Rappahannock Regional Jail, 1745 Richmond Highway, 4:14 p.m. Deputy S. Waheed was assisting in processing a suspect at the jail for a domestic incident. The suspect, unhappy about the situation he created, made things worse when he kicked off one of his crocs and it struck a jail officer. He was charged with assault and battery of a jail officer and was held without bond.DISTURBANCE:
Davenport Drive, 11/14, 7:31 p.m. Deputy W.E. Trainor responded to a disturbance. It was discovered a family member got upset over finding out who ate all the Doritos. This would escalate to a verbal argument that deputies intervened in just prior to an assault occurring. The suspect would continue her yelling spree and disregard deputies’ commands. When deputies attempted to detain her, she resisted. She was charged with disorderly conduct and obstruction of justice. She was released by the magistrate on personal recognizance.DRUGS:
North Stafford High School, 839 Garrisonville Road, 11/14, 9:30 a.m. Deputy A.L. Chaves was conducting his SRO duties when he was informed of drug activity. Instead of packing lunch, a student packed a THC vape. The vape was collected and a criminal complaint for underage possession was submitted.DUI:
Area of Poplar Road and Truslow Road, 11/14, 9:12 p.m. Deputy S.T. Myers was traveling in the area when he observed a driver who, unfortunately, ran out of gas. Her bad luck continued when Deputy Myers noticed signs of intoxication and Deputy P.J. Leon responded to assist. The driver admitted to consuming “a little bit” of alcohol prior to driving. An open can of sparkling wine was also located within the vehicle. She was charged with driving under the influence and drinking while driving. She was held at Rappahannock Regional Jail until sober.

ASSAULT:
Amazon, 220 Centreport Parkway, 11/13, 5:30 p.m. Deputy R.L. Hubbard responded to an assault. It was discovered there was a road rage incident between a Chevy and Nissan traveling on Centreport Parkway. The road rage escalated into an auto accident when the occupants of the Chevy involved assaulted the Nissan driver. Both occupants were charged with assault and battery, assault by mob, and disorderly conduct. Both were released by the magistrate on personal recognizance.Cavalier Skating Center, 1920 Richmond Highway, 11/13, 7:42 p.m. Deputy R.T. Philippsen responded to an assault. The suspect misplaced his AirPods and blamed the victim for stealing them. The suspect forcibly searched the victim before assaulting him. The suspect was charged with assault and battery. He was held at Rappahannock Regional Jail on a $1,500 secured bond.
FRAUD:
Ford T. Humphrey Public Safety Building, 1225 Courthouse Road, 11/13, 2:44 p.m. Deputy C.M. Ramirez responded to a fraud report. The victim advised she attempted to purchase furniture through Facebook and paid upfront. The victim still has yet to receive her furniture.Ford T. Humphrey Public Safety Building, 1225 Courthouse Road, 11/13, 5:36 p.m. Deputy K.F. Bierfeldt responded to a fraud report. The victim advised he was contacted by someone posing as a US Marshal. The fake Marshal advised his bank accounts were connected with money laundering and in order to “verify his assets,” the victim would need to place all his money into Bitcoin.
INDECENT EXPOSURE:
Green Tree Road, 11/13, 12:11 a.m. Deputy J.W. Ahern responded to an indecent exposure report. The victim advised a male was peeping in her window. When she went outside to walk her dog, she saw everything the male wasn’t wearing. Deputy Ahern identified the naked nuisance and he was charged with peeping and indecent exposure. He was held at Rappahannock Regional Jail on a $3,000 secured bond.LARCENY:
Paradise Court, 11/13, 3:24 p.m. Deputy E.T. Osborn responded to a larceny. The victim’s beautiful vehicle, a 2015 Dodge Charger, was stolen. The investigation is ongoing.Harmony at Falls Run, 60 Brimley Drive, 11/13, 11:44 p.m. Deputy R.A. Kehoe responded to a larceny. The victim exited the establishment to discover his Nissan Murano was no longer there. The investigation is ongoing.

Fleetwood Drive (Route 611) between Parkgate Drive (Route 653) and Aden Road (Route 646) will be closed to through traffic Monday, Nov. 18; Tuesday, Nov. 19; Wednesday, Nov. 20 and Thursday, Nov. 21 from 9 a.m. to 2 p.m. each day for drainage pipe replacement, according to the Virginia Department of Transportation.
Those needing to reach properties along Fleetwood Drive will have access; however, drivers will not be able to go beyond the point of pipe replacement (located on the Fleetwood Drive side of the intersection at Parkgate Drive) in either direction.
Through traffic will be detoured via Parkgate Drive, Brookfield Road (Route 654) and Aden Road back to Fleetwood Drive. Drivers are asked to follow posted detour signs.

