Death Investigation – On August 7 at 9:56PM, officers responded to a residence located in the 1900 block of Fort Monroe Cr in Dumfries (22026) to investigate a death. When officers arrived at the home, two individuals, a 33-year-old man and a 30-year-old woman, were located inside the residence suffering from gunshot wounds. Both parties were known to one another and pronounced dead on scene. At this time, the incident appears isolated to the residence and there is no active threat to the community. The identities of the deceased will be released pending next-of-kin notification. More information will be released when available. Anyone who may have information that can aid in the investigation is asked to contact the police. The investigation continues.
Original post 11:58 p.m. — A shooting occurred in the 1900 block of Fort Monroe Court in Dumfries, resulting in the deaths of two people in Williamstown. Police were called to the scene at 9:56 p.m. Upon arrival, authorities pronounced the victims dead.
Initial reports indicate the incident involved a man and a woman. Police have confirmed there is no threat to the public. Area residents should expect a continued police presence while the investigation is ongoing.

A powerful line of thunderstorms swept through Northern Virginia on August 3, 2024, causing significant power outages across Prince William and Stafford counties. The severe weather left many residents in the dark as utility companies scrambled to restore service.
Northern Virginia Electric Cooperative (NOVEC) Outages
NOVEC reported the highest number of outages in the region, with Prince William County experiencing three major incidents affecting a total of 60 customers. The specific outages are as follows:

Dominion Energy Outages
Dominion Energy reported 132 customers without power in Stafford County. The affected areas are working towards restoration as crews address the damage caused by the storms.
Both NOVEC and Dominion Energy are actively working to restore power to the affected areas. Crews are on-site assessing damage and performing necessary repairs. The cause of the outages remains under investigation, and both utility companies have provided estimated restoration times for affected customers.

The Prince William County Police Department is investigating an officer-involved shooting that occurred on July 31 in Lake Ridge, resulting in the death of a 22-year-old man after officers responded to a report of a suicidal individual, and the incident is now under review by the regional Critical Incident Response Team.

Officer-Involved Shooting Investigation – On July 31 at 8:21PM, officers initially responded to a residence located in the 3400 block of Caledonia Cir in [Lake Ridge] (22192) for a report of a suicidal individual. A short time later, officers located the individual at an acquaintance’s residence in the nearby 3000 block of Bromley Ct. where he was found to be armed. The incident was contained, and over the course of the evening, officers attempted numerous times for the individual’s safe surrender. This morning, August 1, around 5:30 a.m., officers engaged the individual who was shot and killed. No officers or other community members were injured during the incident which remains contained. There is no active threat to the surrounding community. The deceased has been preliminarily identified as a 22-year-old man of Woodbridge. The Prince William County Police Department, at the request of Chief Peter Newsham, has requested the regional Critical Incident Response Team (CIRT) to oversee the investigation as an independent body. More information will be released when available. The investigation continues.

At approximately 9:00 p.m. yesterday , a CSX train derailed several rail cars near Cobblestone Dr. in Fredricksburg, VA. A garage structure adjacent to the rail line was impacted by the incident. No hazardous materials were involved and there were no reports of injuries. CSX appreciates the swift response of the Fredricksburg City first responders. The safety of response personnel and the surrounding community is our top priority as we work to recover the derailed cars and work to completely restore the area. The cause of the incident is under investigation.Updated 8 a.m. Sunday: A freight train derailed and collided with buildings at the Cobblestone Square apartment complex near the city's train station. On July 20, 2024, at approximately 8:50 p.m., the Fredericksburg Police Department's E-911 Center received a call about a train derailment. Police officers and the fire department arrived at the scene, located at Cobblestone Square, at 8:54 p.m. They found that a CSX Freight Train had derailed and collided with the garage buildings on the property. The property is separated from the train tracks by a large wall located behind the garage buildings. Five cars of the CSX Freight Train had derailed and crashed into the large wall, causing it to collapse into four garages. Thankfully, there were no injuries since the train had no passengers on board. The Fire Department conducted a preliminary search of the area and found no injuries, only property damage. Although hazardous materials were found on the train car, they were secure and were not part of the derailed cars. At the time of this release, the Fire Department, Police Department, and building officials were still at the scene. CSX will be taking over the investigation.Amtrak, which also uses the line, tells us there is no disruption in service.

Updated 1:20 p.m. — UVA Health says its medical centers in our region are affected by the global CrowdStrike computer outage. The firm operates hospitals in Manassas, Haymarket, and Culpeper.

