Virginia Department of Transportation: The Virginia Department of Transportation will hold a hybrid public information meeting Thursday, May 2 on planned innovative intersection improvements along Route 28 (Centreville Road) between Manassas Drive (Route 213) and Spruce Street based on recommendations from the Centreville Road (Route 28) STARS Study. The project aims to improve safety, operations, and pedestrian accessibility and mobility.

The Route 28 intersections at Maplewood Drive and Browns Lane will be converted to restricted crossing U-turns (RCUTs) and a median U-turn (MUT) will be constructed between Birch Street and Spruce Street.

Other project improvements include:

  • Extending the southbound Route 28 left-turn/u-turn lane at Blooms Quarry Lane.
  • Installing concrete medians between Spruce Street and Browns Lane, and reconstructing medians between Browns Lane and Manassas Drive.
  • Adding and reconstructing sidewalks with grass buffers along southbound Route 28 between Spruce Street and Old Centreville Road, and along northbound Route 28 between Blooms Quarry Lane and Browns Lane.
  • Constructing and upgrading curb ramps
  • Striping new crosswalks
  • Enhancing drainage and stormwater management

Stafford County: On April 24, 2024, the Stafford County Economic Development Authority (EDA) held its annual Business Appreciation Reception at the Riverside Center for the Performing Arts. The event brought together over 200 local business professionals and leaders to celebrate Stafford’s business community.

During the reception, three Stafford businesses were recognized for their exceptional contributions:

Stabbing Investigation – On April 25 at 10:13 p.m., officers responded to the 17000 block of Richmond Highway in Dumfries to investigate a stabbing. The investigation revealed the victim, a 42-year-old man, was
stabbed during an altercation with another man while in a parking lot in the above area. The suspect fled the scene in a dark-colored sedan. The victim was treated at an area hospital with non-life threatening injuries. The suspect was described as a black male with dreadlocks, wearing a light-colored jacket. This incident does not appear to be random.

School Threat Investigation – On April 25 at 10:01 a.m., officers responded to T. Clay Wood Elementary School located at 10600 Kettle Run Road in Nokesville to investigate a bomb threat made towards the school. The investigation revealed the threat was left on the school’s voicemail on April 24 at approximately 7:30 p.m.. Upon receiving the message the following morning, school personnel contacted the police. The school was evacuated as a precaution while officers and a police K-9 searched the grounds. No devices were located, and officers determined there was no active threat to the school. During the investigation, detectives identified the caller as a 16-year-old male student of another Prince William County school and confirmed the threat to the school was not credible. Charges are pending consultation with Juvenile Court Services.

Assault & Battery on a Law Enforcement Officer [LEO] – On April 25 at 11:15 a.m., officers detained two parties outside the courthouse located at 9311 Lee Avenue in Manassas who were involved in a domestic dispute. The investigation revealed the victim, a 28-year-old woman, and an acquaintance, identified as the accused, were involved in a verbal altercation that escalated. During the encounter, the accused struck and pulled the victim before officers intervened. Officers further determined the accused was intoxicated and attempted to detain him when he actively resisted. The accused spat on an officer before being detained without further incident. No injuries were reported. Following the investigation, the accused, identified as Kevin Ernesto MARCHANTE, was arrested. Arrested on April 25:
Kevin Ernesto MARCHANTE, 34, of the 2800 block of Beechtree Lane in Woodbridge. Charged with assault & battery on LEO, domestic assault & battery, and obstruction. Court Date: Pending | Bond: Held WITHOUT Bond.

Abduction (Domestic) – On April 25 at 10:29 a.m., officers responded to a residence located in the 4200 block of Stockbridge Drive in Dumfries to investigate a domestic dispute. The investigation revealed the victim, a 43-year-old woman, and a family member, identified as the accused, were involved in a verbal altercation that escalated. During the encounter, the accused struck the victim multiple times before preventing her from leaving
the home. When the victim attempted to contact the police, the accused grabbed the phone from the victim. Eventually, the parties separated, and the victim went to a neighbor’s home. Minor injuries were reported. Following the investigation, the accused, identified as Delberto Bettencourt FREITAS, was arrested. Arrested on April 25: [No Photo Available]