The Stafford County Sheriff’s Office is hosting a Coffee with a Cop event on Wednesday, November 20, from 9 a.m. to 11 a.m. at Black Rifle Coffee Company at 591 Warrenton Road.
This isn’t your usual formal meeting. It’s all about casual, friendly conversation over a cup of coffee. Officers will be there to chat, answer questions, hear your thoughts, and talk about what matters most to you and your community. Whether you have questions, concerns, ideas, or want to learn more about the people who serve our community, they’re all ears.
The goal here is simple: building trust and breaking down barriers. The Sheriff’s Office wants Stafford County to be a true “community of one,” where everyone feels comfortable connecting with their local officers.
So, mark your calendars, bring your coffee questions, and stop by for a conversation. This event is a great opportunity to strengthen the bonds in our community and work toward making Stafford County an even better place to live.

The Virginia Department of Transportation (VDOT) is evaluating the performance of ParkZen, a new smart parking mobile app that enables local travelers to view real-time parking availability in six commuter lots in Fairfax, Prince William, and Stafford counties at no cost. The ParkZen app helps commuters check for and navigate to unoccupied parking spaces.
During the evaluation period, availability data will be reported for VDOT’s Saratoga Park and Ride lot in Springfield, Stringfellow Road Park and Ride lot in Centreville, and the Horner Road Commuter Lot in Woodbridge, as well as the three Virginia Railway Express (VRE) station parking lots at Backlick Road in Springfield, Brooke Road in Stafford, and Leeland Road in Falmouth. With a combined capacity of more than 5,000 parking spaces, travelers will be able to take advantage of these parking locations to conveniently transfer to buses, carpools, vanpools, or VRE trains.“Commuters have told us that not knowing whether parking is available at commuter lots is a deterrent to using transit, carpools, vanpools, and slugging,” said Amy McElwain, program manager for VDOT’s Office of Strategic Innovations. “We know that taking the guesswork out of parking makes it easier for commuters to get out of their single-occupant vehicles. However, the challenge has always been finding the resources to install and maintain reliable counting technology.”
ParkZen does not require the installation of counting equipment and allows users to instantly determine whether parking is available at a given lot, helping them navigate there with turn-by-turn guidance. Leveraging the power of smart crowdsourcing technology, ParkZen passively collects anonymized data from users only when they visit the selected commuter lots, in order to inform other drivers of lot occupancy levels.“Through this app, commuters can optimize the parking experience for themselves and others, enabling everyone to park quickly and catch buses, trains, and carpool rides,” said McElwain. “The more drivers who use the app during the trial period, the better job we will be able to do to validate this technology before scaling up to more locations.”
This parking technology will be initially available in the six designated lots for the early adopters during the evaluation period from November 2024 to January 2025. The free app is available in the App Store for iOS devices and the Google Play Store for Android devices. Top users will have a chance to earn a $50 Amazon gift card from ParkZen. If the trial period is successful, VDOT will evaluate rolling out the technology for other commuter lots throughout Northern Virginia and the Fredericksburg area starting in Spring 2025.
This project is one of several regional initiatives that aim to improve travel reliability and mobility. By using crowdsourced real-time mobility data, VDOT and its partners strive to optimize performance of the transportation network, prioritize the needs of commuters, and offer them convenient tools to make informed travel choices.

Catherine Lane, 11/11, 5:46 a.m. Deputy M.N. Sayegh responded to an assault. The caller advised her boyfriend was just assaulted by his ex-girlfriend. It was discovered the ex-girlfriend responded to the residence and assaulted the victim over a cellphone. The ex-girlfriend was located and served on a warrant for assault and battery.AG Wright Middle School, 100 Wood Drive, 11/12, 10:30 a.m. Deputy S.C. Hall was conducting her SRO duties when she was informed of an assault. Two students were exchanging words and about to fight when a third student attempted to separate them and de-escalate the situation. Instead of fighting each other, the first two students began assaulting the third student. Criminal complaints for assault and battery were filed on the first two students.
LARCENY:
Autumn Drive, 11/11, 11:56 a.m. Deputy S.M. Eastman responded to a larceny. The victim advised his ex-girlfriend stole over $1,000 worth of items following their breakup. The investigation is ongoing.Duff McDuff Park, 75 James Ashby Parkway, 11/11, 2:37 p.m. Deputies responded to two larceny
reports. Victim one had her purse stolen from her unlocked vehicle while victim two had a window
of her vehicle smashed and her purse stolen.
Onelife Fitness, 315 Garrisonville Road, 11/11, 5:35 p.m. Deputy R.W. Stamm responded to a
larceny. While the victim was pumping some iron, his wallet was stolen from the locker room.ABC, 9 Village Center Drive, 11/12, 2:42 p.m. Deputy J.A. Albirght responded to a larceny. Staff advised a male suspect stole a bottle of Anejo the day prior without staff knowing. After successfully committing shoplifting, the suspect returned on this day, this time to steal a bottle of Don Julio. The suspect was found and identified by Sergeant J.T. Forman after robbing several businesses in nearby jurisdictions. Two warrants for larceny were obtained and served on top of his other offenses.
PUBLIC INTOXICATION:
Wawa, 105 Garrisonville Road, 11/11, 1:57 a.m. Deputy X.D. Bates responded to a public intoxication report. The caller advised a drunk male was knocking on the doors of businesses. Deputy Bates observed the mud covered suspect as he stumbled into the Wawa. The suspect had instantly noticeable signs of intoxication and was rather disorderly during his conversation with deputies. He was charged with public intoxication and held at Rappahannock Regional Jail until sober.Lusitania Drive, 11/11, 8:24 p.m. Deputy C.T. Richardson responded to an unknown problem. An individual called dispatch, but would not respond to dispatchers. When Deputy Richardson arrived, he made contact with a female, who was under the influence. She was charged with public intoxication and held at Rappahannock Regional Jail until sober.

