Prince William police reported the following incidents.

Aris Edgar Boror

Sexual Assault Investigation – On December 17, detectives began an investigation into a sexual assault that was reported to have occurred at a residence located in the Woodbridge area of Prince William County earlier that morning. The investigation revealed at approximately 3:00 a.m., the accused entered the room the victim, who is under the age of 18, was in and sexually assaulted her. When the accused left the room, the victim contacted a family member who transported her to an area hospital where police were contacted. The accused was known to the victim. Following the investigation, the accused, identified as Aris Edgar BOROR, was arrested.

“Arrested on December 17: Aris Edgar BOROR, 51, of Woodbridge. Charged with attempted rape, forcible sodomy, aggravated sexual battery, and indecent liberties. Court Date: Pending | Bond: Held WITHOUT Bond.”

Attempted Malicious Wounding – On December 16 at 8:54 p.m., officers responded to the Country Inn and Suites located at 2621 Prince William Parkway in Woodbridge to investigate an assault. The investigation revealed a man, later identified as the accused, damaged the restroom inside the hotel lobby and then refused to leave the business. When the hotel manager confronted the accused, he retrieved a knife and threatened the
manager. A patron intervened and the accused left the business. Officers located the accused at a nearby business and took him into custody. No injuries were reported. The accused was found in possession of a knife and suspected illegal narcotics. Following the investigation, the accused, identified as Terell Jefferson JACKSON, was arrested. Arrested on December 16: [No Photo Available] Terell Jefferson JACKSON, 32, of no fixed address. Charged with attempted malicious wounding, disorderly conduct, and possession of schedule I/II drugs. Court Date: Pending | Bond: Held WITHOUT Bond.

University of Mary Washington: "The COAR (Community Outreach and Resources) staff – and the entire UMW community – spent months filling gift-wrapped shoeboxes with winter hats, school supplies and toys for preschool students."

"The annual effort produced more than 300 packages specifically for youngsters in Fredericksburg and Spotsylvania County schools, including students in the Head Start Program, which provides education and resources for eligible children ages 3 to 5."

Prince William Police Department: Armed Robbery *ARREST – “On November 21, 2023, the suspect sought in connection to the robbery that was reported to have occurred at to the Home Depot located at 7486 Stream Walk Lane [near] Manassas on November 17, 2022, was arrested. The accused, identified as Cedric Murrel MILTON, was taken into custody by Fairfax County police. Arrested on November 21, 2023: [No Photo Available] Cedric Murrel MILTON, 47, of 6594 Declaration Court in Bealeton. Charged with robbery. Court Date: January 29, 2024 | Status: Incarcerated.”

Armed Robbery [Previously Released] – On November 17 at 1:45 p.m., officers responded to the Home Depot located at 7486 Stream Walk Lane in Manassas to investigate a robbery. The investigation revealed the accused was observed by store security placing items into a shopping cart and then pushing the cart with the unpaid items towards the rear doors of the business. As the accused reached the rear doors, store security personnel confronted the accused who then implied he had a knife and threatened the 35-year-old male employee. The accused then walked out to the parking lot and fled the area in a vehicle. No injuries were reported. While investigating the robbery, officers identified the accused as Cedric Murrel MILTON, and obtained warrants for his arrest. Attempts to locate the accused have been unsuccessful.”

“This year’s speech topic, ‘If America is to remain a great nation, we must …’ is based on Dr. King’s famous ‘I Have a Dream Speech’, delivered on August 28, 1963, before 250,000 people at the Lincoln Memorial.”

“In addition to to speeches and this year’s community choir, and the Manassas Park High School Drumline, attendees can participate in the Martin Luther King, Jr. Day of Service by bringing ready-to-eat items or microwave-and-eat items and donating to the work of Northern Virginia Food Rescue and its mission to improve food resiliency and accessibility for the entire region.”

“The MLK Experience will also feature a STEAM Speaker Series on February 10 at Forest Park High School; a Wellness Walk on Saturday, April 6 at Prince William Forest Park; and a celebration on April 28 at Gainesville Senior High School in remembrance of the life of Dr. King and to recap the activities of the PWCAC MLK Experience.”

Press Release: “The Manassas and Manassas Park Cities Democratic Committee (MMPCDC) has scheduled a Reorganization Meeting for the evening of Wednesday, January 17, 2024 to elect its members and officers for the 2024-2025 biennium.”

“The mass meeting, also known as an assembled caucus, will be held at The Social Soiree, 8270 Shoppers Square, Manassas, and will formally begin at 7:15 p.m.”

“All registered voters who live in the City of Manassas or the City of Manassas Park and who identify as Democrats are invited to participate.”

