Manassas detectives arrested a suspect following a 48-hour investigation into a recent abduction and robbery incident of a girl waiting for a school bus.
Jesus Enrique Ramirez Cabrera, 23, of Manassas, was taken into custody on the evening of September 6 and is being held without bond at the Prince William County Adult Detention Center.
Cabrera is charged with felony abduction, robbery, impersonation of law enforcement, and petit and larceny. A search warrant was also executed at home in the 10000 block of Makelys Way in Manassas.
Police said they do not believe any other suspects are involved, and there is no ongoing threat to the community. Cabrera is locked up at the Prince William County Jail and is scheduled to make his first appearance before a judge on Monday.
On Thursday, Sept. 5, 2024, at 8:39 a.m., Manassas City Police responded to a call from a girl at the intersection of Quarry Road and Zebedee Street in Manassas. She told police a man forced her into a red Jeep SUV while walking to school in the 9400 block of Clover Hill Road in Manassas. The girl was able to escape her adductor and call the police.
The police have not released a mugshot of the suspect.

3 p.m. — From the Stafford Sheriff’s Office:
On September 4th at approximately 11:06 p.m. Communication Officers received numerous calls related to a shooting on Hulls Chapel Road. It was advised a male was shot and the suspect was fleeing the area in a Ford Mustang.
First Sergeant D.W. Fetterolf and Deputy M.N. Sayegh were first to turn onto Hulls Chapel Road and observed a Mustang fleeing the area. They would conduct a high risk stop and detain the driver as additional deputies responded to the residence that the shooting occurred. The seventeen-year-old driver was found to be in possession of a firearm. Deputies X.D. Bates, A.J. Charoenthep and E.T. Osborn arrived at the residence and located a 42-year-old male suffering from a single gunshot wound. They would attempt to perform live-saving measures until Fire and Rescue staff could arrive. Unfortunately, those attempts were unsuccessful and the male was pronounced deceased at 11:25 p.m.The investigation revealed the victim, Jose Cruz Del Cid, of Stafford, was involved in an argument with another family member. During the argument, the suspect got involved and shot Cruz. As a result of the investigation, the suspect was charged with second degree murder and using a firearm in the commission of a felony. He is currently being detained at Juvenile Intake.Thank you to the deputies and Fire and Rescue staff for their efforts to try and save the victim. Our thoughts and prayers are with the family and friends of the victim.
1 p.m. — From the Stafford Sheriff’s office:
A juvenile male has been charged with 2nd degree murder and use of a firearm in the commission of a felony as a result of the investigation. He is being held at the Juvenile Detention Center.
I would also note deputies attempted life-saving measures on the victim, but unfortunately he passed away at the scene.
Original post — Stafford County deputies are investigating a fatal shooting that occurred late Wednesday night, September 4, 2024, in the 100 block of Hulls Chapel Road.
According to the Stafford County Sheriff’s Office, deputies responded to the scene shortly after 11 p.m. and found an adult male victim deceased. A suspect, who is believed to be the shooter, has been detained. The sheriff’s office confirmed the incident was domestic and stated there was no ongoing threat to the public.
Authorities have not named the victim or announced any charges in connection with the case.
This is a developing story. We will provide more information as it becomes available.
The shooting occurred about a mile from the Central Rappahannock Regional Library’s Howell Branch.
A child was treated for severe burns at a local hospital, and now a 36-year-old woman faces charges.

Felony Child Neglect – On August 30, detectives concluded an investigation into a child neglect that was reported to have occurred at the Woodbridge Station Apartments located in the 1300 block of Eisenhower Cl. in Woodbridge (22191) on August 17. The investigation
revealed hot water was spilled onto the victim, a 5-year-old girl, while in the care of her mother, identified as the accused. The child was treated at an area hospital with severe burns. Further investigation revealed the victim was burned in a similar manner previously and appropriate safety precautions had not been taken. A 45-year-old man sleeping inside a van was the victim of sexual assault and was treated at a hospital, police said.
The incident occurred across from a Walmart located near Dumfries.

On August 28, 2024, the Spotsylvania Sheriff's Office charged the Spotswood Elementary Assistant Principal with misdemeanor assault and battery after a 5-year-old student said he was assaulted, according to a police report.

A 29-year-old man was stabbed at Mr. B’s Exxon on Warrenton Road on September 1, and the suspect, J’Lei Bland, 22, was arrested at a nearby home. Bland is charged with attempted murder and malicious wounding and is being held without bond.
The 29-year-old victim was at the Exxon to purchase items from the business. The victim and suspect knew each other, and this was not a random attack, police said.