Assault & Battery on a Law Enforcement Officer [LEO] – On April 25 at 11:37 a.m., officers responded to the CVS Pharmacy located at 13600 Richmond Highway in Woodbridge to investigate a trespasser. The investigation revealed a male patron, identified as the accused, refused to leave the restroom inside the business. While investigating the incident, the accused shoved an officer and fled the business. No injuries were reported.
Officers located suspected drug paraphernalia in the restroom. Following the
investigation, the accused, identified as Mohamed POTEMAN, was arrested the following morning. Arrested on April 26: [No Photo Available] Mohamed POTEMAN, 33, of no fixed address.   • I-95 Southbound Exit 126 Off-Ramp and Route 1 Southbound: A second right turn lane is under construction from the I-95 southbound off-ramp at exit 126 onto Route 1 southbound. Route 1 southbound is being widened from the off-ramp to Southpoint Parkway with an additional turn lane. A second right turn lane is being added from Route 1 southbound to Southpoint Parkway. Traffic islands will be installed along Southpoint Parkway as a safety improvement to allow left turns into driveways but restrict through and left-turning traffic exiting from side streets. Additional right turn lane added to Southpoint Parkway to Route 1 southbound. Project completion in Aug. 2025.
  • Route 3 and Orange Plank Road: Utility relocation is underway ahead of construction to modify the intersection of Route 3 and Orange Plank Rd. to a new traffic pattern to enhance safety, improve traffic flow, and reduce conflict points. Project completion in summer 2024.
  • Route 17 (Mills Drive) Overpass Replacement and Widening: Construction started in Dec. 2020 to replace the existing two-lane interstate overpass on Route 17 with a four-lane bridge. Route 17 is being widened to four lanes until just east of the Hospital Boulevard/Germanna Point Drive intersection. A shared-use path, sidewalk, and pedestrian crossing equipment will be added as part of the project. Project completion was scheduled for late Feb. 2024. The project is now anticipated to be completed in Summer 2024.
  • Route 208 (Courthouse Road) and Hood Drive: Hood Drive is reduced to a single lane between Route 1 and Route 208 (Courthouse Road), carrying only northbound traffic. Southbound traffic should follow the posted detour along Courthouse Road and Route 1 southbound. New right and left turn lanes are under construction at an entrance to a future Veterans Health Administration clinic. Additional turn lanes will be built on northbound Hood Drive approaching Courthouse Road. A raised median on Hood Drive will separate northbound and southbound traffic between Courthouse Road and McGowan Drive. Additional sidewalks, crosswalks, and pedestrian crossing equipment will be installed at the intersection. Project completion in June 2024.
  • Route 606 (Mudd Tavern Road) Widening: Mudd Tavern Road is being widened to four lanes between I-95 and Route 1. A new secondary access route, Route 2092, will be built parallel to Mudd Tavern Road, and will connect with South Roxbury Mill Road and Dan Bell Lane. Project completion in May 2025.

Stafford County: Route 1: Monday – Friday, 9 a.m. – 3 p.m. Lane closure on Route 1 at Courthouse Road for permit/utility work.

  • Route 17 Northbound: Sunday – Friday, 7 a.m. – 3 p.m. and 7 p.m. – 6 a.m. Alternating single lane closures on Route 17 northbound between Short Street and Sanford Drive for I-95 Northbound Rappahannock River Crossing construction.
  • Route 17 Southbound: Sunday – Friday, 7 a.m. – 5 p.m. and 8 p.m. – 7 a.m. Alternating single lane closures on Route 17 southbound between Sanford Drive and Short Street for I-95 Northbound Rappahannock River Crossing construction.

Fatal Hit & Run Crash Investigation – On April 24 at 10:19 p.m., officers responded to the area of Richmond Highway and Pine Bluff Drive in Dumfries to investigate a crash involving a motorcycle. The investigation revealed the operator of a 2023 Kawasaki Ninja 400R was traveling at a high rate of speed southbound on Richmond Highway approaching Pine Bluff Drive when a 2020 Chevrolet Colorado pickup truck traveling northbound on Richmond Highway entered the intersection in front of the motorcycle’s path of travel. The truck and motorcycle collided, causing the operator of the motorcycle to separate from the bike. The driver of the pickup truck fled the scene. The pickup truck was later located unoccupied behind a nearby business. A police K-9 attempted to search for the suspect who was not located. The motorcycle operator was transported to an area hospital where he was pronounced deceased. Investigators with the Crash Investigation Unit are asking anyone who may have witnessed this crash or has information about those involved to contact police. The investigation continues. Identified: The deceased operator of the 2023 Kawasaki Ninja 400R was identified as Joseph Emmanuel WORD, 20, of Dumfries.

Shooting into a Residential Dwelling – On April 24 at 3:00 a.m., officers responded to a residence located in the 15000 block of Alaska Road in Woodbridge to investigate a shots fired call. The investigation revealed the homeowner heard gunshots before locating damage inside the home. The following day, on April 25 at approximately 1:40 a.m., an additional shots fired call was reported involving a dark-colored sedan which was seen driving out of the area. Shell casings were located in the roadway in addition to damage being reported to windows and walls in both incidents. No injuries or other property damage were reported. These incidents are possibly related to one another, including similar incidents on nearby Cobb Court in Woodbridge.

Shooting into a Residential Dwelling – On April 24 at 2:00 a.m., officers responded to a residence located in the 1300 block of Cobb Court in Woodbridge to investigate a shots fired call. The investigation revealed
the occupants of the home heard loud noises before locating damage to two vehicles and the exterior of the residence. The following day, on April 25 at approximately 1:39 a.m., an additional shots fired call was reported resulting in damage to the front of the residence. A dark-colored sedan was observed driving in the area at the time of the shooting. Shell casings were recovered from the roadway. No injuries or additional property damage were reported. These incidents are possibly related to one another, including similar
incidents on nearby Alaska Road in Woodbridge.

