17-year-old boy chained to bed, police investigation reveals

A Woodbridge woman is charged with felony child neglect and abduction. 
 
She is accused to have secured the victim, a 17-year-old family member, to his bed using a chain and rope. According to police, the bedroom windows were boarded and the door was locked with a deadbolt lock.

Felony Child Neglect | Abduction – On March 15 at 4:37PM, detectives from the Physical Abuse Unit responded to a residence located in the 15000 block of Wood St in Woodbridge (22191) to investigate a child neglect call. The investigation revealed that the accused, identified as a family member, secured the victim, a 17 year old male juvenile of Woodbridge, to his bed with a chain and a rope. The bedroom windows were also boarded up and the bedroom door had a deadbolt lock which prevented the victim from exiting the room. A third party initially alerted Child Protective Services to the conditions of the home and police were contacted. No injuries were reported. Following the investigation, the accused was arrested. The victim was released to the custody of family members.
