“Sexual Assault Investigation â On November 22, detectives concluded an investigation into a sexual assault that was reported to have occurred in the Gainesville area of Prince William County between July 2021 and June 2023. The investigation revealed the victim, who was under the age of 18 during the time of the offenses, began a relationship with the accused after meeting on a social media app in July 2021. During that timeframe, the accused provided the victim with marijuana before he sexually assaulted her on more than one occasion. Following the investigation, the accused, identified as Justin GARCIA, was arrested. Arrested on November 22: Justin GARCIA, 23, of 2352 Basin View Lane in Woodbridge. “Sexual Assault Investigation â On November 18, detectives concluded an investigation into a sexual assault that was reported to have occurred at the Melrose Apartments located in the 18100 block of Purvis Drive in Triangle on May 13. The investigation revealed the victim, an adult female, was attending a gathering at the above apartment with an acquaintance, identified as the accused. At one point during the gathering, the victim became incapacitated before being sexually assaulted by the accused. Additionally, the accused was found to have video recorded the encounter without the victimâs permission. On November 18, following the investigation, detectives obtained arrest warrants for the accused, identified as Douglas ESCOBAR SOTO, who turned himself in to police without incident. Prince William Police Department:Â “Attempted Armed Robbery | Malicious Wounding â On November 21, officers concluded an investigation into an attempted robbery that was reported to have occurred in the 8800 block of Screech Owl Court in Gainesville on November 10 at around 12:30 a.m.”
“The investigation revealed the victim, identified as a 17-year-old male juvenile, was approached by a male acquaintance, identified as the accused. During the encounter, the accused brandished a firearm and demanded the victimâs property. The accused then fled towards a waiting vehicle being driven by a separate male juvenile acquaintance. The victim reported the incident to a 21-year-old family member, who then began to walk towards the vehicle which was parked nearby.”
“As the suspects began driving out of the area, multiple rounds were fired from the vehicle, grazing the 21-year-old male victim. The suspects fled the area, and the victims eventually contacted the police. Minor injuries were reported, and no property was reported missing. While investigating the incident, officers determined the firearm used was a BB gun and officers identified both suspects as 15-year-old male juveniles. On November 21, following the investigation, both 15-year-old male juveniles, were arrested.”

Prince William Times: “Residential developer Stanley Martin is seeking the Prince William Board of County Supervisorsâ approval to rezone 270 elevated acres near the intersection of Devlin and Linton Hall roads to allow for the new data center complex. The land is currently zoned for 516 new homes.”
“The project is one of two major data center rezonings the supervisors have scheduled for votes during the boardâs âlame duckâ session before the end of the year. A public hearing and possible vote on the Devlin Technology Park is set for Tuesday, Nov. 28. The board will take up the much larger nearly 1,800-acre Digital Gateway rezonings on Tuesday, Dec. 12.”

Prince William Police Department:Â “Shooting Investigation *SUSPECT IDENTIFIED â On October 26, detectives identified the suspect sought in connection to the shooting that was reported to have occurred outside of a residence located in the 14500 block of Earlham Court in Woodbridge on October 16. While investigating the incident, detectives identified the suspect as Michael Carlos DUNCAN, and following the investigation, obtained warrants for his arrest. Attempts to locate the accused have been unsuccessful. Wanted: [No Photo Available] Michael Carlos DUNCAN, 43, of the 14700 block of Candlewood Court in Woodbridge. Described as a black male, approximately 5â6, 200lbs., with black hair and brown eyes. Wanted for abduction, use of a firearm in commission of a felony, possession of a firearm by a convicted felon, and aggravated malicious wounding.”
