Dr. Robin Anthony Toogood resigned as principal of Jennie Dean Elementary School after state education officials said he falsified documents that helped him land his job.
Everything from Toogood’s Bachelor’s to his Doctorate degrees were falsified, according to documents from the Virginia Department of Education.
Toogood resigned as principal on June, 27 after being presented with information from the state education department. His teaching license was revoked the following month.
In a statement, Manassas Public Schools said that while the Virginia Department of Education reviewed Toogood’s credentials they will no longer rely solely on that department.

Toogood was hired under a previous administration, but records indicate that an application, resume, references and transcripts were collected and that references were also contacted by phone.
He began his employment with MCPS July 1, 2009 after working with the District of Columbia Public Schools, public charter schools in the District of Columbia, and a school in Maryland from 2002 to 2009 as a teacher and administrator.
Toogood received his Virginia license when he submitted his transcripts and his District of Columbia license to the Department of Education.

Toogood did not challenge the findings of the Virginia Department of Education investigation into his background. Documents obtained by Manassas Local News from the VDOE indicate degrees from University of Maryland Baltimore County, NYACK University, Trinity Universtiy in Washington, and a doctorate from Andover Theological Seminar were all falsified.

Dr. Zella Jones was named interim principal at Jennie Dean Elementary School. She has been an assistant principal at the school nearly two years.
Prior to working at Jennie Dean, Zella was an assistant principal at Osbourn High School in Manassas for nearly 10 years. She was moved to the elementary school during a massive administration change following city schools Superintendent Dr. Catherine Magouyrk.
