Prince William Police Department: “Strangulation | Domestic Related – On August 25 at 2:46 a.m., officers responded to investigate a domestic that was reported to have occurred at the Coverstone 4 Apartments located in the 7600 block of Cass Place in Manassas (20109) on August 24 at approximately 3:00 a.m. The investigation revealed the victim, a 19-year-old woman, and an acquaintance, identified as the accused, were involved in a verbal altercation that escalated. During the encounter, the accused pushed the victim before separating. A second verbal argument later that day occurred when the accused grabbed the victim by the neck and lifted her onto the stovetop before pulling her down to the ground. The following morning the accused forcibly prevented the victim from leaving the residence before pushing her to the floor. When the victim attempted to contact the police, the accused took her phone. The victim was eventually able to leave the apartment and walked to a nearby business where police were contacted. The victim reported minor injuries. Following the investigation, officers obtained warrants for the accused, identified as Jerome COCHURAN-DANIELS Jr. Attempts to locate the accused have been unsuccessful. Described as a black male, approximately 6’3, 180lbs., with black hair, brown eyes, and a tattoo onhis right arm. Wanted for 1 count of strangulation, 1 count of abduction, 3 counts of domestic assault & battery, and 1 count of preventing the summoning of law enforcement.”
“Aggravated Assault – On August 26 at 12:21 a.m., officers on a concert detail at Jiffy Lube Live located at 7800 Cellar Door Drive in Bristow (20136) were alerted to a fight in the ‘C’ parking lot area. The investigation revealed the victim, a 30-year-old man, was involved in a verbal altercation with a man, after bumping into his female acquaintance. During the encounter, the man struck the victim causing both parties to fall to the ground where the suspect continued to assault the victim. The parties eventually separated, and the suspect walked away with the woman. The victim was transported to an area hospital with non-life threatening injuries. The suspect could only be described as a Hispanic male.”
“Attempted Strong-Arm Robbery – On August 29 at 5:45 p.m., officers began an investigation into a robbery that was reported to have occurred in the 18100 block of Kilmer Lane in Triangle (22172) on the evening of August 25. The investigation revealed the victim, a 36-year-old man, was walking near the parking lot of the above area when he was approached by an unknown man. During the encounter, a second unknown man approached the victim from behind and struck him before wrapping his arm around the victim’s neck. The initial suspect then went through the victim’s pockets before both suspects fled on foot. The victim left the area and eventually encountered police to report the incident. Minor injuries were reported, and no property was taken. Suspect Descriptions: A black male, approximately 5’5, with a skinny build, and black hair in a ponytail on top of his head. No known clothing description. A black male, approximately 6’0, bald, with a black beard. No known clothing description.”
“Commercial Burglary – On August 26 at 7:58 a.m., officers responded to the Spin Cycle Laundry located at 13921 Occoquan Road in Woodbridge (22191) to investigate a burglary. Video surveillance revealed at approximately 12:15 a.m., an unknown individual entered the business through the ceiling area. Once inside the business, the suspect used a power tool and a pry-bar tool in an attempt to gain entry into the ATM. The suspect then went into the manager’s office and broke open a safe. The suspect exited out an emergency exit with a shopping cart filled with laundry detergent, an undisclosed amount of money and lottery tickets. While checking the business, no signs of forced entry into the business were found. A hole was found in the bathroom ceiling of the business. The suspect was described as a white male wearing all dark-colored clothing and white Crocs.”
“Maiming resulting from Driving under the Influence – On August 29, crash investigators obtained additional charges for a driver involved in a collision that occurred in the area of Prince William Pkwy. and Hoadly Road in Woodbridge (22192) at 11:15 p.m. on June 28. The investigation revealed the driver of a 2010 Mazda 3 was traveling eastbound on Prince William Parkway. when they observed a 2013 Volkswagen Jetta traveling towards them in the opposite direction. The driver of the Mazda was unable to avoid the Jetta before the vehicles collided head-on. The Jetta was redirected into the median where it came to rest and the Mazda came to rest in the eastbound lanes of travel. The driver and a passenger
in the Jetta, and a passenger in the Mazda were transported to an area hospital with serious, non-life
threatening injuries. The driver of the Mazda, identified as the accused, was uninjured and initially charged
with driving under the influence at the time of crash. On August 29, additional charges were obtained and
served against the accused, identified as Nicolas Santos MORATAYA. Arrested on August 29: [No Photo Available] Nicolas Santos MORATAYA, 22, of 13106 Queensdale Drive in Woodbridge. Charged with 2 counts of maiming while DUI and 1 count of DUI. Court Date: Pending | Bond: Released on Recognizance.”
