Prince William County’s personal property and second-half real estate taxes for 2024 are due by December 5, 2024, with various payment options available, including online, phone, mail, and in-person at designated locations. Late payments will incur a 10% penalty and monthly interest, and residents with questions or missing tax bills are advised to contact the Taxpayer Services Office.

Prince William County’s personal property and second half real estate taxes for 2024 are due by Thursday, Dec. 5, 2024.

The county offers multiple options for submitting tax payments:

  • Online Payment: You can pay by electronic check or credit card at www.tax.pwcgov.org.
  • Phone Payment: Call 888-272-9829 and use jurisdiction code 1036.
  • Mail Payment: Send payments to PO BOX 70519, Philadelphia, PA 19176-0519.
  • In-Person Payment: Visit the Taxpayer Services Offices at the Sudley North Government Center, 7987 Ashton Avenue in Manassas, or the McCoart Government Center, 1 County Complex Court in Woodbridge. Both locations are open Monday through Friday from 8 a.m. to 5 p.m.

Residents are encouraged to pay their taxes before the due date. Please note, a late payment penalty of 10 percent will apply to any unpaid tax balance after the Dec. 5 deadline. Additionally, interest will accrue monthly on unpaid balances at a rate of 10 percent per annum until they are fully paid.

If you have not yet received your tax bill and believe you should have, please contact the Taxpayer Services Office promptly at 703-792-6710 or via email at [email protected].

Property owners who receive a tax bill and escrow property taxes with their mortgage company should contact their lender immediately.

A 36-year-old man turned himself in on November 14 in connection with a 2023 sexual assault and abduction that occurred in the Woodbridge area. He faces charges of rape and abduction and is being held without bond.

Rape Investigation *ARREST – On November 14, the suspect, identified as Kelvin Johnson ALVARADO-AGUILAR, who was sought in connection to the sexual assault that was reported to have occurred at a residence located in the Woodbridge (22191) area of Prince William County in 2023, turned himself into police.

Rape Investigation [Previously Released] – On October 17, 2024, detectives obtained charges in an ongoing investigation regarding a sexual assault that was reported to have occurred at a residence located in the Woodbridge (22191) area of Prince William County in 2023. The investigation revealed the adult female victim was sexually assaulted by an acquaintance, identified as the accused. While investigating the incident, detectives learned the accused had held the victim against her will in an altercation in 2022. The victim eventually reported the incidents prompting the police investigation. Following the investigation, detectives obtained arrest warrants for the accused, identified as Kelvin Johnson ALVARADO-AGUILAR. Attempts to locate the accused have been unsuccessful.

Fredericksburg Police are investigating a pedestrian accident that occurred on Plank Road on November 16, resulting in the death of a 26-year-old man. The driver of the truck involved remained at the scene, and no signs of impairment were found.

Fredericksburg Police are currently investigating a pedestrian accident that took place early [yesterday] morning at 6:20 a.m. on the eastbound lanes of Plank Road.

The victim, Joe Anthony Palacios, a 26-year-old man with no permanent address, was walking eastbound in the travel lane of the 2800 block of Plank Road when he was struck by a truck. He sustained severe injuries and was transported to the nearest hospital for emergency care. Unfortunately, he succumbed to his injuries at 10:43 a.m. [yesterday] morning.

The driver remained at the scene of the incident and cooperated during the preliminary investigation. There were no indicators of impairment and the driver did not sustain any injuries in the crash.

The medical examiner’s office has begun its investigation. The police department’s traffic reconstruction team is also investigating. Further updates will be released at a later date.

The next of kin has been notified, and we extend our deepest condolences to his family during this difficult time.

Stafford County has installed temporary fencing at the Stafford Courthouse for routine maintenance, including painting and window repairs, as part of responsible stewardship of the historic structure. The courthouse, designated as a Historic Resource Overlay District, is subject to protective zoning regulations, and any major exterior changes require approval from the Stafford County Architectural Review Board. The courthouse refresh comes as Stafford Supervisors debate spending $209 million on a new courthouse

An essential part of owning historic buildings is being a good steward. Stafford County is no different from a homeowner in that regard. Residents may be interested to know that Stafford Courthouse is a single-structure historical district, subject to protective zoning regulations Stafford is compelled to follow. Temporary fencing has been installed as the courthouse receives some fresh paint and replacement of rotted window components – all part of the regular best practices needed for responsible stewardship of a historic structure.

Built in 1923, the Stafford County Courthouse replaced an earlier courthouse constructed in the 1800s. It was built facing Route 1, becoming the catalyst for the development of additional businesses to the north and south. Several expansions have occurred over the years to create the courthouse complex seen today; however, care has been taken to preserve the original 1923 building.

With the historic significance of the building to the residents of Stafford County and their shared history in mind, the County elected to make it a single-structure historic district by adding a protective zoning classification known as a Historic Resource Overlay District. This preservation tool is utilized across the country, from rural farmsteads to major cities where historic buildings have gained cultural and social value to the community, the region, and the nation due to their historic significance.

Routine maintenance, such as replacing rotted windowsills, repainting, or generally any ‘in-kind’ repairs where existing materials are replaced with like materials, is exempt from the review requirement. Review and a Certificate of Appropriateness is not required for the work currently being done on the Courthouse as it is considered routine maintenance.

All buildings within designated Historic Resource Overlay Districts in Stafford County must obtain a Certificate of Appropriateness from the Stafford County Architectural Review Board (ARB) before making any exterior changes to the building. Stafford County would have to go before the ARB, as any citizen applicant would, to make major changes.

