no different, for the suspect had several signs of intoxication. She was charged with public intoxication and held at Rappahannock Regional Jail until sober.
RECOVERED STOLEN VEHICLE:
Murphy Express, 450 Kings Highway, 11/28, 9:08 p.m. Sergeant E.E. West was traveling in the area when she observed a vehicle that was reported stolen out of Fredericksburg. A high-risk stop was conducted and the driver was detained. The driver was issued a summons for driving while revoked. The Fredericksburg Police Department is handling the charges related to the stolen vehicle.TRESPASS:
7-Eleven, 3623 Richmond Highway, 11/27, 5:59 p.m. Deputy K.F. Bierfeldt responded to a trespassing. Staff advised a suspect, who had been previously trespassed, was at the business again. The suspect would also curse at staff and use racial slurs towards them. Deputy Bierfeldt made contact with the suspect and detained him without incident. He was charged with trespassing and using abusive language. He was held at Rappahannock Regional Jail without bond.

On December 1st, Stafford deputies pursued and apprehended two suspects connected to an armed robbery in Fredericksburg. A red pickup truck, identified in a BOLO alert, was spotted by Deputy D.S. Jett. The driver refused to stop, leading to a chase through multiple roads until the truck was cornered in a residential area. The driver, Jermaine Koonce, 32, was detained after deputies deployed pepper balls. He admitted to driving under the influence and resisting arrest to smoke a cigarette.
The passenger, Dion Parker, 24, fled on foot but was tracked by K-9 Titan and located using a drone. He was apprehended in nearby woods. Both suspects were confirmed as those suspected to be involved in the robbery. Koonce faces multiple charges, including felony eluding and DUI, while Parker is charged with eluding, property destruction, and public intoxication. Additional robbery charges will be filed in Fredericksburg. Both are held without bond.
Stafford County Sheriff:
On December 1st, at approximately 8:08 p.m., Stafford deputies received a be on the lookout report. It was advised an armed robbery just occurred in the City of Fredericksburg and the suspects fled in a red pickup truck. Less than a minute after the BOLO, Deputy D.S. Jett, who was traveling on Morton Road in the area of Forbes Street, observed a red pickup truck coming towards him as it was failing to maintain the lane of travel. Due to the traffic lane violation and potentially being connected to an armed robbery, Deputy Jett turned around and attempted to conduct a traffic stop. When the truck did not stop, a pursuit was initiated.
The truck would accelerate as it fled on Primmer House Road, Riggs Road, and eventually Birney Court with Deputy Jett closely behind. As the truck entered onto Birney Court it slowed to a stop. Deputy Jett gave commands to both the driver and the passenger. Instead of complying, the passenger fled on foot as the driver threw his vehicle into reverse and accelerated away. Deputy Jett pursued the truck as it fled again with the help of Deputy I.E. Baldi. Nearby units were informed of the passenger fleeing on foot.
Deputy Jett and Deputy Baldi followed the fleeing vehicle as it entered the cul-de-sac of Orange Blossom Court. The fleeing vehicle would jump the curb and drove in-between two residences where its journey ended. Deputies blocked any further fleeing attempts and gave the driver commands to exit the vehicle. When he refused, Sergeant J.T. Forman deployed pepper balls into the vehicle, which had the intended effect. The driver exited the vehicle and was detained. The driver spontaneously admitted to driving under the influence and advised he didn’t want to stop because he “wanted to smoke my cigarette before I went to jail.”
As the driver was detained, additional deputies established a perimeter around the area the passenger fled from. Sergeant B.U. Demirci deployed his K-9 partner, Titan, where the passenger was last seen. Titan displayed strong tracking behaviors all the way to nearby railroad tracks. Throughout the track, deputies located items belonging to the passenger and damages to residential fences during the passengers fleeing attempt.
As Sergeant Demirci conducted his ground search, Detective W.J. McWaters conducted his aerial search using the drone. With it, he was able to locate the suspect hiding in the woods behind the 200 block of Anderson Drive. With Detective McWaters guiding them from the sky, Sergeant Demirci was able to deploy K-9 Titan, where he completed an apprehension. The passenger was detained shortly after the K-9 apprehension.
The Fredericksburg Police Department was able to confirm both detained suspects were the suspects in the armed robbery in their jurisdiction. The driver, Jermaine Koonce, 32, of Callao, was charged with felony eluding, third offense driving under the influence within ten years, revocation of his license after multiple DUI convictions, two counts of reckless driving, driving while revoked, two counts of refusal, and failure to maintain the lane of travel. He was held at Rappahannock Regional Jail without bond. Additional charges related to the robbery will be handled by the City of Fredericksburg. The passenger, Dion Parker, 24, of Burgess, was treated for his K-9 bite and charged with eluding, destruction of property, and public intoxication. He was held at Rappahannock Regional Jail without bond. Additional charges related to the robbery will be handled by the City of Fredericksburg.
Delegate Paul Milde (R-64, Stafford County) has introduced legislation aimed at closing a loophole created last year by HB 790, which inadvertently allowed underage students to possess tobacco and vaping devices on school grounds without facing legal consequences.
The proposed legislation comes in response to growing concerns from law enforcement and community leaders who have noted the impact of the loophole on schools and extracurricular activities. While Stafford County schools reported a 21% decrease in vaping incidents over the past year, with 23 incidents in 2024 compared to 29 in 2023, officials remain vigilant about preventing access to these products by minors.