“Malicious Wounding – On August 29 at 11:24 p.m., officers began an investigation into a stabbing that was reported to have occurred at the 7-Eleven located at 14400 Gideon Drive in Woodbridge (22192) earlier that evening. The investigation revealed the victim, a 50year-old man, and an acquaintance, identified as the accused were involved in a verbal altercation that escalated. During the encounter, the accused stabbed the victim before the parties separated. The victim left the area and went to hospital where his injuries were determined to be non-life threatening. While investigating the incident, officers located
and detained the accused near the business without incident. The accused was also found in possession of
the knife believed to have been used in the stabbing. Following the investigation, the accused, identified as

“Sexual Assault Investigation – On August 29, detectives concluded an investigation into a sexual assault that was reported to have occurred at a residence located in the Manassas (20109) area of Prince Willliam County between July and August 2023. The investigation revealed, the victim, who was under the age of 18 during the above timeframe, was being cared for by the accused when he inappropriately touched her on more than one occasion. The victim recently reported the incident to a family member who contacted the police. On August 29, following the investigation, the accused, identified as Hugo Aquiles LOPEZ FUENTES, was arrested. Arrested on August 29: Hugo Aquiles LOPEZ FUENTES, 49, of 7622 Quail Run Lane in Manassas. Charged with 2 counts of indecent liberties by a custodian, 1 count of aggravated sexual battery, and 1 count of sexual battery. Court Date: Pending | Bond: Held WITHOUT Bond.”
“Sexual Assault Investigation – On August 26 at 10:01 p.m., officers on a concert detail at Jiffy Lube Live located at 7800 Cellar Door Drive in Bristow (20136) were alerted to a sexual assault at a beverage stand in the lawn area. The investigation revealed the victim, a 22- year-old woman, was grabbed and inappropriately touched by an unknown man, later identified as the accused. The victim alerted a nearby acquaintance who intervened, and the accused walked away. While investigating the incident, officers located the accused in the parking lot area where he was detained without incident. No injuries were reported. Following the investigation, the accused, identified as Ryan Michael MINNICK, was arrested. Arrested on August 27: Ryan Michael MINNICK, 28, of 1349 Redman Stone Road in Luray. Armed Robbery [Previously Released] – On July 30 at 3:34 p.m., officers responded to the 3100 block of Chesapeake Drive in Dumfries (22026) to investigate a robbery. The investigation revealed the victim, a 68-year-old man, was contacted by a female acquaintance who arranged to meet the victim in the above area. Shortly after the woman got into the victim’s vehicle, an unknown man entered the vehicle and brandished a firearm towards the victim. Both the male and the female suspect demanded the victim drive them to a nearby bank where he was forced to withdraw money. The victim then drove the suspects back to the above location. No injuries were reported.
“Malicious Wounding | Commercial Burglary *ARREST – On August 9, 2023, detectives charged a suspect in connection to the shooting that was reported to have occurred at the Dunkin Donuts located at 2201 Old Bridge Road in Woodbridge (22192) on October 28, 2022. While investigating the incident, detectives identified one of the suspects involved and obtained warrants for his arrest. The suspect, identified as Louis Kenneth MYERS, was served at a correctional institute in Delaware, where he is incarcerated on unrelated charges. The investigation continues as detectives attempt to identify the second suspect involved in the incident. Arrested on August 10: [No Photo Available] Louis Kenneth MYERS, 26, of Wilmington, DE. Malicious Wounding | Commercial Burglary [Previously Released] – On October 28 at 3:31 a.m., officers responded to the Dunkin Donuts & Baskin Robbins located at 13585 Minnieville Road in Woodbridge (22192) to investigate a burglary. Video surveillance revealed at approximately 3:09 a.m., a grey SUV parked next to the store and then two masked men smashed the drive through window to gain entry into the business. While inside the store, the suspects removed a safe from an office before fleeing in the SUV. While investigating the incident, officers received a call for a shooting that just occurred at the Dunkin Donuts located at 2201 Old Bridge Road Upon arriving at the store, officers located an employee of the business suffering from gunshot wounds to the upper body. Officers provided immediate first aid to the 29-year-old male victim until rescue personnel arrived at the location. The victim was transported to an area hospital where his injuries were determined to be non-life threatening. The investigation into the shooting revealed the victim was working inside the business when two masked men smashed the drive through window and gained entry into the store. While inside the business, the suspects located the victim and held him at gunpoint before attempting to take money from the registers. When the suspects were unsuccessful, they demanded the victim’s property and then fired multiple rounds, striking the victim. The suspects then fled in a grey SUV. While investigating the incidents, detectives with the Violent Crimes Bureau determined the same suspects were involved in both incidents. The investigation continues.