A review of proposed exterior changes assists the property owner in ensuring that the resource’s value and historic integrity are maintained according to guidelines adopted by the Stafford County Board of Supervisors. These guidelines are based upon standards created by the Secretary of the Interior and utilized by local governments across the United States.

Each year, Stafford County Planning and Zoning mails information about Historic Resource Overlay Districts and their requirements to owners of record for all properties located within one of these designated districts, including the County of Stafford. The Stafford County Cultural Resources Specialist, based in the Department of Planning and Zoning, is also available to answer any questions residents may have.

On November 11, 2024, a suspect was arrested in connection with a shooting incident on August 4, 2023, in Woodbridge, where the suspect fired multiple rounds at a vehicle. The suspect was charged with shooting into an unoccupied vehicle and reckless handling of a firearm, and is being held pending a court date.

Shooting into an Unoccupied Vehicle | Reckless Handling of a Firearm [Previously Released] – On August 4 at 10:40PM, officers responded to the 13900 block of Rope Dr. in Woodbridge (22191) to investigate a shots fired call. The investigation revealed the victim, a 50-year-old man, was working on a vehicle parked in the above area, when he was approached by an unknown man. During the encounter, the suspect brandished a firearm and fired multiple rounds towards the victim. The victim was able to flee the area on foot and was not injured. While investigating the incident, officers determined the man was possibly with a group of other men who were near a brown-colored vehicle prior to the encounter. While checking the area, officers located two vehicles that sustained damage [consistent] with being struck by projectiles, and shell casings in the roadway. No injuries or additional property damage were reported.

On November 12, a suspect committed multiple robberies at convenience stores in the area, displaying a handgun and fleeing with money from each location. The suspect was later identified and charged with armed robbery and firearm-related offenses, and is being held in jail pending further investigation.

Press Release from Spotsylvania Sheriff’s Office:

On November 12th at approximately 11:30 PM, a robbery was reported at the 7-11 located at 10359 Patriot Hwy, Spotsylvania. The employee reported a black male entered the store displaying a handgun and demanded money. The employee complied with his demands. The suspect fled the scene with an undisclosed amount of money. While deputies were on scene investigating this robbery, Emergency Communications received a 911 call at 12:30 AM from another 7-11 located at 5900 Harrison Road reporting a robbery. The employee at his location reported that a black male entered the store, displayed a handgun, and demanded money. The employee also complied with his demands. The suspect fled the scene on foot.

Shortly after, the Fredericksburg Police Department reported a robbery at another convenience store within their jurisdiction. The suspect matched the same description as the two robberies in Spotsylvania County.

Marquis Harrell was seen at the 7-11 located at 25 Soloman Drive in Stafford County some point after the robbery in the City of Fredericksburg. Harrell was developed as a suspect in the multi-jurisdictional robberies. For the robberies in Spotsylvania County, Harrell was charged with Brandishing a firearm, Possession of a firearm by a convicted felon, Use of a firearm during the commission of a felony, and Armed robbery. Harrell has been held at the Rappahannock Regional Jail with no bond. Additional charges may be sought as the investigation continues.

On November 7, an investigation was initiated into an assault at Freedom High School involving a school security officer who allegedly pinched an 18-year-old female student’s cheek during an inappropriate conversation on October 8. The officer, 41, was charged with assault and battery and served with a summons on November 8.

Assault & Battery – On November 7, the School Resource Officer (SRO) assigned to Freedom High School located at 15201 Neabsco Mills Rd in Woodbridge (22191) began an investigation into an assault by a school staff member against a student that reportedly occurred on October 8. The investigation revealed the victim, an 18-year-old female student, was on a bus in the parking lot of the school when she encountered a school security officer, identified as the accused. During the encounter, the accused pinched the victim’s cheek while he engaged in an inappropriate conversation. No injuries were reported. The incident recently came to the attention of school officials who notified the police. Following the investigation, the SRO obtained a summons for the accused, identified as Pedro S. CHIRINO who was served on November 8.

On Friday, November 15, Prince William County will join national celebrations for America Recycles Day with events at Chinn Park Regional Library and Central Library, where residents can learn about recycling and participate in the “I Recycle” pledge contest. The county is also participating in a regional contest through the Metropolitan Washington Council of Governments, offering prizes including REI gift certificates and grants for schools promoting recycling.

On Nov. 15, Prince William County will join communities nationwide to celebrate America Recycles Day (ARD). ARD, an initiative of Keep America Beautiful, has been an annual awareness campaign dedicated to promoting and celebrating recycling in the United States since 1997.

To celebrate America Recycles Day, County staff and Keep Prince William Beautiful volunteers will be available from 10 a.m. to 1 p.m. to talk with residents about recycling in Prince William County and the “I Recycle” pledge contest at Chinn Park Regional Library on Nov. 13, and Central Library on Nov. 15.

Prince William County will also join other Metropolitan Washington Council of Government (MWCOG) jurisdictions to allow residents to acknowledge their commitment to recycling and win prizes! Residents may take the 2024 “I Recycle” pledge online at www.mwcog.org/recyclesday through November 20.

The contest, hosted by MWCOG for the Washington, D.C. area, is designed to promote recycling and purchasing of items made from recycled materials. One lucky recycling supporter will win a $300 REI gift certificate and one lucky K-12 student will win a $300 REI gift certificate, plus a $500 grant for a recycling or environmental program at their school. For 10 of the past 11 years, a Prince William entrant has won a MWCOG regional prize.