Reckless Handling of a Firearm – On April 24 at 8:55 p.m., officers responded to the 7700 block of Cerro Gordo Road in Gainesville to investigate a shots fired call. The investigation revealed multiple shots were heard in a wooded area near the above location before a vehicle left the area. Shell casings were located in the woodline. No injuries or property damage were reported.

Strong-Arm Robbery – On April 24 at 2:50 p.m., officers responded to Potomac Mills located at 2700 Potomac Mills Close in Woodbridge to investigate a robbery. The investigation revealed the victim, a 26-year-old man, was in the food court when he was approached by an unknown woman who struck him in the face and took his wallet. The suspect then left the mall with two other unknown individuals before driving away in a green Ford Windstar van with a gold-colored hood. The victim was treated at an area hospital for minor injuries. The investigation continues. Suspect Descriptions: A Hispanic female, between 20-25 years old, approximately 5’3”, 110lbs., with brown hair. Last seen wearing black/white striped shirt, black Adidas pants with white stripes, and white shoes. A black male, between 30-40 years old, with black dreadlocks, and a full beard. Last seen wearing a brown shirt and a tan backpack. A Hispanic male, between 20-30 years old, with a thin build. Last seen wearing a black hooded sweatshirt, tan pants, and white shoes.

Brandishing of a Firearm – On April 24 at 1:45 p.m., officers responded to investigate a brandishing that was reported to have occurred in the area of Flotilla Way near Singer Drive in Woodbridge on April 23 at 8:30 p.m. The investigation revealed a tan-colored vehicle stopped on Flotilla Way near Singer Drive where the driver of the vehicle brandished a firearm out of the window towards a male juvenile who was walking in the area. No shots were fired, and no injuries were reported. No additional suspect description was
provided.

Felony Child Neglect – On April 24 at 8:48 a.m., officers responded to a residence located in the 1300 block of Rail Stop Drive in Woodbridge to investigate a child neglect. The investigation revealed the victim, who was under the age of 18, and a family member, identified as the accused, were involved in a verbal altercation that escalated. During the encounter, the accused prevented the victim from entering the home for an extended period of time and refused to provide the victim with necessary care. The victim was treated at an area hospital and later released to the care of Social Services. Following the investigation, the accused, identified as Ange Nizigiyimana SWINTON, was arrested. Arrested on April 24: Ange Nizigiyimana SWINTON, 37, of the 1300 block of Rail Stop Drive in Woodbridge. Charged with felony child neglect. Court Date: Pending | Bond: $5,000 Unsecured.

Assault & Battery on a Law Enforcement Officer [LEO] – On April 23 at 11:31 p.m., officers attempted to detain the accused near Dale Boulevard and Gideon Drive in Woodbridge for suspected drug activity. During the encounter, the accused actively resisted and struck an officer before being detained. Minor injuries were reported. The accused was found in possession of suspected illegal narcotics. Following the investigation, the accused, identified as Mustafa Antar HASSAN, was arrested. Arrested on April 23: Mustafa Antar HASSAN, 29, of 5512 Whitfield Court in Fairfax. Charged with assault & battery on LEO, obstruction of justice, and possession of schedule I/II drugs. Court Date: Pending | Bond: Unavailable.

Prince William County Police press release: On April 26 at 2:30 a.m., officers responded to the intersection of Redwing Drive and Swallow Court in Woodbridge to investigate a single vehicle crash.

The investigation revealed the driver of a 1985 Chevrolet Monte Carlo was traveling northbound on Redwing Drive approaching Swallow Court at a high rate of speed.

The driver, who was not wearing a seatbelt, lost control of the vehicle and left the roadway before entering a ravine which caused the vehicle to roll over.

Fire and rescue personnel responded to the scene where the driver, and sole occupant of the vehicle, was pronounced deceased. Speed and alcohol appear to be factors in the crash. No other vehicles were involved in the collision. Crash investigators are asking anyone who may have witnessed this crash to contact police.

Identified: The deceased driver of the 1985 Chevrolet Monte Carlo was identified as Donnell Tyquan EPPS, 33, of Woodbridge.

The 2024 winners are graduating high school students who were selected by a panel of business leaders and were all awarded $2,500 scholarships, for use at their U.S. college or university of choice.

All of this year’s scholarship winners demonstrated exceptional dedication to academics and community involvement, meeting the criteria outlined by the scholarship committee.

The Prince William County students awarded scholarships at the breakfast are Camilia Giudici, Bryce Poole, Alexa McMillan, Helen Jacob, Sean Villacorte, Jacob Skufca.

This year’s program welcomed a panel discussion from the superintendents from Prince William County Schools, Dr. LaTanya McDade, City of Manassas Park County Schools, Dr. Melissa Saunders, and Executive Director of Student Achievement, Craig Gfeller. The panelists discussed local educational topics including how businesses can get involved and support schools in our community.
