Fredericksburg Police are investigating a pedestrian accident on November 18, 2024, where a 50-year-old man was struck by a vehicle on Fall Hill Avenue and critically injured. The driver remained at the scene, and the investigation is ongoing.

Fredericksburg Police are currently investigating a pedestrian accident that took place on the evening of November 18, 2024, at approximately 5:31 p.m.
The victim, Cesareo Jurado Coca, a 50-year-old man, of Fredericksburg, was crossing the travel lanes when he was struck by a vehicle traveling eastbound in the 3300 block of Fall Hill Avenue. He sustained critical injuries and was transported to the nearest hospital, where he is currently receiving medical care. His family has been notified.
The driver of the vehicle remained at the scene and cooperated with the preliminary investigation. There were no indicators of impairment, and the driver did not sustain any injuries in the crash.
The police department’s traffic reconstruction team is conducting an investigation. As more information becomes available, we will provide further updates.
Fredericksburg Police are investigating a pedestrian accident that occurred on Plank Road on November 16, resulting in the death of a 26-year-old man. The driver of the truck involved remained at the scene, and no signs of impairment were found.

Fredericksburg Police are currently investigating a pedestrian accident that took place early [yesterday] morning at 6:20 a.m. on the eastbound lanes of Plank Road.
The victim, Joe Anthony Palacios, a 26-year-old man with no permanent address, was walking eastbound in the travel lane of the 2800 block of Plank Road when he was struck by a truck. He sustained severe injuries and was transported to the nearest hospital for emergency care. Unfortunately, he succumbed to his injuries at 10:43 a.m. [yesterday] morning.
The driver remained at the scene of the incident and cooperated during the preliminary investigation. There were no indicators of impairment and the driver did not sustain any injuries in the crash.
The medical examiner’s office has begun its investigation. The police department’s traffic reconstruction team is also investigating. Further updates will be released at a later date.
The next of kin has been notified, and we extend our deepest condolences to his family during this difficult time.
Crash investigators obtained an arrest warrant on November 13 for Neil Jostin Stagnaro Riega, 30, of Meadowbrook Road in Woodbridge, charging him with involuntary manslaughter. Stagnaro Riega surrendered to authorities on November 15 and was held on a $4,000 secured bond.
The crash occurred on October 17 at 6:37 a.m. on Mapledale Avenue near Miles Court. Police say Stagnaro Riega was driving a 2020 Nissan Versa at more than 20 miles per hour over the posted 25 mph speed limit in a residential zone. His vehicle left the roadway, mounted the sidewalk, and struck Maria Isabel Cardozo, who was walking her dog at the time, police said. Cardozo was pronounced dead at the scene.
The dog was later found unharmed near Cardozo’s residence. Stagnaro Riega remained at the scene following the crash and was not injured. Investigators determined that alcohol and drugs were not factors in the incident.
Court proceedings for Stagnaro Riega are pending.

On Wednesday (Nov. 13), Virginia State Police located and arrested the driver involved in the fatal hit-and-run crash that occurred on Friday (Nov. 8), in Fauquier County. The driver, Dennis D. Dunning, 54, of Catlett, Va., was located at his residence on the 8000 block of Burwell Road in Fauquier and taken into custody without incident.
Dunning was charged with felony hit-and-run, involuntary manslaughter, and operating a vehicle without an ignition interlock. Dunning was transported to the Fauquier Adult Detention Center, where he is being held without bond.

Virginia State Police is seeking the public’s help with identifying two vehicles that struck a pedestrian Friday (Nov. 8), in Fauquier County.
The hit-and-run crash occurred at 5:47 p.m. on Route 806 (Elk Run Road) at Flippo Lane.
A male pedestrian was walking eastbound across Route 806 when he was struck by a northbound SUV. The pedestrian was then struck by an unknown southbound vehicle. Neither vehicle stopped at the scene.
The pedestrian, Garland J. Heddings, 73, of Catlett, Va., died at the scene.The initial striking vehicle is believed to be a 2001 – 2003 Nissan Frontier, silver in color. The Nissan will have damage to its front end and driver side.
The unknown vehicle may have damage to the front end.
From Prince William police:
Fatal Hit & Run Crash Investigation – On November 3 at 1:22AM, officers responded to the intersection of Prince William Pkwy and Lynn St. in Woodbridge (22191) to investigate an unconscious man in the roadway. The investigation revealed the victim, a 51-year-old man, was believed to have been walking in the roadway of Prince William Pkwy when he was struck by an unknown vehicle which continued driving.
A passing motorist observed the pedestrian in the roadway contacted emergency services while rendering aid. The pedestrian was transported to an area hospital where he later died from his injuries. An autopsy confirmed the injuries sustained by the pedestrian were likely the result of being struck by a vehicle. No further information on the driver or striking vehicle is available at this time. Investigators with the Crash Investigation Unit are asking anyone who may have witnessed this crash to contact police. The investigation continues.

