Detectives have identified a second suspect in connection with a home invasion at Ravens Crest Apartments on October 13 and obtained warrants for his arrest. One suspect was charged on October 29, and the investigation continues to locate the second individual.

Burglary while Armed *ADDITIONAL SUSPECT IDENTIFIED – While continuing the investigation, detectives identified the second suspect, Jrrysawn Aushaude COOK, believed to be involved in the home invasion that was reported to have occurred at the Ravens Crest Apartments located in the 8100 block of Doubletree Ct [near] Manassas (20109) on October 13, and obtained warrants for his arrest. An additional suspect was previously arrested in October in connection to the investigation.

Burglary while Armed *ARREST [Previously Released] – On October 29, one of the suspects, identified as Stivan Zlatiev DIMITROV, sought in connection to the home invasion that was reported to have occurred at the Ravens Crest Apartments located in the 8100 block of Doubletree Ct [near] Manassas (20109) on October 13, was arrested. The investigation continues as detectives attempt to locate the second suspect involved in the incident.

Burglary while Armed [Previously Released] – On October 13 at 11:41PM, officers responded to the Ravens Crest Apartments located in the 8100 block of Doubletree Ct [near] Manassas (20109) to investigate a home invasion. The investigation revealed the victim, a 29-year-old woman, was inside the residence when she heard a knock at the door. When the victim opened the door slightly, two unknown men sprayed her in the face with an eye irritant before forcing their way inside the apartment. Once inside the residence, the men rummaged through and damaged property before leaving. No property was reported missing, and no injuries were reported. This incident does not appear to be random.

Shaheem Hicks-Brown was convicted of multiple charges, including aggravated malicious wounding and firearm offenses, for a December 2022 shooting in Triangle, Virginia, where two victims sustained gunshot injuries but survived. The case was prosecuted by Senior Assistant Commonwealth’s Attorney Sarah Sami, with support from law enforcement and victim services.

Prince William County Commonwealth’s Attorney Amy Ashworth announces the successful prosecution of Shaheem Hicks-Brown, 32, arising from a December 2022 shooting in Triangle, VA. On November 20, 2024, Mr. Hicks-Brown was found guilty of two counts of aggravated malicious wounding, two counts of use of a firearm in the commission of a felony, and one count of maliciously shooting within an occupied dwelling by a Prince William County jury. The matter was prosecuted by Senior Assistant Commonwealth’s Attorney Sarah Sami.

Commonwealth of VA v. Shaheem Hicks-Brown

On December 9, 2022, Prince William County Police were dispatched to a residence on Southway Lane in reference to a shooting with injuries. Upon arriving, police encountered two victims suffering from various gunshot wounds to the chest, abdomen, and arms. They also found an intoxicated Mr. Hicks-Brown in the home, in possession of a firearm. Both victims survived their life-threatening injuries.

Commonwealth’s Attorney Amy Ashworth offered the following comment:

“It is fortunate that the two victims of gun violence in this instance survived, and I am grateful for their cooperation in the prosecution of this case. My office will continue to vigorously prosecute crimes of violence.”

Police arrested two individuals, including one juvenile, in connection to an attempted armed robbery at a McDonald’s in Woodbridge on September 24. A third suspect remains wanted.

Attempted Armed Robbery *ARRESTS – Officers arrested two suspects identified in connection to the attempted robbery that was reported to have occurred at the McDonald’s located at 12730 Harbor Dr. in Woodbridge (22192) on September 24. The suspects, identified as Timothy Damont RUTHERFORD and a 17-year-old male juvenile, were taken into custody between November 8-18. Additionally, officers obtained arrest warrants for a third suspect, identified as Troy Allen PHILLIPS Jr. Attempts to locate PHILLIPS have been unsuccessful.

Attempted Armed Robbery [Previously Released] – On September 24 at 5:18PM, officers responded to the McDonald’s located at 12730 Harbor Dr. in Woodbridge (22192) to investigate an assault. The investigation revealed the victim, a 25-year-old woman, and a group of men were involved in a verbal altercation that escalated. During the encounter, the victim was struck and scratched by the men before the parties separated. A short time later, the suspects returned to the business and attempted to take the victim’s purse while one of the men implied he had a firearm. The victim was able to maintain possession of her purse and separated from the suspects. The suspects left the business prior to police arriving on scene. Officers and a police K-9 searched the area for the suspects who were not located. Minor injuries were reported.

Ashley Kriesten

The Spotsylvania Sheriff’s Office arrested Ashley Kriesten following a cyber tip from the National Center for Missing and Exploited Children (NCMEC) regarding suspected child sexual abuse material. Investigators executed a search warrant at Kriesten’s residence, seizing electronic devices, and charging her with multiple counts of child pornography possession, distribution, and aggravated sexual battery. The investigation is part of the office’s collaboration with the NOVA-DC Internet Crimes Against Children Taskforce.

Spotsylvania County Sheriff:

On November 18, 2024, the Spotsylvania Sheriff’s Office Child Victim Unit members received an online cyber tip from the National Center for Missing and Exploited Children (NCMEC) regarding an online account where images of child sexual abuse were being uploaded, stored, and the potential sharing of these images.  NCMEC works with families, victims, private industry, law enforcement, and the public to assist with preventing child abductions, recovering missing children, and providing services to deter and combat child sexual exploitation.