A 27-year-old Woodbridge man who “stalled” his arrest with a bathroom barricade, was enticed out after a dose of pepper spray potpourri. Spoiler alert- you won’t find this scent at Bath & Body Works. Deputies responded to Stafford Market Place for a disturbance with a weapon.
Witnesses reported a black male in all black was throwing a rock in front of the T.J. Maxx and had assaulted a customer. There was also concern the suspect had a firearm in his pocket. Deputies learned the suspect had fled on foot to the nearby Hardee’s on Prosperity Lane and was in a bathroom stall, creating a serious Game of Thrones. Duty called- and the deputies attempted a dialogue to have the suspect exit the stall and surrender. The suspect refused commands and continued to curse at law enforcement officers during this pee-kaboo pandemonium.
A dose of OC spray over the stall door may not have improved the smell of the restroom, but it had the desired effect of forcing the suspect out. He was charged with assault and battery and obstruction and held at the Rappahannock Regional Jail without bond. The rock used during the incident was recovered from behind the commode. Scentsational job by the deputies to safely end this bathroom barricade.

Sheetz, 1175 Garrisonville Road, 11/4, 7:16 a.m. A customer came in to use the ATM, but got something unexpected in return. They located a fanny pack containing a firearm. Deputy Epps bit the bullet and seized the firearm for safekeeping until the owner could be located.FRAUD:
Lendall Lane, 11/5, 5:19 p.m. Deputy R.L. Hubbard responded to a fraud. Someone in Florida would be gaining a Ninja mixer after fraudulently using the victim’s information.LARCENY:
Colonial Forge High School, 550 Courthouse Road, 11/5, 11:00 a.m. Deputy G.M. Lum responded to a larceny report. A student advised his phone and AirPods were stolen the day prior from the boy’s locker room. The investigation is ongoing.PUBLIC INTOXICATION:
Minuteman Circle, 11/4, 2:32 a.m. Deputy S.A. Edwards responded to a disturbance. The caller advised he was an “angry drunk” and wanted to hurt someone. Deputy Edwards made contact with the caller and observed signs of intoxication. He was charged with public intoxication and held at Rappahannock Regional Jail until sober.Travis Lane, 11/4, 9:25 p.m. Deputy J.J. Holetzky responded to an unknown problem. The caller advised there was a female sitting in the middle of the road. Deputy Holetzky located the suspect still sitting in the road as she displayed signs of intoxication. The suspect admitted to consuming multiple mixed drinks before arriving at this location. She was charged with public intoxication and held at Rappahannock Regional Jail until sober.
VANDALISM:
Whitsons Run, 11/4, 7:45 a.m. Deputy C.D. Sullivan responded to an unexpected paint job. The victim discovered her vehicle was spray painted red.
Potomac Mills has announced a major renovation to its Food Pavilion, timed with the mall’s upcoming 40th anniversary in 2025. The remodel, set to begin this winter and expected to be completed by early 2025, will transform the dining space with a modernized look, new seating options, energy-efficient lighting, and enhanced areas for socializing, all designed to elevate visitors' experience.
According to Potomac Mills’ press release, the upgraded Food Pavilion will feature contemporary flooring, stylish lighting, and a refreshed color palette to create a more inviting atmosphere. New seating arrangements, including elevated banquet tables, intimate conversation spots, and flexible benches, will offer comfortable spaces for groups of all sizes. The renovation, which incorporates energy-efficient LED lighting throughout, aligns with the mall’s commitment to sustainability.
