Shaheem Hicks-Brown was convicted of multiple charges, including aggravated malicious wounding and firearm offenses, for a December 2022 shooting in Triangle, Virginia, where two victims sustained gunshot injuries but survived. Prince William County Commonwealth’s Attorney Amy Ashworth announces the successful prosecution of Shaheem Hicks-Brown, 32, arising from a December 2022 shooting in Triangle, VA. On November 20, 2024, Mr. Hicks-Brown was found guilty of two counts of aggravated malicious wounding, two counts of use of a firearm in the commission of a felony, and one count of maliciously shooting within an occupied dwelling by a Prince William County jury. The matter was prosecuted by Senior Assistant Commonwealth’s Attorney Sarah Sami. Commonwealth of VA v. Shaheem Hicks-Brown On December 9, 2022, Prince William County Police were dispatched to a residence on Southway Lane in reference to a shooting with injuries. Upon arriving, police encountered two victims suffering from various gunshot wounds to the chest, abdomen, and arms. They also found an intoxicated Mr. Hicks-Brown in the home, in possession of a firearm. Both victims survived their life-threatening injuries.

Commonwealth’s Attorney Amy Ashworth offered the following comment:

“It is fortunate that the two victims of gun violence in this instance survived, and I am grateful for their cooperation in the prosecution of this case. My office will continue to vigorously prosecute crimes of violence.”

Police arrested two individuals, including one juvenile, in connection to an attempted armed robbery at a McDonald's in Woodbridge on September 24. A third suspect remains wanted. Press Release from Prince William Police:
Attempted Armed Robbery *ARRESTS – Officers arrested two suspects identified in connection to the attempted robbery that was reported to have occurred at the McDonald’s located at 12730 Harbor Dr. in Woodbridge (22192) on September 24. The suspects, identified as Timothy Damont RUTHERFORD and a 17-year-old male juvenile, were taken into custody between November 8-18. Additionally, officers obtained arrest warrants for a third suspect, identified as Troy Allen PHILLIPS Jr. Attempts to locate PHILLIPS have been unsuccessful.

Fredericksburg Police are investigating a pedestrian accident on November 18, 2024, where a 50-year-old man was struck by a vehicle on Fall Hill Avenue and critically injured. The driver remained at the scene, and the investigation is ongoing.

Fredericksburg Police are currently investigating a pedestrian accident that took place on the evening of November 18, 2024, at approximately 5:31 p.m.

The victim, Cesareo Jurado Coca, a 50-year-old man, of Fredericksburg, was crossing the travel lanes when he was struck by a vehicle traveling eastbound in the 3300 block of Fall Hill Avenue. He sustained critical injuries and was transported to the nearest hospital, where he is currently receiving medical care. His family has been notified.

The driver of the vehicle remained at the scene and cooperated with the preliminary investigation. There were no indicators of impairment, and the driver did not sustain any injuries in the crash.

The police department’s traffic reconstruction team is conducting an investigation. As more information becomes available, we will provide further updates.

A 36-year-old man turned himself in on November 14 in connection with a 2023 sexual assault and abduction that occurred in the Woodbridge area. He faces charges of rape and abduction and is being held without bond. Press Release from Prince William Police:

Rape Investigation [Previously Released] – On October 17, 2024, detectives obtained charges in an ongoing investigation regarding a sexual assault that was reported to have occurred at a residence located in the Woodbridge (22191) area of Prince William County in 2023. The investigation revealed the adult female victim was sexually assaulted by an acquaintance, identified as the accused. While investigating the incident, detectives learned the accused had held the victim against her will in an altercation in 2022. The victim eventually reported the incidents prompting the police investigation. Following the investigation, detectives obtained arrest warrants for the accused, identified as Kelvin Johnson ALVARADO-AGUILAR. Attempts to locate the accused have been unsuccessful.

Fredericksburg Police are investigating a pedestrian accident that occurred on Plank Road on November 16, resulting in the death of a 26-year-old man. The driver of the truck involved remained at the scene, and no signs of impairment were found.

Fredericksburg Police are currently investigating a pedestrian accident that took place early [yesterday] morning at 6:20 a.m. on the eastbound lanes of Plank Road.

The victim, Joe Anthony Palacios, a 26-year-old man with no permanent address, was walking eastbound in the travel lane of the 2800 block of Plank Road when he was struck by a truck. He sustained severe injuries and was transported to the nearest hospital for emergency care. Unfortunately, he succumbed to his injuries at 10:43 a.m. [yesterday] morning.

The driver remained at the scene of the incident and cooperated during the preliminary investigation. There were no indicators of impairment and the driver did not sustain any injuries in the crash.

The medical examiner’s office has begun its investigation. The police department’s traffic reconstruction team is also investigating. Further updates will be released at a later date.

The next of kin has been notified, and we extend our deepest condolences to his family during this difficult time.

On November 11, 2024, a suspect was arrested in connection with a shooting incident on August 4, 2023, in Woodbridge, where the suspect fired multiple rounds at a vehicle. The suspect was charged with shooting into an unoccupied vehicle and reckless handling of a firearm, and is being held pending a court date. Press Release from Prince William Police:

Shooting into an Unoccupied Vehicle | Reckless Handling of a Firearm [Previously Released] – On August 4 at 10:40PM, officers responded to the 13900 block of Rope Dr. in Woodbridge (22191) to investigate a shots fired call. The investigation revealed the victim, a 50-year-old man, was working on a vehicle parked in the above area, when he was approached by an unknown man. During the encounter, the suspect brandished a firearm and fired multiple rounds towards the victim. The victim was able to flee the area on foot and was not injured. While investigating the incident, officers determined the man was possibly with a group of other men who were near a brown-colored vehicle prior to the encounter. While checking the area, officers located two vehicles that sustained damage [consistent] with being struck by projectiles, and shell casings in the roadway. No injuries or additional property damage were reported.

On November 12, a suspect committed multiple robberies at convenience stores in the area, displaying a handgun and fleeing with money from each location. The suspect was later identified and charged with armed robbery and firearm-related offenses, and is being held in jail pending further investigation.

On November 7, an investigation was initiated into an assault at Freedom High School involving a school security officer who allegedly pinched an 18-year-old female student's cheek during an inappropriate conversation on October 8. The officer, 41, was charged with assault and battery and served with a summons on November 8. Press Release from Prince William Police:
Assault & Battery – On November 7, the School Resource Officer (SRO) assigned to Freedom High School located at 15201 Neabsco Mills Rd in Woodbridge (22191) began an investigation into an assault by a school staff member against a student that reportedly occurred on October 8. The investigation revealed the victim, an 18-year-old female student, was on a bus in the parking lot of the school when she encountered a school security officer, identified as the accused. During the encounter, the accused pinched the victim’s cheek while he engaged in an inappropriate conversation. No injuries were reported. The incident recently came to the attention of school officials who notified the police. Following the investigation, the SRO obtained a summons for the accused, identified as Pedro S. CHIRINO who was served on November 8.
