On October 11, 2024, David Rodriguez, 40, of Manassas, was arrested at a Sheetz gas station in Fredericksburg after officers responded to reports of erratic behavior and an attempt to set items on fire. Upon officers’ arrival, Rodriguez grabbed a gas pump nozzle while holding a lighter but was swiftly restrained. He was charged with arson, vandalism, trespassing, shoplifting, obstruction of justice, and property damage.

On October 11, 2024, at 1:58 a.m., our E-911 Communications Center received a call from Sheetz management regarding a male, David Rodriguez, who had been trespassed from the property the previous day. He was observed displaying erratic behavior and attempting to set items on fire in the parking lot.

Upon the arrival of Officers Taylor and Berry, they were unable to locate Rodriguez. According to the manager, Rodriguez had ignited a candy bar in the parking lot near her vehicle. Another bystander reported witnessing Rodriguez acting strangely before leaving the area. While Officer Taylor spoke with the bystander, she noticed a Hispanic male matching Rodriguez’s description walking toward the gas station. Officers Berry and Taylor promptly called out to Rodriguez and began to approach him. At this point, Rodriguez ran towards the gas pumps and grabbed a nozzle while holding a lighter in his other hand.

Officers Berry and Taylor quickly grabbed Rodriguez’s arms, which caused him to drop the pump. Rodriguez ignored officer commands, resisted arrest, and attempted escape. However, he was ultimately detained without further incident.

Amandeep Singh, 49, has been charged with the murders of Joshua Lee Davis, 45, and Nicole Wanda Lynn Davis, 45, in a double homicide that occurred at a home on Hanson Grove Court near Manassas. The couple, who rented the basement of the residence, were found dead from gunshot wounds on October 13.

Authorities were alerted by New Jersey police after Singh was detained following a separate domestic incident with family members. Singh is facing multiple charges, including murder, abduction, and firearm violations, and remains in custody pending extradition from New Jersey. Detectives continue to investigate the case.

Double Murder Investigation *ARREST | VICTIMS IDENTIFIED – On October 15, detectives charged a suspect in connection to the killings of a man and woman that was reported to have occurred at a residence located in the 8900 block of Hanson Grove Ct in Manassas (20109) on October 13. The investigation revealed Prince William County police received information from New Jersey authorities that a man, later identified as the accused, was detained in their jurisdiction following an incident at a family member’s home in that area. During their investigation, information was obtained prompting possible concern for residents at the home on Hanson Grove Ct in Prince William County.

Officers arrived at the residence and found a door to the home unsecured. During a safety check of the residence, the two victims were located deceased in the basement from gunshot wounds. The two deceased were reportedly married and renting the basement living area of the home. The additional family members known to reside with the accused at the home were located and found to be safe. While investigating the incident, detectives learned of a domestic altercation that occurred on October 12 between the accused and two of the family members, a 50-year-old woman and a 53-year-old woman. During that previous altercation, the accused was armed with a handgun, holding both women against their will inside a bedroom of the residence.

At one point, the accused discharged the firearm near both family members. Neither family member was struck by the round. Additionally, the accused struck one of the family members while holding the firearm before placing his hands around the neck of the other family member. The parties eventually separated, and the other family members left the home. The initial domestic incident was not immediately reported to police. At some point following the domestic encounter, the accused shot and killed the two victims in the basement before leaving the home and driving to New Jersey in an attempt to locate his family.

While in New Jersey, the accused encountered other uninvolved family members prompting police in that area to be notified, and the accused to be detained. Although, the two deceased victims were known to the other family residing on the upper level of the residence, including the accused, currently, there is no known connection or involvement of the two deceased in the incidents preceding the fatal shootings.

Following the investigation, detectives obtained arrest warrants for the accused, identified as Amandeep SINGH, who remains in custody in Burlington County, New Jersey pending extradition. Detectives are continuing to investigate all incidents involving the accused and to determine what led up to the fatal shooting of the two victims. Detectives are seeking to speak with anyone who has information to aid in the investigation.

Prince William police responded to a domestic incident at Rolling Brook Apartments in Lake Ridge early Friday morning, October 11, 2024.

Few details have been released by police, but a tipster informed Potomac Local that officers were seen using a tactical vehicle at the apartment complex around 1 a.m. The nature of the incident remains unclear.

Two executives at a contractor for the U.S. Air Force (USAF) pled guilty to theft of government property after diverting over $12 million from an Air Force contract to pay for unrelated personal and business expenses.

