There have been several malicious wounding cases in Prince William. The most recent being on October 7, where a 39-year-old man was charged with malicious wounding and domestic assault after allegedly choking and slapping a 31-year-old woman during a dispute and pushing a 17-year-old girl, causing her to hit a railing.

Following the investigation, the accused, identified as Rameshwar PANDAY, was arrested.

Before, on October 6, two men were charged following a road rage incident in Woodbridge where one driver allegedly slashed the other with a pocketknife, causing a minor laceration, while a passenger brandished a firearm during the confrontation.

Malicious Wounding | Brandishing a Firearm (Road-Rage) – On October 6 at 8:40AM, officers responded to the area of Vinyard Way and Occoquan Rd in Woodbridge (22191) to investigate a road rage incident. The investigation revealed both drivers were involved in a verbal altercation that escalated. During the encounter, a passenger in one of the vehicles brandished a firearm from his waistband, while one of the drivers pulled out a small pocketknife and slashed towards the other driver, causing a minor laceration to his arm. No other injuries were reported. Following the investigation, one of the drivers, identified as Harry O’Conner CHESTER, and the passenger in the other vehicle, identified as Samuel BERRUM VALENCIA, were arrested.

Another day before that, on October 5, a 28-year-old woman was charged with malicious wounding after allegedly using scissors and a screwdriver to assault a 41-year-old man during a domestic dispute at an apartment in Dale City, resulting in minor injuries.

The investigation revealed the victim, 41-year-old man, and an acquaintance, identified as the accused, were involved in a verbal altercation that escalated. During the encounter, the accused used scissors and a screwdriver to assault the victim. Minor injuries were reported. Following the investigation, the accused, identified as Ajua Kristina CLARK, was arrested.

Additionally on October 5, a 28-year-old man was charged with malicious wounding after allegedly striking a 23-year-old during a verbal altercation in Woodbridge, causing the victim to lose consciousness and require medical treatment.

Malicious Wounding – On October 5 at 7:52AM, officers responded to investigate an assault that was reported to have occurred in the 2000 block of Daniel Stuart Sq in Woodbridge (22191) earlier that morning between 2:00AM and 3:00AM. The investigation revealed the victim, 23-year-old man, and an acquaintance, identified as the accused, were involved in a verbal altercation that escalated. During the encounter, the accused repeatedly struck the victim in the face causing him to fall to the ground and lose consciousness. The victim was treated at an area hospital for non-life threatening injuries. No other injuries were reported. The accused was located at his home and detained without incident. Following the investigation, the accused, identified as George Kwamina OGOE, was arrested.

The Potomac and Rappahannock Transportation Commission (PRTC) has announced a sustained increase in ridership through August 2024, reflecting a growing reliance on public transit amid various operational challenges, including service reductions and fare adjustments.

In August 2024, PRTC experienced an average daily ridership of 2,753 passengers, a 22% increase compared to last year. This rise comes despite significant service cuts implemented at the end of July and a $2 fare increase at the start of the month. Even a tropical storm at the beginning of August failed to significantly deter passengers, underscoring the essential role of PRTC in the daily lives of many in the region, said OmniRide CEO Dr. Robert A. “Bob” Schneider.

Throughout the summer months of June, July, and August, PRTC has seen a 15% year-over-year increase in ridership. Specifically, in June, the ridership figures stood at 161,071 total passengers, up from 146,952 in June of the previous year. This growth was supported by a consistent service performance across various routes, with notable increases reported particularly on the busiest lines, said Schneider.

The ‘Express’ services, which connect commuters from outlying areas to major employment centers, accounted for a substantial portion of the ridership, with 76,733 passengers in June 2024 alone, up from 65,933 in June 2023. Schnieder adds that this service segment is committed to facilitating efficient and reliable connections for daily commuters.

The ‘Local’ routes, catering to more localized travel, especially in eastern Prince William County, maintained robust figures with 59,201 riders in June 2024, only slightly up from 58,628 in the previous year.

Dale City Teen Missing

 

The Prince William County Police Department is seeking help in locating missing juvenile Phoenix Marsalis Lewis, who left his home on Pearson Dr. on September 25, 2024. He is known to frequent the Sable Ct. and Portal Ct. areas of Dale City, and anyone with information is urged to contact local authorities.

MISSING ENDANGERED JUVENILE:

The Prince William County Police Department is asking for the public’s help in locating a missing and endangered juvenile, Phoenix Marsalis LEWIS. The investigation revealed Phoenix left his home on Pearson Dr. in the [Dale City] area of Prince William County and was reported missing on September 25. During the ongoing investigation, detectives received additional information which has prompted Phoenix to now be considered endangered. He is known to frequent the Sable Ct. and Portal Ct. areas of Woodbridge. Anyone with information regarding the whereabouts of this juvenile is asked to contact Prince William County police at 703-792-6500 or your local police department.

Phoenix Marsalis LEWIS is described as a black male, 17 years of age, 5’9”, and 140lbs, with black hair, brown eyes. He was last seen wearing a dark-colored Puffer-style coat, dark-colored pants, and carrying a blue duffle bag.

A Prince William County police officer, James Thomas Clinton, was arrested on September 26 after investigations revealed he had inappropriate contact with an adult woman on two separate occasions while on duty, police said.

According to Prince William County Police, who reported the incident, the first incident occurred on June 4 at Potomac Mills mall, where he handcuffed the woman during a conversation without a lawful reason, police said. The second incident took place on September 22 at Turley Park in Dale City, where he forcibly detained the woman during a verbal altercation, made threats, and physically assaulted her.