“Armed Robbery – On August 13 at 7:57 p.m., officers responded to the 12100 block of Fort Craig Drive in Woodbridge (22192) to investigate a robbery. The investigation revealed the victims, a 15-year-old male juvenile and a 16-year-old male juvenile, were confronted by three men who threw the 16-year-old victim to the ground and took his property. The men then pushed the 15-year-old victim off his bike before taking his iPhone. A good Samaritan intervened, and the suspects fled the area in a light-colored Nissan. No injuries were reported. Shoes, an iPhone, a vape, and a ski-style mask were reported missing.”
“Brandishing of a Firearm – On August 12 at 11:20 p.m., officers responded to the 2700 block of Neabsco Commons Place in Woodbridge (22191) to investigate a brandishing. The investigation revealed the victim, a 20-year-old man, and an acquaintance were walking in the above area when they observed a physical altercation inside of a vehicle between a man and woman. When the victim attempted to intervene, the male party brandished a firearm and threatened the victim. The victim and the acquaintance walked away and contacted the police. The man and woman left in their vehicle prior to police arriving at the scene and were not identified. No injuries were reported and at no time during the encounter were any shots fired. The suspect was only described as a tall black male with a thin build wearing a green shirt and blue jeans.”
“Brandishing of a Firearm – On August 12 at 6:20 p.m., officers responded to the area of Lee Hwy. and Stonewall Shops Square in Gainesville (20155) to investigate a brandishing. The investigation revealed the victim, a 47-year-old man, was driving on Lee Hwy. earlier that day when he was involved in a road rage incident with the driver of a truck. During the encounter, the other driver brandished a firearm towards the victim and his 14-year-old male juvenile passenger. The parties separated and the victim reported the incident to police later in the day. At no point during the encounter were any shots fired.”
“Residential Burglary – On August 11 at 6:09 p.m., officers responded to a residence located in the 9500 block of Damascus Drive in Manassas (20109) to investigate a burglary. The investigation revealed sometime between August 8 at midnight and August 11 at 5:00 p.m., entry was made into the home through a bathroom window that was found damaged. Jewelry, shoes, and an undisclosed amount of money was reported missing.”
“Strangulation – On August 10 at 12:33 p.m., officers responded to Youth for Tomorrow located at 11835 Hazel Circle Drive in Bristow (20136) to investigate an assault. The investigation revealed the victim, a 15-year- old female resident, was involved in a physical altercation with other juvenile residents inside a classroom on the property. During the encounter, one of the residents involved in the fight, identified as the accused, wrapped her arm around the victim’s neck. Eventually, the staff members were able to separate the parties and contact police. The victim reported minor injuries. Following the investigation, the accused, identified as a 17-year-old female juvenile, was arrested. A second juvenile involved in the altercation was also arrested for assault and battery. The investigation revealed an unknown man, later identified as the accused, walked to the register where he brandished a knife and demanded money. When another employee intervened, the accused fled the store without obtaining any money. While investigating the incident, officers located the accused nearby and detained him without incident. No injuries were reported. Following the investigation, the accused, identified Shane Davis LUCAS, was arrested. Arrested on August 2: Shane David LUCAS, 19, of 12911 Swedes Street in Fairfax. “Reckless Handling of a Firearm – On July 26 at 8:10 p.m., officers responded to a residence located in the 10100 block of Broadsword Drive in Bristow (20136) to investigate a shots fired call. The investigation revealed
four male juveniles were inside the home when a firearm was discharged. Two of the juveniles quickly fled the home. The fired round struck a couch and interior wall. No injuries or additional property damage were reported. While investigating the incident, officers determined two of the juveniles were handling the firearm when a round was fired. The other two juveniles were in the room but were not involved in the incident. On August 2, following the investigation, officers obtained petitions for both suspects, identified as 15-year-old male juveniles. After consultation with Juvenile Court Services, the case resulted in a formal action to be handled through the court process at a later date. Charged on August 2: [Juveniles] Two 15-year-old male juveniles of Bristow. Both charged with reckless handling of a firearm and possession of a firearm by a minor. Once inside the home, the victim was struck several times in the face before fleeing.”