Update Nov. 02, 9 p.m.: Sarah and Tony Lopez were among the first to drive by the scene of the accident. Sarah said she and her husband pulled up at the intersection on a motorcycle and ” I immediately saw a motionless body on the ground in the middle of the intersection, a very damaged shopping cart nearby, and broken glass. It was a really dark scene. I could immediately see that his limbs didn’t look uninjured but I had no idea how extensive it was.”
They called 911, and Tony immediately ran over to start rendering aid and CPR to the victim. As he did, the other victim approached and started crying, praying, and “begging for his friend to wake up.” Sarah stayed on the line with 911 while Tony began CPR and helped resuscitate the first victim.
On November 1, Stafford County Sheriff’s Office responded to Mine Road and Greenspring Drive for a hit-and-run involving two pedestrians. The accident happened around 10:14 p.m.
A dark 2024 Volkswagen GTI is believed to have struck two pedestrians and then fled on Garrisonville Road. The vehicle likely has extensive front end damage and a broken windshield. Both pedestrians were seriously injured, with one flown from the scene with life-threatening injuries.

Final Update: The roadway is now open. Evidence recovered at the scene indicates the suspect vehicle is a 2024 Volkswagen GTI and should have front and passenger side damage to include a broken passenger side window. Anyone with information can contact Deputy Martin at 540-658-4400.
Update: This hit and run occurred at 10:14 p.m. and we ask anyone who witnessed the incident or has information to contact Sgt. Ron Jones at 540-658-4400. The suspect vehicle is described as a black or blue sedan with extensive front end damage and possibly a broken windshield. The suspect vehicle fled onto Garrisonville Road after striking two pedestrians.One pedestrian was flown from the scene with life-threatening injuries and the other pedestrian was transported by ambulance with serious injuries.Traffic Alert: Deputies are on scene of a serious hit and run accident at the intersection of Mine Road and Greenspring Drive. Mine Road will be closed in both directions for an extended time, so please use an alternate route.

The pedestrian was pronounced deceased on scene. The driver of the striking vehicle remained at the scene and was uninjured. The dog was later located near the pedestrian’s residence and was not injured. Investigators determined that alcohol and drugs are not factors for the driver. Charges are pending as the investigation continues.

The crash comes after Cierra Faith Dickerson was sentenced to serve four years in prison in a young offender program after she struck and killed Deborah Lynn Talbot, killed on May 1, 2020, who was walking her dog on Cardinal Drive near her home in Woodbridge. Dickerson was 21 at the time of her sentencing in December 2021.
Virginia State Police are investigating a fatal incident involving a tractor trailer on Interstate 95. The driver was found dead after the vehicle overturned on the roadway.

Virginia State Police is investigating a fatal tractor trailer crash that occurred this morning (Oct. 17, 2024) at 4:23 a.m. on Interstate 95 northbound at the 155-mile marker. Virginia State Police were initially called for a report of a pedestrian that had been stuck on the interstate. Upon arrival, troopers did locate an individual deceased in the roadway. Troopers were also alerted to a tractor trailer that had overturned a short distance away. Troopers were eventually able to identify the deceased person as the driver of the tractor trailer. The investigation shows the tractor trailer went onto the left shoulder of Interstate 95 northbound, then swerved backed onto the roadway, and the driver was thrown from the vehicle. The tractor trailer then continued northbound and struck a ditch and overturned. The identification of the driver is pending next of kin notification.

Updated 1 p.m. — Police have arrested the suspect they said jumped into a man’s car while he was standing outside, stole it, and then ran him over, killing him.

Felony Murder| Felony Hit & Run *ARREST – On July 26, investigators were notified that the accused sought in connection to the fatal hit & run crash that occurred in the parking lot of the Oasis at Montclair Apartment complex located in the 16400 block of Stedham Cl. in Dumfries (22025) on July 20, was arrested by Virginia Beach City police. The investigation revealed the accused was attempting to steal the victim’s vehicle when the victim was struck causing fatal injuries. At this time, there is no known connection between the victim and the accused. No other suspects are being sought in the investigation.
