I-95 Northbound and Southbound
Exit 98 (Doswell) to Exit 150 (Triangle)
Tuesday – Wednesday, Noon – 5 p.m. Stay alert for a mobile operation on I-95 northbound and southbound in the Fredericksburg area, between mile markers 98 (Route 30/Doswell) and 150 (Triangle). VDOT and contractor equipment will be practicing interstate plowing maneuvers and routes. On Tuesday, equipment will be present south of exit 126 (Spotsylvania), and between exits 126 and 150 on Wednesday. Crews will begin southbound, and then proceed northbound to avoid traveling southbound during the evening peak travel times.

Starting at 10 p.m. tonight, December 8, I-95 northbound will be reduced to one lane near exit 133 (Route 17) to exit 136 (Centreport Parkway) in Stafford County.
Between midnight and 3 a.m., December 9, crews will stop all I-95 northbound traffic up to 30 minutes at a time to maneuver large construction equipment within the work zone.
Crews were able to install eight bridge beams this week for the future flyover ramp north of exit 133.
The 10-mile extension of the Express Lanes is under construction just south of exit 143 (Route 610) to exit 133. When the extended Express Lanes open to traffic in late 2023, travelers will be able to access the express lanes at exit 148 (Quantico), exit 140 (Courthouse Road)Â and exit 133.
More than 155,000 customers took the lanes, with nearly one in four traveling for free at least once with an E-ZPass Flex set to HOV mode.
Today's announcement comes on the heels of 10th Anniversary of the opening of the Lanes in November. In commemoration, Transurban released the annual State of the Lanes polling research that provides insights on how customers continue to value the expanded travel choices of the Lanes as well as a report detailing the significant impact the 495, 95 and 395 Express Lanes have had in transforming the region.

On the newly-opened 22.5-miles of 66 Express Lanes, located outside the Beltway from Route 29 in Gainesville to I-495 (Capital Beltway), vehicles must have three or more occupants, and an E-ZPass Flex switched to the “HOV On” mode, to travel the lanes toll free. The 66 Express Lanes Outside the Beltway and HOV-3+ rule is in effect 24 hours a day, seven days a week.
On the existing nine miles of 66 Express Lanes, located inside the Beltway from I-495 to the D.C. line, vehicles must also have three or more occupants, and an E-ZPass Flex switched to the “HOV On” mode, to travel the lanes toll free. The 66 Express Lanes inside the Beltway and HOV-3+ rule is in effect on weekdays only during peak periods in peak commute directions.
The HOV-3+ requirement on I-66 Express Lanes is consistent with HOV requirements on the other express lanes in Northern Virginia, and supports a regional policy and goal to increase the occupancy requirements on HOV lanes in the region to HOV-3 in order to reduce the number of vehicle miles traveled and comply with the federal Clean Air Act Amendment of 1990. The change also will help VDOT to achieve its goal of moving more people through the I-66 corridor.
The change from HOV-2+ to HOV-3+ also will take effect on the stretch of I-66 west of the express lanes between Haymarket and Gainesville where there will continue to be a traditional HOV lane that operates during peak travel periods.

Starting early tomorrow morning, Dec. 2, the temporary traffic signals that will direct traffic entering and exiting Interstate 95 northbound at the exit 133 (Route 17) interchange in Stafford County will go into full color operation.
Right now, the temporary traffic signals, located east of the interchange, are in flash mode.
Once the traffic signals go into full color operation tomorrow, all I-95 northbound traffic exiting to Route 17 northbound and southbound at exit 133 will use a single exit ramp.
Exiting traffic with a destination for Route 17 Business (Warrenton Road) toward Falmouth will use a right turn lane on the exit ramp.
Exiting traffic traveling to Route 17 northbound will have dual left turn lanes on the ramp.
To enter I-95 northbound from Route 17 southbound, motorists will enter dual left turn lanes controlled by the new traffic signals.