“Shooting Investigation [Previously Released] â On October 16 at 7:13 p.m., officers responded to a residence located in the 14500 block of Earlham Court in Woodbridge to investigate a shooting. The investigation revealed the victim, a 39-year-old man, was speaking to the occupants of a white Kia Soul in front of the residence, when an altercation ensued. During the encounter, a male passenger in the vehicle fired a handgun towards the victim, striking him once in the lower body. The victim retreated to the home and fired his own weapon multiple towards the vehicle. The female driver of the vehicle was known to the victim from a previous relationship. The victim was treated at an area hospital for his non-life threatening injury. No other injuries or property damage were reported. This incident was not random. Detectives are actively following-up on leads regarding the identity of the shooter. The investigation continues.”
“Armed Robbery â On October 26 at 10:00 a.m., officers responded to the 3800 block of Appaloosa Drive in Woodbridge to investigate a robbery. The investigation revealed the victim, a 28-year-old woman, made arrangements to meet a former acquaintance in the above location. During the encounter the suspect entered the victimâs vehicle where he wrapped his arm around her neck, before producing a firearm and demanding the victimâs money. The suspect then got out of the vehicle and fled the area on foot. A police K-
9 and Fairfax County police helicopter searched the area for the suspect who was not located. The victim reported minor injuries. The investigation remains active as officers attempt to identify the suspect. Suspect Description: A black male, approximately 5â6, with a medium build, and black hair. Last seen wearing a black ski mask, a green puffy-style jacket, and black jeans.”
“Aggravated Assault â On October 26 at 7:12 p.m., officers responded to investigate an assault that was reported to have occurred in the 1200 block of Easy Street in Woodbridge earlier that evening. The investigation revealed while walking near the foot bridge in the above area, the victim, a 35-year-old man, was approached and struck from behind by an unknown man. During the encounter, the victim was knocked to the ground where the suspect continued to strike the victim. Eventually, the suspect fled on foot and the victim left the area to contact emergency services. The victim was transported to an area hospital, where police were contacted, and he was treated for non-life-threatening injuries. No property was reported missing. The suspect was described as a black male approximately forty years old and bald.”
“Indecent Exposure â On October 27 at 12:00 p.m., officers responded to the At Home store located at 2851 Dale Boulevard in Woodbridge to investigate an indecent exposure. The investigation revealed the victim, a 42-year-old woman, observed an unknown man exposing himself while in the same shopping aisle inside the store. The victim walked towards the front of the store and contacted the police. The suspect fled the store and left the parking lot in a late model 4-door sedan. At no point during the encounter did the victim have any verbal or physical contact with the suspect. The suspect was described as a tall black male with shoulder-length dreadlocks wearing a hat, a white shirt, and black pants.”
“Burglary to a Place of Worship â On October 26 at 7:22 p.m., officers responded to Mount Pleasant Baptist Church located at 15008 Lee Highway in Gainesville to investigate a burglary. The investigation revealed sometime between 1:00 p.m. on October 21 and 6:15 p.m. on October 26. Entry was made into the building through a window that was found damaged. No property was reported missing at the time of the report.”
“Assault & Battery on a Law Enforcement Officer [LEO] â On October 26 at 9:18 p.m., officers responded to the 5500 block of Davis Ford Road in Woodbridge to investigate a fight. When officers arrived at the location, they observed people outside. However, no physical altercation was occurring. While investigating the incident, officers observed one of the men, later identified as the accused, fall off of a seat while in a nearby woodline. Officers determined he was intoxicated and took him into custody without incident. No injuries were initially reported by the accused. While processing the accused at the Adult Detention Center, he reported injuries from the fall. Fire and rescue personnel arrived and while assisting the accused into the ambulance, he pushed an officer against the interior of the ambulance. The accused was re-secured and transported to an area hospital where he received treatment for a minor injury. No additional injuries were reported. Following the investigation and his release from the hospital, the accused, identified as Luis Daniel CANTU MEDINA, was arrested. Prince William Police Department: “Strangulation | Domestic Related â On August 25 at 2:46 a.m., officers responded to investigate a domestic that was reported to have occurred at the Coverstone 4 Apartments located in the 7600 block of Cass Place in Manassas (20109) on August 24 at approximately 3:00 a.m. The investigation revealed the victim, a 19-year-old woman, and an acquaintance, identified as the accused, were involved in a verbal altercation that escalated. During the encounter, the accused pushed the victim before separating. A second verbal argument later that day occurred when the accused grabbed the victim by the neck and lifted her onto the stovetop before pulling her down to the ground. The following morning the accused forcibly prevented the victim from leaving the residence before pushing her to the floor. When the victim attempted to contact the police, the accused took her phone. The victim was eventually able to leave the apartment and walked to a nearby business where police were contacted. The victim reported minor injuries. “Aggravated Assault â On August 26 at 12:21 a.m., officers on a concert detail at Jiffy Lube Live located at 7800 Cellar Door Drive in Bristow (20136) were alerted to a fight in the ‘C’ parking lot area. The investigation revealed the victim, a 30-year-old man, was involved in a verbal altercation with a man, after bumping into his female acquaintance. During the encounter, the man struck the victim causing both parties to fall to the ground where the suspect continued to assault the victim. The parties eventually separated, and the suspect walked away with the woman. The victim was transported to an area hospital with non-life threatening injuries. The suspect could only be described as a Hispanic male.”