An 18-year-old Manassas Park man was arrested after an assault and robbery at gunpoint that took place late last week.
On November 14th at approximately 12:56 a.m. Deputy R.A. Kehoe responded to Shasta Place for a previously occurred robbery. It was advised a male and female were robbed at gunpoint and the male victim had to be taken to the hospital due to his injuries during the incident. Deputy Kehoe would make contact with the victims to discover what occurred.
It was advised the day prior, shortly after 6:30 p.m., both victims made plans to meet with a male they only knew as “Semaij”. “Semaij” would arrive with an unknown male and ask if the victims “had anything.” The unknown male would produce a firearm and rob the female victim of her cash as “Semaij” began searching the male victim. Both victims would attempt to flee the area when the unknown male assaulted the female victim. “Semaij” would also produce a firearm and use it to strike the male victim. Both suspects would then flee the area in a red sedan. The female victim did not sustain any injuries while the male victim was treated for facial injuries.
Detectives in the Major Crimes Unit were assigned the case and were able to identify “Semaij” as Semaj Parham. Detectives, with the assistance of the Manassas Park Police Department, were able to take Parham into custody on November 15th. During a search warrant of his residence, detectives located two firearms.
Parham was charged with robbery, using a firearm in commission of a felony, malicious wounding by mob, aggravated malicious wounding, conspiracy, as well as, assault and battery. He was held at Rappahannock Regional Jail without bond.
Detectives are continuing their efforts to identify the second suspect. The second suspect was described as a light skin male who is approximately six feet tall. The investigation is ongoing.

Rappahannock Regional Jail, 1745 Richmond Highway, 4:14 p.m. Deputy S. Waheed was assisting in processing a suspect at the jail for a domestic incident. The suspect, unhappy about the situation he created, made things worse when he kicked off one of his crocs and it struck a jail officer. He was charged with assault and battery of a jail officer and was held without bond.DISTURBANCE:
Davenport Drive, 11/14, 7:31 p.m. Deputy W.E. Trainor responded to a disturbance. It was discovered a family member got upset over finding out who ate all the Doritos. This would escalate to a verbal argument that deputies intervened in just prior to an assault occurring. The suspect would continue her yelling spree and disregard deputies’ commands. When deputies attempted to detain her, she resisted. She was charged with disorderly conduct and obstruction of justice. She was released by the magistrate on personal recognizance.DRUGS:
North Stafford High School, 839 Garrisonville Road, 11/14, 9:30 a.m. Deputy A.L. Chaves was conducting his SRO duties when he was informed of drug activity. Instead of packing lunch, a student packed a THC vape. The vape was collected and a criminal complaint for underage possession was submitted.DUI:
Area of Poplar Road and Truslow Road, 11/14, 9:12 p.m. Deputy S.T. Myers was traveling in the area when he observed a driver who, unfortunately, ran out of gas. Her bad luck continued when Deputy Myers noticed signs of intoxication and Deputy P.J. Leon responded to assist. The driver admitted to consuming “a little bit” of alcohol prior to driving. An open can of sparkling wine was also located within the vehicle. She was charged with driving under the influence and drinking while driving. She was held at Rappahannock Regional Jail until sober.

Amazon, 220 Centreport Parkway, 11/13, 5:30 p.m. Deputy R.L. Hubbard responded to an assault. It was discovered there was a road rage incident between a Chevy and Nissan traveling on Centreport Parkway. The road rage escalated into an auto accident when the occupants of the Chevy involved assaulted the Nissan driver. Both occupants were charged with assault and battery, assault by mob, and disorderly conduct. Both were released by the magistrate on personal recognizance.Cavalier Skating Center, 1920 Richmond Highway, 11/13, 7:42 p.m. Deputy R.T. Philippsen responded to an assault. The suspect misplaced his AirPods and blamed the victim for stealing them. The suspect forcibly searched the victim before assaulting him. The suspect was charged with assault and battery. He was held at Rappahannock Regional Jail on a $1,500 secured bond.
FRAUD:
Ford T. Humphrey Public Safety Building, 1225 Courthouse Road, 11/13, 2:44 p.m. Deputy C.M. Ramirez responded to a fraud report. The victim advised she attempted to purchase furniture through Facebook and paid upfront. The victim still has yet to receive her furniture.Ford T. Humphrey Public Safety Building, 1225 Courthouse Road, 11/13, 5:36 p.m. Deputy K.F. Bierfeldt responded to a fraud report. The victim advised he was contacted by someone posing as a US Marshal. The fake Marshal advised his bank accounts were connected with money laundering and in order to “verify his assets,” the victim would need to place all his money into Bitcoin.
INDECENT EXPOSURE:
Green Tree Road, 11/13, 12:11 a.m. Deputy J.W. Ahern responded to an indecent exposure report. The victim advised a male was peeping in her window. When she went outside to walk her dog, she saw everything the male wasn’t wearing. Deputy Ahern identified the naked nuisance and he was charged with peeping and indecent exposure. He was held at Rappahannock Regional Jail on a $3,000 secured bond.LARCENY:
Paradise Court, 11/13, 3:24 p.m. Deputy E.T. Osborn responded to a larceny. The victim’s beautiful vehicle, a 2015 Dodge Charger, was stolen. The victim exited the establishment to discover his Nissan Murano was no longer there. The investigation is ongoing.

