Officers responded to a report of a death in the 500 block of Harbor Side Street in Woodbridge on Saturday, September 28 at 10:20 p.m. The deceased, a 46-year-old man, was discovered by a fishing vessel crew floating in the water. Fire and rescue teams retrieved the body, confirming the death. Initial investigations indicate no signs of foul play, with the exact cause and manner of death awaiting determination by the Medical Examiner’s Office. The investigation is ongoing, and further details will be released as needed.

Death Investigation – On September 28 at 10:20PM, officers responded to the 500 block of Harbor Side St.
in Woodbridge (22191) to investigate a death. The investigation revealed members of a fishing vessel located
the body of a 46-year-old man floating in the water in the above area. Fire and rescue responded and
removed the body from the water and confirmed the death. Preliminarily, there were no signs of foul play.
The cause and manner of death is pending by the Medical Examiner’s Office. More information will be
released as necessary. The investigation continues.
On September 26, officers investigated an abduction in Gainesville involving a 22-year-old woman who was forced into a vehicle by a friend and then inappropriately touched. The suspect was arrested and charged with abduction, sexual assault, and assault and battery.

Abduction | Sexual Assault – On September 26 at 10:30PM, officers responded to investigate an abduction that was reported to have occurred in the 12100 block of Sierra Sunset Ln. in Gainesville (20155) at approximately 11:00PM on September 25. The investigation revealed the victim, a 22-year-old woman, was approached by an acquaintance, identified as the accused. When the victim refused to go with the accused, he grabbed her arm and forced her into his vehicle. The accused then drove to a parking lot on Gateway Promenade Pl. where he inappropriately touched the victim. The victim reported minor injuries at the time of the incident. On September 26, officers investigated a bomb threat at Brixx Wood Fired Pizza, prompted by a phone call from a Woodbridge man, police said. The restaurant was evacuated, police didn’t find a bomb, and the caller was charged with making a threat to bomb.

On September 26, officers near Manassas attempted to detain Jaime Antoni Villatoro Santos, who actively resisted and assaulted an officer. He was arrested and charged with assault and battery on a law enforcement officer and obstruction of justice.

Phoenix Marsalis LEWIS is described as a black male, 17 years of age, 5’9”, and 140lbs, with black hair, brown eyes. He was last seen wearing a dark-colored Puffer-style coat, dark-colored pants, and carrying a blue duffle bag.
A Prince William County police officer, James Thomas Clinton, was arrested on September 26 after investigations revealed he had inappropriate contact with an adult woman on two separate occasions while on duty, police said.

According to Prince William County Police, who reported the incident, the first incident occurred on June 4 at Potomac Mills mall, where he handcuffed the woman during a conversation without a lawful reason, police said. The second incident took place on September 22 at Turley Park in Dale City, where he forcibly detained the woman during a verbal altercation, made threats, and physically assaulted her.
The victim reported these incidents on September 23, leading to Clinton’s suspension and subsequent arrest. Clinton, whose been on the force for six years, faces charges including two counts of abduction, one count of sexual battery, and one count of assault & battery. Chief Peter Newsham condemned the behavior as not representative of the department’s values. Clinton is currently on administrative leave and will appear in court on November 13, 2024.

Abduction | Sexual Battery | Arrest of Department Member – On September 26, investigators with the Prince William County Police Department arrested a department member in an ongoing investigation which began on September 23. The investigation revealed on two separate occasions, the accused, who was a sworn law enforcement officer with the police department at the time, had inappropriate contact while on-duty with an adult woman.
Both parties were known to one another. The first incident occurred on June 4 in a secured area of Potomac Mills where the victim was employed. During the encounter, the two parties were speaking to one another when the victim was forcibly handcuffed by the accused. At no time during the interaction was the victim being detained or otherwise arrested for a criminal violation. After a brief period, the victim was released from the handcuffs, and the two parties separated. The second encounter occurred on September 22 at Turley Park in Dale City where the two parties had previously agreed to meet. During the second incident, the accused forcibly held the victim against her will while the two were involved in a verbal altercation outside of their vehicles. The accused made repeated threats towards the victim. Additionally, the accused inappropriately touched the victim, and repeatedly grabbed around her neck before the parties separated and left the area.
The victim notified police on September 23 about the encounters. Once the allegations were brought to the attention of police, the accused was relieved of his police authority, and both an administrative and criminal investigation into the matters were launched by the Police Department’s Office of Professional Standards and Criminal Investigations Division. At the time of the report, the accused held the rank of police officer with more than 6 years of service. On September 26, following the investigation, the accused, identified as James Thomas CLINTON, was arrested. The accused has been placed on administrative leave while the criminal matter proceeds through court

responded to the area of Caton Hill Rd near Killarney Dr in Woodbridge (22192) to investigate a
crash. The investigation revealed the driver of a black 4-door 2017 Toyota Camry was traveling the
opposite direction northbound in the southbound lanes when the vehicle collided head-on with a
2015 Toyota Corolla that was traveling southbound. Both occupants in the Camry were not wearing
seatbelts at the time of the crash. The passenger in the Camry was transported to an area hospital
where he later died from his injuries sustained in the collision. Both drivers were also transported
to area hospitals with serious injuries. Crash investigators are asking anyone who may have
witnessed this crash, or the driving behavior of the driver in the black 4-door 2017 Toyota
Camry involved in the collision, to contact police. The investigation continues.
On September 25, crash investigators charged 21-year-old Lesly Miraya-Mayuri with DUI manslaughter following a fatal crash that occurred on September 13 on Caton Hill Rd near Killarney Dr in Woodbridge. The investigation revealed that Miraya-Mayuri, driving a 2017 Toyota Camry, was intoxicated and traveling the wrong direction when the head-on collision with a 2015 Toyota Corolla occurred. Neither Miraya-Mayuri nor her passenger was wearing seatbelts at the time. Miraya-Mayuri was arrested and is scheduled for a court appearance on October 9, 2024, with a $10,000 unsecured bond. Investigators are still seeking witnesses to the crash.
