[cottonbro studio via Pexels]The opportunity for public input on Prince William County's request for federal funding for the Homeless Navigation Center East project ends Tuesday at 5 p.m.
According to county documents, the federal funding will go toward the demolition of the existing county-owned building at 14716 Potomac Mills Road in Woodbridge and construction of a new 30,000-square-foot homeless center. The new center will provide overnight, temporary and emergency sheltering as well as a multitude of services for up to 50 adults experiencing homelessness.
The county is requesting $2 million Community Project Funding (CPF) grant from the U.S. Department of Housing and Urban Development's (HUD) Office of Community Planning and Development. This funding is given through HUD's Congressional Grants Division, which is responsible for administering congressionally directed spending grants.
On November 23, officers responded to a shooting in Manassas where a 45-year-old man was found dead from multiple gunshot wounds. The suspect was located the following morning and charged with murder, among other charges.

Murder Investigation – On November 23 at 9:09PM, officers responded to 8000 block of Stream Walk Lane [near] Manassas (20109) to investigate a shooting. Officers arrived on the scene and located the victim, later identified as a 45-year-old man, in the parking lot suffering from multiple gunshot wounds. The victim was pronounced deceased at the scene. The investigation revealed the accused and victim were involved in a physical altercation that escalated. During the encounter, the accused pulled out a firearm and shot the victim multiple times. Police searched the area for the suspect who left the scene and was not initially located. Detectives located the accused early the following morning nearby in the Manassas area, where he was detained without incident. This incident was not random. Following the investigation, the accused, identified as Zahir Adbul-Rahman MUJAHID, was arrested.

The Prince William Board of County Supervisors discussed a proposed Affordable Dwelling Unit (ADU) Ordinance during their meeting on November 19, 2024. The ordinance aims to address housing affordability challenges by increasing the availability of affordable housing units within the county and implementing a Housing Trust Fund to bolster development efforts.
The ADU Ordinance would allow developers to include affordable units within new residential developments voluntarily. Although mandatory ADU policies exist in other jurisdictions, Prince William County cannot enforce such measures under Virginia state law. Instead, the county incentivizes developers to participate by offering benefits such as expedited permitting processes, reduced fees, and increased development flexibility.

The investigation continues as detectives attempt to locate the second suspect involved in the incident.
Burglary while Armed [Previously Released] – On October 13 at 11:41PM, officers responded to the Ravens Crest Apartments located in the 8100 block of Doubletree Ct [near] Manassas (20109) to investigate a home invasion. The investigation revealed the victim, a 29-year-old woman, was inside the residence when she heard a knock at the door. When the victim opened the door slightly, two unknown men sprayed her in the face with an eye irritant before forcing their way inside the apartment. Once inside the residence, the men rummaged through and damaged property before leaving. No property was reported missing, and no injuries were reported. This incident does not appear to be random.
Authorities have launched an investigation following a report of a sexual assault that occurred earlier this school year at Osbourn Park High School.
The incident, which reportedly occurred within a school bathroom during the first two weeks of the academic year, was disclosed to police and school officials on November 15, prompting an immediate response.
According to the Prince William County Police Department, an adult female student reported that while she was in a bathroom stall near the gymnasium on the first floor, an unknown individual entered her stall and sexually assaulted her. The suspect is described as a Caucasian or light-skinned individual with a thin build, standing approximately 5’8” to 5’9”. The suspect’s gender remains unconfirmed. At the time of the incident, the individual was reported to be wearing an animal costume mask, a dark-colored long-sleeve shirt, and full-length pants of an unknown color.
In a letter to parents dated November 22, Osbourn Park High School Principal Lisamarie Kane expressed sorrow over the incident and outlined steps being taken in response.
“As soon as our administration team was made aware, our school resource officer and law enforcement officials began an investigation,” the letter states. She added that the school cooperates fully with authorities and supports the victim and their family.
In light of the incident, the school has implemented additional safety protocols, including:
Increased supervision in shared areas.
Restricted bathroom access during instructional time.
Enhanced safety education and support for students.
Counseling services are being offered to any student who may need assistance.
The Prince William County Police Department urges anyone with information about the incident to come forward. Tips can be provided anonymously to help identify the suspect and ensure justice for the victim.