“The victim was transported to an area hospital with non-life threatening injuries. Following the investigation, officers obtained arrest warrants for the accused, identified as Latticia Maria RODRIGUEZ. Attempts to locate the accused were unsuccessful.”

“Assault & Battery on a Law Enforcement Officer [LEO] – On July 18 at 10:44AM, officers stopped a vehicle in the area of the Dumfries Rd and I-95 in Dumfries (22025) for a traffic offense.”
“During the investigation, officers determined the vehicle was not safe to operate on the highway. The driver of the vehicle, identified as the accused, refused to exit the vehicle and follow officer’s commands. When officers attempted to take the accused into custody, he actively resisted and kicked several officers.”
“After a brief struggle, the accused was taken into custody. While processing the accused, he again began to actively resist and spat on multiple officers. As officers attempted to re-secure the accused, he continued to actively resisted and assaulted officers before being re-secured. The officers reported minor injuries.”
“Following the investigation, the accused, identified as Garville Ronardo PYLE, was arrested. Gov. Glenn Youngkin will visit Manassas and Prince William County tomorrow, Tuesday, July 18, 2023.
Manassas Economic Development Department: “The City of Manassas and the Governor of Virginia will host a ribbon-cutting celebration for unmanned aircraft system designer and manufacturer RapidFlight. RapidFlight was located to the City last year and has recently completed extensive renovations to their facility at 9617 Center Street, where the company will create 119 new high-wage jobs over the next several years.”
Manassas Mayor Michelle Davis-Younger, Virginia Secretary of Commerce and Trade Caren Merrick, and RapidFlight executives will join Youngkin on Tuesday, July 18th at 12:30 p.m., at 9617 Center Street, Manassas.
From there, Youngkin will head to Piney Branch Elementary School in Bristow.
Gov. Youngkin’s office: “On Tuesday, Governor Glenn Youngkin will host a Parents Matter conversation to discuss the administration’s ongoing work to empower parents and keep children safe…2:00 PM, Piney Branch Elementary School, 8301 Linton Hall Road, Bristow.”
Politically, both events will take place in the 30th Senate District, which Republicans hope to win in deep blue Northern Virginia. The district has no incumbent and includes Manassas and western Prince William County, Haymarket, and Gainesville areas.
Delegate Danica Roem (D) is running for the seat. Bill Woolf (R) is also running for the seat. Today, Woolf challenged Roem to three debates during the General Election season.
The Virginia Supreme Court created Senate District 30 during the state’s decennial redistricting process in 2021.
Prince William County fire and rescue crews were called to a townhouse fire at 3:27 p.m., Sunday, June 11, 2023.
Prince William County fire marshal: “Units were dispatched to the 12000 block of Malvern Way in Bristow for a resident reporting a townhouse on fire across the street. Crews arrived with heavy smoke and fire showing from the rear of the address.
“Due to the extent of the conditions and volume of fire, a second alarm was requested. A total of three (3) townhouses were significantly damaged. No injuries were reported.”
“A total of 4 townhouses were significantly damaged. Estimated to be a total of 7 adults and 7 children displaced. The Red Cross is on the scene assisting those who require additional assistance.”
“The Fire Marshal’s Office has determined the fire originated from a propane grill fire.”
Updated -- There are two major developments in two land-use cases in Prince William County today, both involving Stanley Martin Homes.
First: Stanley Martin Homes want to defer the rezoning request for the Devlin Road Technology Park -- the 270-acre plot near Gainesville where the home developer says it wants to build 135 homes next to Chris Yung Elementary School and multiple data centers on the remaining land.

Virginia Attorney General Jason Miyares was at Youth for Tomorrow, at 11835 Hazel Circle Drive in Bristow, today to call attention to human trafficking.
It's a crime happening in plain sight, and many think it's not happening right here in their communities. It's a monstrous crime," Miyares told PLN in a phone interview after the event.