The victim reported these incidents on September 23, leading to Clinton’s suspension and subsequent arrest. Clinton, whose been on the force for six years, faces charges including two counts of abduction, one count of sexual battery, and one count of assault & battery. Chief Peter Newsham condemned the behavior as not representative of the department’s values. Clinton is currently on administrative leave and will appear in court on November 13, 2024.

Abduction | Sexual Battery | Arrest of Department Member – On September 26, investigators with the Prince William County Police Department arrested a department member in an ongoing investigation which began on September 23. The investigation revealed on two separate occasions, the accused, who was a sworn law enforcement officer with the police department at the time, had inappropriate contact while on-duty with an adult woman.

Both parties were known to one another. The first incident occurred on June 4 in a secured area of Potomac Mills where the victim was employed. During the encounter, the two parties were speaking to one another when the victim was forcibly handcuffed by the accused. At no time during the interaction was the victim being detained or otherwise arrested for a criminal violation. After a brief period, the victim was released from the handcuffs, and the two parties separated. The second encounter occurred on September 22 at Turley Park in Dale City where the two parties had previously agreed to meet. During the second incident, the accused forcibly held the victim against her will while the two were involved in a verbal altercation outside of their vehicles. The accused made repeated threats towards the victim. Additionally, the accused inappropriately touched the victim, and repeatedly grabbed around her neck before the parties separated and left the area.

The victim notified police on September 23 about the encounters. Once the allegations were brought to the attention of police, the accused was relieved of his police authority, and both an administrative and criminal investigation into the matters were launched by the Police Department’s Office of Professional Standards and Criminal Investigations Division. At the time of the report, the accused held the rank of police officer with more than 6 years of service. On September 26, following the investigation, the accused, identified as James Thomas CLINTON, was arrested. The accused has been placed on administrative leave while the criminal matter proceeds through court

“This type of behavior is reprehensible and does not represent the values and professionalism of the members of this agency,” said Chief Peter Newsham, Prince William County Police Department. “I commend our Criminal Investigations Division for acting quickly and effectively in bringing charges to ensure that he is held accountable.”

On August 24, officers responded to multiple residential shootings in Woodbridge, where gunfire struck homes on Yawl Court, Lost Colony Drive, and Minnie Court, leading to the arrest of an 18-year-old man, who faces charges including nine counts of attempted aggravated malicious wounding and three counts each of shooting into an occupied dwelling and using a firearm in the commission of a felony, with no reported injuries or additional property damage.

Attempted Aggravated Malicious Wounding – On August 24 at 3:46AM, officers responded to a residence located in the 5100 block of Yawl Ct. in [Woodbridge area(22193)] to investigate a shots fired call which struck the home. A short time later, officers were informed of a second shots fired call in the 6100 block of Lost Colony Dr. involving another residence struck by gunfire. During the investigation, officers identified a suspect known to residents in both homes and who was believed to be involved in both incidents. Officers obtained arrest warrants for the accused and began seeking his whereabouts. Later that evening, officers responded to a third residential shooting in the 5600 block of Minnie Ct. also involving the accused. Officers eventually located the accused in the area of Roundtree Dr. where he was detained without incident. No injuries or additional property damage were reported at any of the incident locations. Multiple shell casings were recovered. Following the investigation, the accused, identified as Caden Sebastian MILLER, was arrested. Detectives also executed a search warrant at the residence of the accused where evidence was recovered.

The event will feature displays, activities, food trucks, and opportunities to meet with recruiters, all aimed at celebrating the county’s diversity and fostering unity.

The products, produced on August 18, 2024, with a sell-by date of August 20, 2024, can be returned to the store for a refund worth double the purchase price.

A Dale City man today to possession with intent to distribute 500 grams or more of cocaine using and carrying a firearm during and in relation to a drug trafficking crime.

According to court documents, on Jan. 18, 2024, the U.S. Marshals Service’s Capital Area Regional Task Force located Sirri Webb, 40, for whom they had an arrest warrant, in an apartment in Lorton. The apartment was rented in the name of another person who did not know Webb was using the apartment, had not given Webb permission to use the apartment, and gave law enforcement consent to enter the apartment. After knocking and announcing their presence several times with no response, law enforcement entered the apartment, defeating a brace securing the door from the inside.

As law enforcement apprehended Webb, officers observed in plain view a scale with white residue, loose baggies, loose ammunition on the floor, a shotgun resting against a wall, various drugs, large quantities of cash, and a collection of size 12 shoes. Officers seized 745 grams of cocaine, 526 grams of cocaine base, 20 Oxycodone pills, 42 grams of N,N-Dimethylpentylon, a .357 caliber handgun, three 9mm handguns, a .40 caliber handgun, a .38 caliber handgun, an AK47, a 12-gauge shotgun, assorted ammunition, a high-capacity drum magazine, a bulletproof vest, a frame device for stabilized shooting, and $7,080.

Webb is scheduled to be sentenced on Nov. 1. He faces a mandatory minimum of 10 years and up to life in prison for the possession with intent to distribute cocaine charge and a mandatory minimum of five years and up to life in prison to be served consecutively with any other term of imprisonment for the firearm charge. Actual sentences for federal crimes are typically less than the maximum penalties. A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

Jessica D. Aber, U.S. Attorney for the Eastern District of Virginia; Shannon Saylor, U.S. Marshal for the Eastern District of Virginia; Kevin Davis, Fairfax County Chief of Police; and Jarod Forget, Special Agent in Charge for the Drug Enforcement Administration’s (DEA) Washington Division, made the announcement after Senior U.S. District Judge Claude M. Hilton accepted the plea.

Assistant U.S. Attorney Ronald L. Walutes Jr. is prosecuting the case.