On November 12, a suspect committed multiple robberies at convenience stores in the area, displaying a handgun and fleeing with money from each location. The suspect was later identified and charged with armed robbery and firearm-related offenses, and is being held in jail pending further investigation.
Press Release from Spotsylvania Sheriff’s Office:
On November 12th at approximately 11:30 PM, a robbery was reported at the 7-11 located at 10359 Patriot Hwy, Spotsylvania. The employee reported a black male entered the store displaying a handgun and demanded money. The employee complied with his demands. The suspect fled the scene with an undisclosed amount of money. While deputies were on scene investigating this robbery, Emergency Communications received a 911 call at 12:30 AM from another 7-11 located at 5900 Harrison Road reporting a robbery. The employee at his location reported that a black male entered the store, displayed a handgun, and demanded money. The employee also complied with his demands. The suspect fled the scene on foot.
Shortly after, the Fredericksburg Police Department reported a robbery at another convenience store within their jurisdiction. The suspect matched the same description as the two robberies in Spotsylvania County.
Marquis Harrell was seen at the 7-11 located at 25 Soloman Drive in Stafford County some point after the robbery in the City of Fredericksburg. Harrell was developed as a suspect in the multi-jurisdictional robberies. For the robberies in Spotsylvania County, Harrell was charged with Brandishing a firearm, Possession of a firearm by a convicted felon, Use of a firearm during the commission of a felony, and Armed robbery. Harrell has been held at the Rappahannock Regional Jail with no bond. Additional charges may be sought as the investigation continues.

Catherine Lane, 11/11, 5:46 a.m. Deputy M.N. Sayegh responded to an assault. The caller advised her boyfriend was just assaulted by his ex-girlfriend. It was discovered the ex-girlfriend responded to the residence and assaulted the victim over a cellphone. The ex-girlfriend was located and served on a warrant for assault and battery.AG Wright Middle School, 100 Wood Drive, 11/12, 10:30 a.m. Deputy S.C. Hall was conducting her SRO duties when she was informed of an assault. Two students were exchanging words and about to fight when a third student attempted to separate them and de-escalate the situation. Instead of fighting each other, the first two students began assaulting the third student. Criminal complaints for assault and battery were filed on the first two students.
LARCENY:
Autumn Drive, 11/11, 11:56 a.m. Deputy S.M. Eastman responded to a larceny. The victim advised his ex-girlfriend stole over $1,000 worth of items following their breakup. The investigation is ongoing.Duff McDuff Park, 75 James Ashby Parkway, 11/11, 2:37 p.m. Deputies responded to two larceny
reports. Victim one had her purse stolen from her unlocked vehicle while victim two had a window
of her vehicle smashed and her purse stolen.
Onelife Fitness, 315 Garrisonville Road, 11/11, 5:35 p.m. Deputy R.W. Stamm responded to a
larceny. While the victim was pumping some iron, his wallet was stolen from the locker room.ABC, 9 Village Center Drive, 11/12, 2:42 p.m. Deputy J.A. Albirght responded to a larceny. Staff advised a male suspect stole a bottle of Anejo the day prior without staff knowing. After successfully committing shoplifting, the suspect returned on this day, this time to steal a bottle of Don Julio. The suspect was found and identified by Sergeant J.T. Forman after robbing several businesses in nearby jurisdictions. Two warrants for larceny were obtained and served on top of his other offenses.
PUBLIC INTOXICATION:
Wawa, 105 Garrisonville Road, 11/11, 1:57 a.m. Deputy X.D. Bates responded to a public intoxication report. The caller advised a drunk male was knocking on the doors of businesses. Deputy Bates observed the mud covered suspect as he stumbled into the Wawa. The suspect had instantly noticeable signs of intoxication and was rather disorderly during his conversation with deputies. He was charged with public intoxication and held at Rappahannock Regional Jail until sober.Lusitania Drive, 11/11, 8:24 p.m. Deputy C.T. Richardson responded to an unknown problem. An individual called dispatch, but would not respond to dispatchers. When Deputy Richardson arrived, he made contact with a female, who was under the influence. She was charged with public intoxication and held at Rappahannock Regional Jail until sober.