Drivers are urged to remain alert and expect brief delays with the new traffic pattern.
Signal timing will be coordinated with signals at adjacent intersections and along the Route 17 corridor to maximize traffic flow. Traffic conditions will be monitored closely after the signals activation, and signal timing will be adjusted as needed to reduce delays on Route 17 and along the I-95 northbound ramps.
The temporary traffic signals will direct traffic at the I-95 northbound on- and off-ramps through spring 2024 as part of the I-95 Northbound Rappahannock River Crossing Project.
The I-95 Northbound Rappahannock River Crossing project is rebuilding the remaining Route 17 overpass in need of replacement at the exit 133 interchange.
On Dec. 2, as the traffic signals are placed in full color operation, crews will close the single lane bridge over Route 17 that carries I-95 northbound ramp traffic, and the loop ramps from Route 17 southbound to I-95 northbound, and from I-95 northbound to Route 17 northbound.
The westbound direction of this same 13-mile section of express lanes opened on Saturday, November 19. Drivers should use caution when traveling on I-66, as traffic becomes acclimated to the new express lanes and ramps.
Now, the entire 22.5-mile 66 Express Lanes corridor from Route 29 in Gainesville to I-495 will be open with tolling and HOV-2+ rules in effect.
The HOV requirement for toll-free travel will change to HOV-3+ beginning Monday, December 5, when vehicles must have three or more occupants to travel the express lanes without paying a toll. This change from HOV-2+ to HOV-3+ will apply across the entire I-66 corridor including the 66 Express Lanes located outside the Beltway, as well as the nine miles of 66 Express Lanes located inside the Beltway between I-495 and Route 29 in Rosslyn, which operate on weekdays during peak periods in peak commute directions. This HOV-3+ requirement is consistent with HOV requirements on the other express lanes in Northern Virginia. Eligible high occupancy vehicles can use the 66 Express Lanes toll-free but must have an E-ZPass Flex set to the “HOV On” mode.
The new 66 Express Lanes provide direct connections at significant interchanges along the I-66 corridor, including Route 28, Route 50, Route 123 (Chain Bridge Road), and I-495. Ramps at Monument Drive and Stringfellow Road will now be express lanes-only ramps. Additionally, the 66 Express Lanes bring new, first-time connections to and from the west at Monument Drive and Vaden Drive (near the Vienna-Fairfax/GMU Metrorail Station).

Drivers on Interstate 66 headed west, between the Capital Beltway and Route 28 in Centreville, will be able to use new E-ZPass Express Lanes.
VDOT and I-66 Express Mobility Partners announced that the westbound direction of the new toll lane span is scheduled to open on or about Saturday, Nov. 19. The eastbound direction of this same 13-mile section of express lanes is expected to open by the end of November.
All work is weather-dependent, and inclement conditions could affect the final opening schedule.

VDOT says it will activate new temporary traffic signals at Interstate 95 and Route 17 near Fredericksburg later than expected.
The signals will now be activated in a flash on Tuesday, November 29, 2022, and will go into full-color operation on Thursday, December 1. Earlier this week, VDOT said drivers would see the lights flashing as early as next week.
The temporary traffic signals that will direct traffic entering and exiting Interstate 95 northbound at the exit 133 (Route 17) interchange in Stafford County will be activated next week.
The temporary traffic signals will direct traffic at the I-95 northbound on- and off-ramps through spring 2024 as part of the I-95 Northbound Rappahannock River Crossing Project.

Continued reconstruction and paving of the permanent ramp from I-66 West to Route 28 South will require closure of the ramp during daytime hours today, Saturday, November 5; Wednesday, November 9; and Thursday, November 10.
The ramp will also be closed for an extended overnight period on Sunday, November 6, beginning at 8 p.m. until noon the following day. This work is part of the Transform 66 Outside the Beltway Project.
Today, the ramp will be closed from 6 a.m. to 6 p.m.; from 8 p.m. Sunday until noon the following day; and from 6 a.m. to noon on Wednesday and Thursday.
Traffic will be detoured farther west to the exit to Route 29 (Lee Highway) Centreville, stay to the left and turn left at the traffic signal onto Route 29 North, then follow signs to Route 28 South.
Drivers should expect delays if traveling in this area and consider using alternate routes. All work is weather dependent and will be rescheduled if inclement conditions occur.
The Route 28/I-66 Interchange is being rebuilt as part of the Transform 66 project to improve traffic flow on I-66 and Route 28, and provide access to and from the future E-ZPass Express Lanes.
The Transform 66 Outside the Beltway Project provides 22 and a half miles of new E-ZPass Express Lanes (two lanes in each direction alongside three general-purpose lanes), with dedicated Express Lanes access ramps and median space reserved for future transit.
In addition, the project will provide approximately 4,000 park and ride spaces, new and expanded commuter bus service on the Fairfax County Connector and Omniride buses, safety and operational improvements at key interchanges, auxiliary lanes between interchanges, and bicycle and pedestrian paths and connections.
The westernmost section of the new 66 Express Lanes opened to traffic ahead of schedule in September. When the remaining portion of the 66 Express Lanes opens later this year, vehicles will need to have three or more occupants to qualify as an HOV and travel the Express Lanes for free.
This change from HOV-2+ to HOV-3+ will apply across the entire I-66 corridor between Route 15 in Haymarket and Washington, D.C. – including 66 Express Lanes located inside and outside the Beltway.