“The Democratic Party of Virginia requires all city and county Democratic committees to completely reorganize every two years, between mid-December in each odd-numbered year and mid-January in each even-numbered year.”

“To join the local Democratic Committee, local Democrats must file in advance with the MMPCDC. Prospective members must also pay their first-year membership dues of $30 by that deadline, unless their dues payment is waived for financial hardship.”

“Those unable to attend the meeting in person or via Zoom may still stand for election as a member or an officer of the MMPCDC if they file for election in advance and submit their dues payment by the January 14th deadline.”

Shooting into an Occupied Vehicle | Attempted Malicious Wounding *ARREST – On December 10, the suspect sought in connection to the shooting that was reported to have occurred in the area of Coloriver Road and Goodland Court in Manassas on May 15, was arrested. The accused, identified as Elmer Eduardo PINEDA SALGUERO, was taken into custody without incident. Arrested on December 10: Elmer Eduardo PINEDA SALGUERO, 22, of 10188 Wilmington Street in Manassas. Charged with 1 count of shooting into an occupied vehicle, 1 count of use of a firearm in commission of a felony, and 2 counts of attempted malicious wounding. Court Date: Pending | Bond: Unavailable.”

Shooting Investigation *SUSPECT IDENTIFIED [Previously Released] – Officers identified a suspect sought in connection to the shooting that was reported to have occurred in the area of Coloriver Road and Goodland Court in Manassas on May 15. The investigation revealed one of the victims was involved in an altercation earlier in the day with an acquaintance before the parties dispersed. Later that day, while driving in the above area, the victims observed the suspect vehicle approach them at a high rate of speed before an occupant fired a round, striking the victim’s vehicle. No injuries or additional property damage were reported. Officers determined the shooter was known to the acquaintance previously involved in the altercation with the victim. On August 23, following the investigation, officers obtained arrest warrants for the suspect, identified as Elmer Eduardo PINEDA SALGUERO. Attempts to locate the accused have been unsuccessful.”

Shooting Investigation [Previously Released] – On May 15 at 6:00 p.m., officers responded to investigate a shooting that was reported to have occurred in the area of Coloriver Road and Goodland Court in Manassas earlier that day. The investigation revealed the victims, a 20-year-old male and 16-year-old male, were driving in the above area when a gray Nissan sedan approached them at a high rate of speed. While the vehicles were passing one another in opposite directions, an occupant of the Nissan brandished a firearm and a round was fired that struck the victim’s vehicle. Both vehicles quickly left the area, and the victims eventually contacted the police. A single shell casings was located in the roadway. No other injuries or property damage were reported. At this time, the incident does not appear to be random. The investigation continues.”

Young Marines: “Two Young Marines units from the area were among 28 Young Marines units throughout the United States who traveled to Hawaii this past week to participate in the remembrance ceremonies of the 82nd anniversary of Pearl Harbor.”

“The Young Marines is a national youth organization for boys and girls from age eight through high school graduation.”

The Quantico Young Marines of Quantico and the LCpl Caleb John Power Young Marines of Fredericksburg joined hundreds of Young Marines who performed community service activities while in Oahu, Hawaii.”

They met, greeted, and escorted World War II Veterans at various events.
Among the events in which the two units participated were:

  • Community service work on the M?lama Pu’uloa Community Project at Kapapapuhi Point Park.
  • Wreath laying ceremony at the National Memorial Cemetery of the Pacific ‘The Punchbowl’ in memory of all the brave men and women who are interred at the site.
  • Klipper Ceremony, Marine Corps Base Hawaii.
  • Pearl Harbor Memorial Parade, Honolulu.

“A significant honor for all the Young Marine units was to lead the Pearl Harbor Memorial Parade, on Thursday, December 7, in Honolulu. Young Marines performed a color guard and carried the banners of the 12 capital ships that were attacked.”

“The parade’s objective is to honor the heroes and survivors of Pearl Harbor and World War II, to pay tribute to veterans, active-duty military members and military families, to celebrate freedom, and to keep in remembrance the events of Sunday, December 7, 1941.”

“All Young Marines units raised funds at the local level to supplement the costs of traveling to Hawaii.”

Prince William police: “Sexual Assault Investigation – On December 8 at 8:37 p.m., officers responded to the Food Lion located at 12420 Dillingham Square in Woodbridge to investigate an assault. The investigation revealed the victim, a 15-year-old male juvenile, was inside the restroom when he was approached by an unknown man. Without provocation, the man inappropriately touched the victim and made hand gestures before leaving the restroom. The suspect was last seen leaving in a newer model Toyota Camry. The victim reported the incident to a family member who notified the police. No injuries were reported. Suspect Description: A white male, with short black hair, brown eyes, and glasses. Last seen wearing a blue jacket, blue jeans.”