“Attempted Strong-Arm Robbery â On August 29 at 5:45 p.m., officers began an investigation into a robbery that was reported to have occurred in the 18100 block of Kilmer Lane in Triangle (22172) on the evening of August 25. The investigation revealed the victim, a 36-year-old man, was walking near the parking lot of the above area when he was approached by an unknown man. During the encounter, a second unknown man approached the victim from behind and struck him before wrapping his arm around the victimâs neck. The initial suspect then went through the victimâs pockets before both suspects fled on foot. The victim left the area and eventually encountered police to report the incident. Minor injuries were reported, and no property was taken. Suspect Descriptions: A black male, approximately 5â5, with a skinny build, and black hair in a ponytail on top of his head. “Commercial Burglary â On August 26 at 7:58 a.m., officers responded to the Spin Cycle Laundry located at 13921 Occoquan Road in Woodbridge (22191) to investigate a burglary. Video surveillance revealed at approximately 12:15 a.m., an unknown individual entered the business through the ceiling area. Once inside the business, the suspect used a power tool and a pry-bar tool in an attempt to gain entry into the ATM. The suspect then went into the managerâs office and broke open a safe. The suspect exited out an emergency exit with a shopping cart filled with laundry detergent, an undisclosed amount of money and lottery tickets. While checking the business, no signs of forced entry into the business were found. A hole was found in the bathroom ceiling of the business. The suspect was described as a white male wearing all dark-colored clothing and white Crocs.”
“Maiming resulting from Driving under the Influence â On August 29, crash investigators obtained additional charges for a driver involved in a collision that occurred in the area of Prince William Pkwy. and Hoadly Road in Woodbridge (22192) at 11:15 p.m. on June 28. The investigation revealed the driver of a 2010 Mazda 3 was traveling eastbound on Prince William Parkway. when they observed a 2013 Volkswagen Jetta traveling towards them in the opposite direction. The driver of the Mazda was unable to avoid the Jetta before the vehicles collided head-on. The Jetta was redirected into the median where it came to rest and the Mazda came to rest in the eastbound lanes of travel. The driver and a passenger
in the Jetta, and a passenger in the Mazda were transported to an area hospital with serious, non-life
threatening injuries. The driver of the Mazda, identified as the accused, was uninjured and initially charged
with driving under the influence at the time of crash. On August 29, additional charges were obtained and

“Malicious Wounding â On August 29 at 11:24 p.m., officers began an investigation into a stabbing that was reported to have occurred at the 7-Eleven located at 14400 Gideon Drive in Woodbridge (22192) earlier that evening. The investigation revealed the victim, a 50year-old man, and an acquaintance, identified as the accused were involved in a verbal altercation that escalated. During the encounter, the accused stabbed the victim before the parties separated. The victim left the area and went to hospital where his injuries were determined to be non-life threatening. While investigating the incident, officers located
and detained the accused near the business without incident. The accused was also found in possession of