According to court documents, Thomas D. Burns, 74, of Gainesville, and Daniel B. Tolley, 63, of Purcellville, founded SP Global, Inc. (SPG) in 2012. Burns served, at various times, as Chief Executive Officer, Chairman of the Board, and President. Tolley served, at various times, as Chief Technology Officer, President, and a member of the Board of Directors. In 2016, SPG incorporated SPG Institute, Inc. (SPGI).

On Dec. 20, 2017, the United States Air Force (USAF) issued a Request for Information to initiate a collaborative research consortium for developing autonomy technologies, the Autonomy Research Collaboration Network (ARCNet). SPGI bid on and was ultimately awarded the project for over $196 million.

There have been several malicious wounding cases in Prince William. The most recent being on October 7, where a 39-year-old man was charged with malicious wounding and domestic assault after allegedly choking and slapping a 31-year-old woman during a dispute and pushing a 17-year-old girl, causing her to hit a railing.

Before, on October 6, two men were charged following a road rage incident in Woodbridge where one driver allegedly slashed the other with a pocketknife, causing a minor laceration, while a passenger brandished a firearm during the confrontation.

During the encounter, a passenger in one of the vehicles brandished a firearm from his waistband, while one of the drivers pulled out a small pocketknife and slashed towards the other driver, causing a minor laceration to his arm. No other injuries were reported. Following the investigation, one of the drivers, identified as Harry O’Conner CHESTER, and the passenger in the other vehicle, identified as Samuel BERRUM VALENCIA, were arrested.

Another day before that, on October 5, a 28-year-old woman was charged with malicious wounding after allegedly using scissors and a screwdriver to assault a 41-year-old man during a domestic dispute at an apartment in Dale City, resulting in minor injuries.

Additionally on October 5, a 28-year-old man was charged with malicious wounding after allegedly striking a 23-year-old during a verbal altercation in Woodbridge, causing the victim to lose consciousness and require medical treatment.

Malicious Wounding – On October 5 at 7:52AM, officers responded to investigate an assault that was reported to have occurred in the 2000 block of Daniel Stuart Sq in Woodbridge (22191) earlier that morning between 2:00AM and 3:00AM. The investigation revealed the victim, 23-year-old man, and an acquaintance, identified as the accused, were involved in a verbal altercation that escalated. During the encounter, the accused repeatedly struck the victim in the face causing him to fall to the ground and lose consciousness. The victim was treated at an area hospital for non-life threatening injuries. No other injuries were reported. The accused was located at his home and detained without incident. Following the investigation, the accused, identified as George Kwamina OGOE, was arrested.

A man was sentenced to 70 years in prison, with 10 years suspended, for the May 2022 murders of two individuals in Woodbridge. A jury found him guilty of first-degree murder, conspiracy to commit murder, and gang participation involving a juvenile. The case stems from May 2022, when two people were found shot to death at Woodbridge Station Apartments after a resident noticed a bullet hole in his ceiling and reported it to the police. Officers discovered bullet fragments in the apartment below the victims’ residence, leading them to the tragic scene upstairs.

Prince William County Commonwealth’s Attorney Amy Ashworth announces the sentencing of Anthony Perkins, 27,  arising from the May 2022 murders of two Woodbridge men. On October 3, 2024, Mr. Perkins was sentenced by Judge Angela Horan of the Prince William County Circuit Court to 70 years in prison with 10 years suspended resulting in an active sentence of 60 years in prison to serve and a period of indefinite probation upon his release.

On June 14, 2024, a Prince William County jury found Mr. Perkins guilty of two counts of first-degree murder, conspiracy to commit murder, and gang participation involving a juvenile; on June 17, 2024, the same Prince William County jury recommended a sentence of 70 years in prison. The case was prosecuted by Chief Deputy Commonwealth’s Attorney Kristina Robinson and Deputy Commonwealth’s Attorney Donald Goodman.

DUI:
Wawa, 860 Richmond Highway, 10/3, 1:46 a.m. First Sergeant D.W. Fetterolf was enjoying a meal when he observed the driver of a Camry begin to vomit. Now with a ruined appetite, First Sergeant Fetterolf made contact with the driver. The driver had signs of intoxication and Deputy C.D. Quebedeaux responded to assist. After conducting field sobriety tests, the driver was taken into custody. The driver advised his mother would be “discontent” to learn he was driving under
the influence. He was charged with driving under the influence and held at Rappahannock
Regional Jail until sober.

