Detectives obtained charges on October 17, 2024, related to a sexual assault reported in 2023 involving a victim and her acquaintance. The accused is wanted for rape and abduction, and efforts to locate him have not been successful.

Rape Investigation – On October 17, 2024, detectives obtained charges in an ongoing investigation regarding a sexual assault that was reported to have occurred at a residence located in the Woodbridge (22191) area of Prince William County in 2023. The investigation revealed the adult female victim was sexually assaulted by an acquaintance, identified as the accused. While investigating the incident, detectives learned the accused had held the victim against her will in an altercation in 2022. The victim eventually reported the incidents prompting the police investigation. Following the investigation, detectives obtained arrest warrants for the accused, identified as Kelvin Johnson ALVARADO-AGUILAR. Attempts to locate the accused have been unsuccessful.

On October 21, officers responded to a burglary at a home near Manassas, where they found an unknown man sleeping inside. The man was charged with burglary and possession of illegal narcotics and is being held without bond. Press Release from Prince William Police Department:
Residential Burglary – On October 21 at 1:21PM, officers responded to a residence located in the 8000 block of Community Dr [near] Manassas (20109) to investigate a burglary. The investigation revealed that the residents of the home had found an unknown man sleeping inside the residence. Officers detained the man, identified as the accused, without incident. No property was taken. Following the investigation, the accused, identified as Yonis Josue VILLATORO TORRES, was arrested. During the arrest, suspected illegal narcotics were found on the accused.

From Prince William police:

Fatal Crash Investigation – On October 8 at 7:58AM, crash investigators responded to the area of the Prince William Pkwy and Clover Hill Rd [near] Manassas (20110) to investigate a single vehicle crash. The investigation revealed the driver of a 1999 Ford Mustang was traveling westbound on the Prince William Pkwy when the vehicle left the roadway and proceeded up an embankment before coming to rest on top of a guardrail. The driver is believed to have suffered a medical emergency and was transported to an area hospital where he later died on October 16. No other occupants were in the vehicle.

Several armed robberies occurred recently in Prince William. On October 20, a 27-year-old man was assaulted and robbed in Gainesville, resulting in injuries and property loss. The day before, a 56-year-old man was threatened with a firearm at a Motel 6, and on October 18, two 17-year-old boys were approached by three armed suspects near Woodbridge.

The 58th session of the Prince William County Criminal Justice Academy Basic Law Enforcement graduated on Oct. 17. [Photo courtesy of Prince William County]
17 men and women graduated from Prince William County's Criminal Justice Academy Basic Law Enforcement 58th Session on Thursday.

Following a 24-week course of training, the 16 police officers and sheriff's deputy attended a graduation ceremony at the Hylton Performing Arts Center in Manassas to celebrate their achievements.

The course included training in all aspects of police work, including classes in firearms, use-of-force decision-making, driver training, legal training, patrol techniques and investigative work.

A suspect was arrested on October 15 for a strong-arm robbery that occurred on September 15 near Manassas. An additional suspect was arrested earlier, and both face charges related to the incident. In addition, on October 16, officers responded to a robbery at a Shell service station near Woodbridge, where an unknown man pushed an employee and stole money before fleeing. Strong-Arm Robbery *SUSPECTS IDENTIFIED | ARREST [Previously Released] – On September 25, officers concluded the investigation into the robbery that was reported to have occurred in the 8300 block of Sudley Rd. [near] Manassas (20109) on September 15. While investigating the incident, officers identified both suspects involved in the robbery and obtained arrest warrants. On September 25, officers located and arrested one of the suspects, identified as Oscar Yovani GUEVARA ARGUETA. The investigation continues as officers attempt to locate the second suspect, identified as Byron Daniel PINZON.

Strong-Arm Robbery [Previously Released] – On September 15 at 11:31AM, officers responded to the 8300 block of Sudley Rd. [near] Manassas (20109) to investigate a robbery. The investigation revealed the victim, a 38-year-old man, was approached by two unknown men near the dumpster area of a local business. During the encounter, one of the men grabbed the victim while the other man took the victim’s money before both suspects ran away. No injuries were reported.

On October 16, officers found two adults and two girls in a vehicle in Woodbridge, where suspected illegal drugs were accessible to the children. The adults were arrested and charged with child neglect and drug possession, while the children were treated at a hospital but were not injured. Press Release from Prince William Police Department:

Felony Child Neglect – On October 16 at 7:21PM, officers were in the 14300 block of Jeffries Rd. in Woodbridge (22191) when an occupied vehicle was located in the parking lot. Officers found the two accused and two girls, ages 7 and 9, in the vehicle with suspected illegal drugs within reach of the children. The children were treated at an area hospital for possible exposure to the drugs. The children were not injured. Following the investigation, the two accused, identified as Andrea Louise DELANEY and Joshua Alexander SCHULDT, were arrested.