UVA Health is being impacted by a worldwide system outage affecting computers that run on Microsoft Windows. As a result, UVA Health is operating on a modified schedule Friday, July 19. Some ambulatory clinics will be closed today. Patients and team members can find the latest schedule updates at uvahealth.com/status.
Sentara Northern Virginia Medical Center in Woodbridge and its ancillary regional offices usually operate.
We are closely monitoring the IT outage linked to the cybersecurity company CrowdStrike.
Sentara does not utilize CrowdStrike so our IT systems are not directly impacted.
However, we are currently in the process of evaluating the impact on third-party providers and partner organizations who do work with this vendor.
Normal operations remain in process at Sentara hospitals and facilities.
Meanwhile, flights were grounded across the country due to the outage, affecting Windows operating system computers.
Mary Washington Healthcare, which operates hospitals in Stafford County and Fredericksburg, is not affected.
There has been no word yet from Spotsylvania Regional Medical Center.
Meanwhile, the computer outage has not affected local government operations in our region.
Representatives from governments in Prince William and Stafford counties and Manassas and law enforcement agencies in the counties tell us it’s business as usual.
Virignia Gov. Glenn Youngkin issued this statement:
Amidst the global tech outages, overnight we have conducted an initial assessment to determine impacts across government agencies and departments for functionality,” said Governor Glenn Youngkin. “Critical health and safety systems, including 911 call systems and transportation infrastructure, are operational. However, airlines continue to experience significant disruptions. The assessment determined that government administrative functions are experiencing disruptions, and we are coordinating with local, regional and federal authorities and private sector critical infrastructure partners in order to reestablish normal operations. As a result of the administrative disturbances, Virginians may experience delays and we ask everyone to remain patient as we work to remedy and reestablish the high standards that Virginians deserve.

Police found the body of an 18-year-old girl lying in a street near Manassas on Thursday, July 18, 2024.
They believe she was shot on the scene and left for dead.

Homicide Investigation – On July 18 at 8:23PM, officers responded to the area of Pineview Rd and Cregger Ln in Manassas (20111) to investigate a shooting. Officers arrived on the scene and located an 18-year-old woman in a nearby wooded area suffering from gunshot wounds to the upper body. The woman was pronounced dead on the scene. No other injuries or property damage were reported, and no suspects have been located at this time. Detectives are actively investigating the incident to determine what led up to the shooting and are seeking to speak with anyone who can aid in the investigation. Preliminarily, the incident does not appear to be random. More information will be released when available. The investigation continues.

Updated 1 p.m. Friday, July 19 — A Spotsylvania man faces multiple charges after being found passed out in a car with controlled substances in South Stafford. Despite attempts to flee and resist arrest, deputies subdued him with OC spray. They took him to the hospital for evaluation before taking him into custody at the Rappahannock Regional Jail.
A Spotsylvania man collected a plethora of charges during an incident in South Stafford yesterday afternoon. On July 18th at 3:14 p.m. Deputy D.S. Jett and Deputy C.S. Harding responded to Argyle Heights subdivision for an unknown medical emergency. A resident had contacted the Sheriff’s Office to report a stranger passed out in a black Chevy Impala completely blocking the ingress and egress to her residence. The deputies observed the 46-year-old male passed out behind the wheel with suspected controlled substances next to him.
The man was startled as he awoke to find the deputies at the side of his car. He was instructed to exit the vehicle, but declined the invitation and remained nonplussed. The drugged driver was informed it was not a request and he needed to exit the car. Instead of getting out, the belligerent motorist started the car, put it in gear and sped down the driveway to the home. This proved to be fruitless, as the home was surrounded by large trees preventing any avenue of escape. The suspect had no known association to the home.
Deputies maneuvered their patrol cars behind the ornery operator and continued to give commands to surrender. However, after the brief pursuit the antagonistic automobilist had returned to a slumbering state.
Deputies breached the windows of the vehicle and tactically extracted the suspect from the vehicle. The suspect became increasingly hostile upon being awoken and continued to thrash about as deputies applied handcuffs. Due to the continued struggle, the suspect received a dose of OC spray, which did little to calm his hostility. After an intense struggle, the suspect was placed in a patrol car, but returned to a lethargic state. Due to the concern of an overdose, the suspect was transferred to medics and was transported by ambulance to the hospital for evaluation.
The suspect was identified as Russell McFadden II. McFadden was charged with DUI second offense in 5 to 10 years, possession of a controlled substance, two counts of assault on law enforcement, obstruction, driving revoked, eluding, fleeing from law enforcement, driving revoked and expired registration. He was turned over to the custody of the Rappahannock Regional Jail without bond. A mugshot is not currently available.