Target, 25 South Gateway Drive, 10/3, 7:05 p.m. Deputy R.L. Hubbard responded to a disturbance. The caller advised the driver of a “boxy” vehicle was screaming “he worships the devil!” While Satan was not located in the parking lot, Deputy Hubbard located the boxy vehicle and made contact with the driver. She had signs of intoxication, so field sobriety tests were conducted. Shortly after, the driver was detained and charged with driving under the influence. She was held at Rappahannock Regional Jail until sober.

FRAUD:
Ford T. Humphrey Public Safety Building, 1225 Courthouse Road, 10/3, 10:36 a.m. Deputy C.M. Ramirez responded to the lobby for a fraud report. The victim advised a check was garnished due to loans made in his name. This shocked the victim considering he did not apply for the loans.

LARCENY
Ford T. Humphrey Public Safety Building, 1225 Courthouse Road, 10/3, 9:55 a.m. Deputy C.M. Ramirez responded to the lobby for a larceny report. The victim advised while shopping yesterday at Publix, located at 1640 Public Way, her wallet and phone went missing. She would later discover fraudulent transactions on her credit cards.

TRESPASS:
Woodstock Lane, 10/3, 6:05 p.m. Deputy K.F. Bierfeldt and Deputy R. Tully responded to a trespassing. The owner of a residence advised someone unlawfully entered the property. Deputies searched the residence and located a male, who advised he was there to destress from his homelife. The suspect further thought it was okay for him to be at the residence because he occasionally cleans up as a form of “pay back.” The suspect was sent on his way to his actual home with
summonses for trespassing and unlawful entry.

On October 4, 2024, a male suspect entered a bank in Cosner’s Corner and handed the teller a note demanding money. During the attempt, the suspect displayed a knife but left without any cash. Deputies quickly arrived to search for the suspect, who was spotted and apprehended by a fire marshal in the area. The suspect was later charged with entering a bank armed with the intent to commit larceny.

On October 04, 2024 at 1pm, a male suspect entered the Atlantic Union Bank in the 10100 block of Patriot Hwy in Cosner[‘s] Corner and provided the bank teller a note demanding money.  The suspect displayed a knife during the robbery attempt, but left on foot without obtaining any money.  Deputies quickly arrived and scoured the area looking for the suspect.  Just south of the bank, Fire Marshall J. Strang who was in the area spotted the suspect and assisted deputies with taking him into custody.

Detectives arrested and charged the suspect who was identified as Xavier Roberts, 43 years of age from Spotsylvania with entering a bank armed with the intent to commit larceny.  He was incarcerated in the Rappahannock Regional Jail under no bond.

From the Stafford County Sheriff’s Department:

Two Stafford men received felonies after conspiring to rob a co-worker at gunpoint.

On September 23rd at approximately 9:13 p.m. Deputy W.E. Trainor responded to Genesis Logistics, located at 705 Bradburn Place, for a robbery. The victim advised he was just robbed at gunpoint for two pairs of shoes, valued at over $2,000.

Deputy Trainor made contact with the victim to determine what transpired. The victim advised he agreed to meet with a coworker to sell him the shoes. This co-worker, known only as “Turbo,” made contact with the victim, changed his mind on buying the shoes, and instead set up a meeting for someone else to purchase them. Suspect two would make contact with the victim, brandish a firearm, and demand the shoes. Luckily, the victim was able to record part of the robbery which would be helpful in the investigation.

Deputy Trainor was able to identify “Turbo” as Raquan Jones, 23. Deputy X.D. Bates was able to locate Jones in an Uber on Onville Road and conducted a traffic stop. Jones was found to be in possession of two firearms, one of which had no serial number, and one of the stolen pairs of shoes. He was arrested as detectives within the Violent Crimes Unit took over the investigation.

Detective N.D. Ridings spearheaded the investigation and with the help of his fellow detectives, Detective D.V. Torrice, Detective J.T. Lynch, and Detective B.A. Boyle, identified Isaiah Watts, 24, as a person of interest. Using the footage the victim took of the robbery, detectives were able to confirm the robbery suspect and Watts were one in the same. On September 30th Watts was taken into custody.

Jones was charged with possession of stolen goods and the removal of a serial number from a firearm. He was held at Rappahannock Regional Jail on a $5,000 secured bond; however, as the investigation continued, he was additionally charged with conspiracy to commit grand larceny and conspiracy to commit robbery. He was then held without bond. Watts was charged with robbery, conspiracy to use a firearm in commission of a robbery, grand larceny, conspiracy to commit grand larceny, use of a firearm in commission of a felony. Watts was also held without bond.

Outstanding work by not only patrol deputies for their quick response and apprehension of the first suspect, but also to our detectives for their thorough investigation to apprehend the second suspect.
