On the night of September 29, police were called to the 13500 block of Langtree Lane in Woodbridge to address an attempted carjacking. The incident occurred between a 30-year-old woman and an acquaintance, during which a verbal altercation escalated. The suspect tried to forcibly take the woman’s keys, leading to a brief physical struggle before they separated. The suspect was arrested the following day without any injuries being reported from the incident. He is now facing charges of attempted carjacking and is being held without bond.

The dogs had bitten two people and attacked another man despite police commands. An officer discharged their firearm, grazing one of the dogs, which then fled with the other dog. Both were later contained at Hillwood Camping Park, where they and their owner were found. Animal Control took custody of the dogs pending further investigation. Minor injuries were reported in the incidents.

Gainesville (20155) to investigate the report of two loose dogs in the area. The investigation revealed the
dogs, described as German Shepherds, had bitten two separate people. Officers located the two dogs which
ignored commands and attacked another man before charging at the officers. One of the officers discharged
their firearm, grazing one of the dogs. Both dogs then ran off before being contained. Later that day, the
dogs and their owner were located in the Hillwood Camping Park. Animal Control Officers responded to the
scene and took possession of the dogs pending further investigation into the initial bites. Minor injuries were
reported.

Authorities seized 2,857 grams of Fentanyl, two handguns, a rifle, and over $26,000 in cash during searches at private residences.

The Blue Ridge Narcotics and Gang Task Force has concluded a three-month investigation with the arrest of a Woodbridge, VA resident. Through the course of the investigation, officers learned of a multi-jurisdictional operation throughout Culpeper and Prince William counties.
On Thursday (Sept. 26) and Sunday (Sept. 29), officers executed search warrants at private residences in Culpeper and Prince William. As a result of the operation, 2857 grams (approximately 25,000 pills) of Fentanyl were seized along with two handguns, a rifle, and $26,363 in U.S. currency. One of the handguns was reported stolen out of the City of Manassas.
Skinner, S. L.
Task Force Officers arrested Stewart L. Skinner III, 33, and charged him with maintaining a fortified drug house, possession with intent to distribute schedule I/II controlled substance, possession of a controlled substance while in possession of a firearm, possession of a stolen firearm, and possession of an automatic firearm. Skinner was also wanted out of Prince William County. He was transported to the Prince William County Adult Detention Center, where he is being held without bond.

On September 25, deputies were called to O’Reilly Auto Parts at 38 Bojangles Way following reports of fraud suspects in the store. Employees, aware of the suspects from previous incidents involving bounced checks, alerted law enforcement upon their arrival. First Sergeant J.D. Floirendo spotted the suspects’ vehicle entering I-95 North and followed them to a Sheetz station at 15 Wyche Road, where a high-risk traffic stop was executed. Both suspects were detained without incident.

On September 25th at approximately 10:28 a.m. deputies responded to O’Reilly Auto Parts, located at 38 Bojangles Way, for fraud suspects in the business. Staff advised a male and female were known to pay for items using a check; however, by the time the check would bounce the suspects were long gone. Due to employees from multiple stores sharing information with each other, when the suspects arrived on this day, staff was well aware of their recent transgressions and contacted law enforcement.
Staff provided a description of the suspect vehicle which First Sergeant J.D. Floirendo located getting onto I-95 Northbound. He would follow the vehicle to the Sheetz, located at 15 Wyche Road, where a high-risk traffic stop was conducted. Both suspects were detained without incident.
Willson
The male suspect provided a false identification, but with the help of Detective A Sanchez, was identified as Raymond Willson, 36, of Maryland. Willson was wanted through Stafford County for forgery, uttering, and obtaining money by false pretenses due to a previous bad check report. The female was identified as Jessie Mainville, 20, of Florida. First Sergeant Floirendo was able to connect Mainville to a recent credit card fraud where the victim lost $2,000.
Willison was served on his outstanding warrants, as well as, additionally charged with providing false identification to law enforcement and identity theft. Mainville was charged with grand larceny, credit card forgery, and identity theft with intent to defraud. Both were held at Rappahannock Regional Jail without bond. This is an ongoing investigation and additional charges regarding the bad checks are pending.

On September 26, officers investigated an abduction in Gainesville involving a 22-year-old woman who was forced into a vehicle by a friend and then inappropriately touched. The suspect was arrested and charged with abduction, sexual assault, and assault and battery.