A suspect is in jail after a stabbing on Warrenton Road.
On September 1st at 9:31 a.m. deputies responded to a stabbing at Mr. B’s Exxon in the 300 block of Warrenton Road. Deputy J.E. Cordes arrived on scene to find an adult male victim suffering from several life-threatening stab wounds.
As Deputy Cordes put a tourniquet on one arm, Deputy C.D. Sullivan arrived and placed a tourniquet on the victim’s other arm as the victim was losing a significant amount of blood. Rescue arrived and transported the victim to the hospital for treatment.
The suspect was identified as J’Lei Bland, 22, of Stafford and deputies learned he was at a home on Anvil Road. The SWAT and Drone Teams were activated as deputies established a perimeter around the residence. The suspect was subsequently called from the home and was arrested without incident.
Bland was charged with attempted murder and malicious wounding. He was held at the Rappahannock Regional Jail without bond.
We are praying for a speedy and complete recovery for the victim. Excellent work by the deputies to provide life-saving measures at the scene. This is an ongoing investigation.

Christian Whalen, 19, was fatally shot while attempting to break up a fight at a gathering on Spotswood Furnace Road in Spotsylvania; 18-year-old Kenneth Watson has been charged with homicide and is being held without bond.

On September 01, 2024 at approximately 1AM, deputies responded to the 14600 block of Spotswood Furnace Road for a reported shooting. It was reported that a large group had gathered, trespassing on property owned by Spotsylvania County when a fight broke out. The victim, 19-year-old Christian Whalen, attempted to break the fight up when he was shot in the lower extremity. Deputies immediately began to render life-saving measures. A deputy on scene loaded him into his cruiser and transported him to a rescue squad. Christian was transported to a local hospital where he succumbed to his injuries.
Detectives responded and began interviewing numerous witnesses still on the scene. During the initial interviews, it was determined that 18-year-old Kenneth Watson of Caroline had fired a weapon, striking Christian as he was attempting to break up the fight.
Kenneth Watson was charged with homicide and use of a firearm in the commission of a felony. He is being held without bond at the Rappahannock Regional Jail. At the time of this release, a booking photo was not available.
This is still an active investigation and many more interviews need to be conducted. Detectives are relying on witnesses who may have been at the party that left before law enforcement’s arrival. Anyone with information is asked to contact the Spotsylvania Sheriff’s Office.

Fredericksburg Police has posted several recent arrests on their Facebook page. Below are a few recent incidents.
Attempted Aggravated Malicious Wounding
The Fredericksburg Police Department has taken Anthony L. Pittman, Jr. of Stafford into custody. Pittman was wanted on charges of Attempted Aggravated Malicious Wounding, Reckless Driving with the Intent to Injure, Destruction of Property, and Protective Order.
On August 29, at 5:15 p.m., the Fredericksburg Police E-911 Center received a report of a male subject who attempted to run over a female in the 400 block of Riverside Drive. The driver hit a milepost marker on the Heritage Trail preventing him from running over the female. The male then left the area in a U-Haul pick-up truck. Officers and a Detective responded to the scene and conducted interviews and collected evidence. They were able to identify the suspect and issue a wanted notice.

Possession of Drugs, Firearms, and Ammunition
On August 22, 2024, Officer Hibbitts provided backup for a traffic stop along Fall Hill Avenue. During the assist, Officer Hibbitts noted a vehicle pass the traffic stop, and the driver failed to move over or slow down for the emergency vehicles. Officer Hibbitts stopped the vehicle on Roffman Road and Officer Murphy and K9 Raider arrived to assist. K9 Raider indicated the presence of drug odor coming from the car. A search of the vehicle yielded digital scales, drug packaging materials, fentanyl pills, and a loaded firearm.
Bryan Frye, 57, of Fredericksburg, was arrested and charged with possession with intent to distribute a schedule I/II drug, possession of a firearm while possessing a schedule I/II drug, possession of a firearm as a convicted felon, possession of ammunition as a convicted felon, and failure to move over for emergency vehicles. Frye was transported to the Rappahannock Regional Jail on a $3,000 bond.

Possession of Drugs, Ammunition, and False Identity
On August 21, 2024, Officer Velasco provided backup for atraffic stop in the 1800 block of Emancipation Highway. During the assist, Officer Velasco noted a vehicle passing the traffic stop, and the driver failed to move over or slow down for the emergency vehicles.
Officer Velasco stopped the second vehicle and Officer Hibbitts arrived on scene to assist. While speaking with the occupants, officers noted drug items in plain view. While Officer Velasco searched the vehicle’s driver, Officer Hibbitts attempted to identify the female passenger who repeatedly provided a false name and date of birth.
After speaking with the driver, Officer Velasco quickly realized that he had dealt with the passenger on a previous call and was able to determine her true identity. The passenger was wanted through Stafford County for failure to appear on a drug charge. A search of the vehicle yielded illegal narcotics and ammunition.
The driver, Kyle Hill, 26, of Spotsylvania, was arrested and charged with possession of a schedule I/II drug, possession of ammunition by a felon, no driver’s license, and failing to move over for an emergency vehicle.
The passenger, Skylar McFadden, 25, of Spotsylvania, was arrested and charged with identity theft and false ID to avoid arrest. McFadden and Hill were turned over to the Rappahannock Regional Jail on $2,000 bonds.

All 50 states have “Move Over” laws, which require motorists to slow down or move over when they encounter vehicles with flashing lights, including hazard lights and first responder lights. Virginia adopted the law in 2002.
