The Prince William County Police enforce traffic safety all year, and the Department reminds motorists to Wear your seatbelt every time! That is the underlying message of this year’s “Click It or Ticket” seatbelt enforcement campaign, which runs from Nov. 23, 2024, through Dec. 1, 2024. Seatbelts save lives!
Prince William County Police join law enforcement agencies throughout Virginia in the “Click It or Ticket” campaign to enforce the Commonwealth’s safety-belt and child safety-seat laws. The Department will participate in high-visibility patrols – day and night – through Sunday, December 1.
A 36-year-old man turned himself in on November 14 in connection with a 2023 sexual assault and abduction that occurred in the Woodbridge area. He faces charges of rape and abduction and is being held without bond.

Rape Investigation [Previously Released] – On October 17, 2024, detectives obtained charges in an ongoing investigation regarding a sexual assault that was reported to have occurred at a residence located in the Woodbridge (22191) area of Prince William County in 2023. The investigation revealed the adult female victim was sexually assaulted by an acquaintance, identified as the accused. While investigating the incident, detectives learned the accused had held the victim against her will in an altercation in 2022. The victim eventually reported the incidents prompting the police investigation. Following the investigation, detectives obtained arrest warrants for the accused, identified as Kelvin Johnson ALVARADO-AGUILAR. Attempts to locate the accused have been unsuccessful.

On November 11, 2024, a suspect was arrested in connection with a shooting incident on August 4, 2023, in Woodbridge, where the suspect fired multiple rounds at a vehicle. The suspect was charged with shooting into an unoccupied vehicle and reckless handling of a firearm, and is being held pending a court date.

Shooting into an Unoccupied Vehicle | Reckless Handling of a Firearm [Previously Released] – On August 4 at 10:40PM, officers responded to the 13900 block of Rope Dr. in Woodbridge (22191) to investigate a shots fired call. The investigation revealed the victim, a 50-year-old man, was working on a vehicle parked in the above area, when he was approached by an unknown man. During the encounter, the suspect brandished a firearm and fired multiple rounds towards the victim. The victim was able to flee the area on foot and was not injured. While investigating the incident, officers determined the man was possibly with a group of other men who were near a brown-colored vehicle prior to the encounter. While checking the area, officers located two vehicles that sustained damage [consistent] with being struck by projectiles, and shell casings in the roadway. No injuries or additional property damage were reported.
Stagnaro RiegaPolice have arrested a driver in connection with a fatal pedestrian crash that claimed the life of a 57-year-old woman in a Dale City neighborhood last month.
Crash investigators obtained an arrest warrant on November 13 for Neil Jostin Stagnaro Riega, 30, of Meadowbrook Road in Woodbridge, charging him with involuntary manslaughter. Stagnaro Riega surrendered to authorities on November 15 and was held on a $4,000 secured bond.
The crash occurred on October 17 at 6:37 a.m. on Mapledale Avenue near Miles Court. Police say Stagnaro Riega was driving a 2020 Nissan Versa at more than 20 miles per hour over the posted 25 mph speed limit in a residential zone. His vehicle left the roadway, mounted the sidewalk, and struck Maria Isabel Cardozo, who was walking her dog at the time, police said. Cardozo was pronounced dead at the scene.
The dog was later found unharmed near Cardozo’s residence. Stagnaro Riega remained at the scene following the crash and was not injured. Investigators determined that alcohol and drugs were not factors in the incident.
On November 7, an investigation was initiated into an assault at Freedom High School involving a school security officer who allegedly pinched an 18-year-old female student's cheek during an inappropriate conversation on October 8. The officer, 41, was charged with assault and battery and served with a summons on November 8.

Assault & Battery – On November 7, the School Resource Officer (SRO) assigned to Freedom High School located at 15201 Neabsco Mills Rd in Woodbridge (22191) began an investigation into an assault by a school staff member against a student that reportedly occurred on October 8. The investigation revealed the victim, an 18-year-old female student, was on a bus in the parking lot of the school when she encountered a school security officer, identified as the accused. During the encounter, the accused pinched the victim’s cheek while he engaged in an inappropriate conversation. No injuries were reported. The incident recently came to the attention of school officials who notified the police. Following the investigation, the SRO obtained a summons for the accused, identified as Pedro S. CHIRINO who was served on November 8.

On November 7, officers responded to a crisis situation at an apartment complex near Woodbridge, where an intoxicated woman, attempting self-harm, kicked and struck an officer during the intervention. The woman was arrested and charged with assault on a law enforcement officer and obstruction of justice, with a court date pending.

Assault & Battery on a Law Enforcement Officer [LEO] – On November 7 at 4:47PM, officers responded to the Potomac Ridge Apartments located in the 2800 block of Woodmark Dr. [near] Woodbridge (22191) to assist a person in crisis. When officers entered the apartment they observed a woman, later identified as the accused, who was intoxicated and attempting to harm herself. When officers attempted to intervene, the accused kicked and struck an officer before being detained without further incident. No injuries were reported. Following the investigation, the accused, identified as Desiree Debora MAHMOUD, was arrested.

Fatal Hit & Run Crash Investigation – On November 3 at 1:22AM, officers responded to the intersection of Prince William Pkwy and Lynn St. in Woodbridge (22191) to investigate an unconscious man in the roadway. The investigation revealed the victim, a 51-year-old man, was believed to have been walking in the roadway of Prince William Pkwy when he was struck by an unknown vehicle which continued driving.
On October 22, a 28-year-old man was arrested and charged with brandishing a firearm in connection to a road rage incident on April 26 in Dumfries. The investigation revealed that during a verbal altercation at an intersection, the suspect brandished a firearm at another driver, but no shots were fired and no injuries occurred.

Brandishing of a Firearm | Road Rage Related [Previously Released] – On April 26 at 4:54PM, officers responded to the intersection of Richmond Hwy and Dumfries Rd. in Dumfries (22192) to investigate a brandishing. The investigation revealed the victim, a 34-year-old man, was driving on Dumfries Rd. when he was involved in a road rage incident with the driver of another vehicle. While both vehicles were stopped at the above intersection and the driver’s continued the verbal altercation, the driver of the other vehicle got out of their vehicle and brandished a firearm. The victim remained in his vehicle during the encounter. Eventually, the parties separated without further incident. No shots were fired, and no injuries were reported. The suspect was described as a Hispanic male approximately 25 years old driving a white BMW.