Abduction | Sexual Assault – On September 26 at 10:30PM, officers responded to investigate an abduction that was reported to have occurred in the 12100 block of Sierra Sunset Ln. in Gainesville (20155) at approximately 11:00PM on September 25. The investigation revealed the victim, a 22-year-old woman, was approached by an acquaintance, identified as the accused. When the victim refused to go with the accused, he grabbed her arm and forced her into his vehicle. The accused then drove to a parking lot on Gateway Promenade Pl. where he inappropriately touched the victim. The victim reported minor injuries at the time of the incident. Following the investigation, the accused, identified as Marlon Danilo Neftaly MO-CHOC, was arrested.

Meanwhile, Prince William County detectives completed an investigation into a sexual assault near the Manassas area involving an underage victim. The accused was arrested and charged with aggravated sexual assault.

Sexual Assault Investigation – On September 20, detectives concluded an investigation into a sexual assault that was reported to have occurred [near] the Manassas (20109) area of Prince William County between January 2023 and February 2024. The investigation revealed the victim, who was under the age of 10 at the time of the incident, was inappropriately touched by the accused, who was known to the victim. Following the investigation, the accused, identified as James Eugene EDWARDS, was arrested.

From smashing a railing to ending up behind one. A group of teenagers were found attempting to flee from an auto accident, according to police.

On September 26th at approximately 2:57 a.m. Deputy T.G. Croson responded to Smith Lake Park, located at 360 Doc Stone Road, for an auto accident. It was advised a vehicle drove into the gate for the park and struck a sign as it was attempting to flee. When Deputy Croson arrived, he located the creamed fence and three individuals. Immediately after noticing Deputy Croson’s presence, the three took off into the woods.
Deputy Croson would stay with the crash site as he broadcasted the suspects’ descriptions to nearby deputies, who were establishing a perimeter. At the crash site, Deputy Croson would locate an empty beer bottle and partially full bottle of Hennessy. Considering Stafford deputies don’t give up easily, First Sergeant N. Zotos would locate the trifecta on Cliff Circle and detain them. Two of the suspects were 18 years old while the other was a juvenile who was reported as missing out of another jurisdiction.
The 18-year-old male suspect was identified as the driver. He had signs of intoxication, no driver’s license, and admitted to running “for the fun of it.” His so-called “fun” would end when he was charged with driving under the influence, hit and run, driving without a license, and contributing to the delinquency of a minor. He was held at Rappahannock Regional Jail on a $5,000 secured bond. The 18-year-old female suspect was also discovered to be intoxicated. She was charged with public intoxication, failure to report a crash, and contributing to the delinquency of a minor. She was held at Rappahannock Regional Jail until sober. Deputy J.W. Ahern would return the missing juvenile back to her residence.
Updated 4 p.m. —Â A former Spotsylvania County school bus aid is charged with sexually abusing a child on a school bus, police said. The former employee’s August 5, 2024, and the termination date was September 26, 2024, said Spotsylvania County Public Schools spokeswoman Renee Daniels.
Authorities said the man lives in Fredericksburg.

The Spotsylvania Sheriff’s Office “Child Victim Unit” arrested Miguel Velasquez Velasco (22) of Fredericksburg on the evening of September 26, 2024.
Detectives were notified by school authorities after suspicion of inappropriate touching of a student had occurred on a school bus. Detectives with the “Child Victim Unit” and school administration immediately started an investigation and obtained substantial evidence that Mr. Velasquez Velasco assaulted three separate children on the school bus on the day of September 26th.
The victims ages range from 4 to 5 years of age who are students with disabilities. Miguel was arrested and charged with (8) counts of aggravated sexual battery of a child, (2) counts of indecent liberties of a child while in a custodial role, and (1) count of attempted sodomy of a child. He was incarcerated in the Rappahannock Regional Jail under NO bond.
Mr. Velasquez Velasco’s immigration status is that of a current lawful permanent resident and has no known criminal record. This case is still under investigation by Detectives. No further information will be released at this time.
On September 26, officers investigated a bomb threat at Brixx Wood Fired Pizza, prompted by a phone call from a Woodbridge man, police said. The restaurant was evacuated, police didn’t find a bomb, and the caller was charged with making a threat to bomb.

Bomb Threat– On September 26 at 9:41PM, officers responded to Brixx Wood Fired Pizza located at 14900 Potomac Town Pl. in Woodbridge (22191) to investigate a bomb threat. The investigation revealed a man, later identified as the accused, made a bomb threat towards the restaurant via a phone call. The restaurant was evacuated, and the police were contacted. Officers identified the accused and determined there was no active threat to the restaurant. Following the investigation, the accused, identified as Elton Charles WILLIAMS, was arrested.