After conducting an investigation and reviewing the reported items, a search warrant was obtained on the residence of Ashley Kriesten, 9600 block of Leaf Lane, Spotsylvania County. Multiple electric devices were seized during the search warrant.  Ashley Kriesten, was arrested and charged with five counts of 18.2-374.1:1(A) Possession, reproduction, distribution, solicitation, and facilitation of child pornography, five counts of 18.2-374.1:1.(C) Possession, reproduction, distribution, solicitation, and facilitation of child pornography, and two counts of 18.2-67.3(A1) Aggravated Sexual Battery.

The identity and relationship of the juveniles are being withheld for their protection.

From The Stafford County Sheriff’s Department:

An 18-year-old Manassas Park man was arrested after an assault and robbery at gunpoint that took place late last week.

On November 14th at approximately 12:56 a.m. Deputy R.A. Kehoe responded to Shasta Place for a previously occurred robbery. It was advised a male and female were robbed at gunpoint and the male victim had to be taken to the hospital due to his injuries during the incident. Deputy Kehoe would make contact with the victims to discover what occurred.

It was advised the day prior, shortly after 6:30 p.m., both victims made plans to meet with a male they only knew as “Semaij”. “Semaij” would arrive with an unknown male and ask if the victims “had anything.” The unknown male would produce a firearm and rob the female victim of her cash as “Semaij” began searching the male victim. Both victims would attempt to flee the area when the unknown male assaulted the female victim. “Semaij” would also produce a firearm and use it to strike the male victim. Both suspects would then flee the area in a red sedan. The female victim did not sustain any injuries while the male victim was treated for facial injuries.

Detectives in the Major Crimes Unit were assigned the case and were able to identify “Semaij” as Semaj Parham. Detectives, with the assistance of the Manassas Park Police Department, were able to take Parham into custody on November 15th. During a search warrant of his residence, detectives located two firearms.

Parham was charged with robbery, using a firearm in commission of a felony, malicious wounding by mob, aggravated malicious wounding, conspiracy, as well as, assault and battery. He was held at Rappahannock Regional Jail without bond.

Detectives are continuing their efforts to identify the second suspect. The second suspect was described as a light skin male who is approximately six feet tall. The investigation is ongoing.

A 36-year-old man turned himself in on November 14 in connection with a 2023 sexual assault and abduction that occurred in the Woodbridge area. He faces charges of rape and abduction and is being held without bond.

Rape Investigation [Previously Released] – On October 17, 2024, detectives obtained charges in an ongoing investigation regarding a sexual assault that was reported to have occurred at a residence located in the Woodbridge (22191) area of Prince William County in 2023. The investigation revealed the adult female victim was sexually assaulted by an acquaintance, identified as the accused. While investigating the incident, detectives learned the accused had held the victim against her will in an altercation in 2022. The victim eventually reported the incidents prompting the police investigation. Following the investigation, detectives obtained arrest warrants for the accused, identified as Kelvin Johnson ALVARADO-AGUILAR. Attempts to locate the accused have been unsuccessful.

Fredericksburg Police are investigating a pedestrian accident that occurred on Plank Road on November 16, resulting in the death of a 26-year-old man. The driver of the truck involved remained at the scene, and no signs of impairment were found.

Fredericksburg Police are currently investigating a pedestrian accident that took place early [yesterday] morning at 6:20 a.m. on the eastbound lanes of Plank Road.

The victim, Joe Anthony Palacios, a 26-year-old man with no permanent address, was walking eastbound in the travel lane of the 2800 block of Plank Road when he was struck by a truck. He sustained severe injuries and was transported to the nearest hospital for emergency care. Unfortunately, he succumbed to his injuries at 10:43 a.m. [yesterday] morning.

The driver remained at the scene of the incident and cooperated during the preliminary investigation. There were no indicators of impairment and the driver did not sustain any injuries in the crash.

The medical examiner’s office has begun its investigation. The police department’s traffic reconstruction team is also investigating. Further updates will be released at a later date.

The next of kin has been notified, and we extend our deepest condolences to his family during this difficult time.

ASSAULT:
Rappahannock Regional Jail, 1745 Richmond Highway, 4:14 p.m. Deputy S. Waheed was assisting in processing a suspect at the jail for a domestic incident. The suspect, unhappy about the situation he created, made things worse when he kicked off one of his crocs and it struck a jail officer. He was charged with assault and battery of a jail officer and was held without bond.

DISTURBANCE:
Davenport Drive, 11/14, 7:31 p.m. Deputy W.E. Trainor responded to a disturbance. It was discovered a family member got upset over finding out who ate all the Doritos. This would escalate to a verbal argument that deputies intervened in just prior to an assault occurring. The suspect would continue her yelling spree and disregard deputies’ commands. When deputies attempted to detain her, she resisted. She was charged with disorderly conduct and obstruction of justice. She was released by the magistrate on personal recognizance.

DRUGS:
North Stafford High School, 839 Garrisonville Road, 11/14, 9:30 a.m. Deputy A.L. Chaves was conducting his SRO duties when he was informed of drug activity. Instead of packing lunch, a student packed a THC vape. The vape was collected and a criminal complaint for underage possession was submitted.

DUI:
Area of Poplar Road and Truslow Road, 11/14, 9:12 p.m. Deputy S.T. Myers was traveling in the area when he observed a driver who, unfortunately, ran out of gas. Her bad luck continued when Deputy Myers noticed signs of intoxication and Deputy P.J. Leon responded to assist. The driver admitted to consuming “a little bit” of alcohol prior to driving. An open can of sparkling wine was also located within the vehicle. She was charged with driving under the influence and drinking while driving. She was held at Rappahannock Regional Jail until sober.
