Murder, fatal crash reported in Prince William this week

Prince William Police Department:Shooting into an Occupied Dwelling *SUSPECTS IDENTIFIED | ARREST – On August 24, detectives identified the suspects involved in the shooting that was reported to have occurred at The Flats at Neabsco Commons Apartments located in the 2700 block of Neabsco Commons Place in Woodbridge (22191) on August 23. Further investigation revealed two vehicles were stopped in the above area when an occupant of one of the vehicles fired rounds towards the other vehicle. Both vehicles then quickly fled the area. The rounds struck the other vehicle and an apartment window. No injuries were reported. During the investigation, detectives determined the parties in both vehicles were known to one another. Further investigation revealed after the shooting incident, one of the occupants of the suspect vehicle, identified as a 16-year-old male juvenile sent threatening messages to an occupant of the other vehicle, identified as a 17-year-old male juvenile. Detectives identified the second suspect involved in the shooting incident as Caleb Bernard KOSIE and following the investigation, an adult arrest warrant and a juvenile detention order were obtained. On August 25, the 16-year-old male juvenile was taken into custody in the Woodbridge area while the KOSIE suspect turned himself in to police on August 28. Arrested on August 25: [Juvenile]

Arrested on August 28: [No Photo Available] Caleb Bernard KOSIE, 18, of 15557 John Diskin Close in Woodbridge. Charged with principal in the second degree of shooting into an occupied vehicle. Court Date: Pending | Bond: Held WITHOUT Bond.”

Shooting into an Occupied Dwelling [Previously Released] – On August 23 at 12:57 p.m., officers responded to The Flats at Neabsco Commons Apartments located in the 2700 block of Neabsco Commons Place in Woodbridge (22191) to investigate a shots fired call. The investigation revealed multiple shots were fired before two vehicles sped quickly out of the area. While checking the area, officers located bullet damage to an apartment window and multiple shell casings in the roadway. No injuries or additional property damage were reported.”

Troy BLAIR-WILKES

Strangulation | Domestic Related *ARREST – On August 26, the suspect sought in connection to the domestic dispute that was reported to have occurred at the Elevations One Apartments located in the 1900 block of Stevens Road in Woodbridge (22191) on August 9, was arrested. The accused, identified as Troy BLAIR-WILKES, was located in the Woodbridge area, and taken into custody. Arrested on August 26: Troy BLAIR-WILKES, 20, of the 1900 block of Stevens Road in Woodbridge. Charged with strangulation. Court Date: Pending | Bond: Unavailable.”

Strangulation | Domestic Related [Previously Released] – On August 10, officers responded to investigate a domestic dispute that was reported to have occurred at the Elevations One Apartments located in the 1900 block of Stevens Road in Woodbridge (22191) on August 9 at approximately 8:00 a.m.. The investigation revealed the victim, a 23-year-old woman, and an acquaintance, identified as the accused, were involved in a verbal altercation the escalated. During the encounter, the accused grabbed the victim’s neck. The parties eventually separated. The victim reported minor injuries. Following the investigation, officers obtained warrants for the accused, identified as Troy BLAIR-WILKES. Attempts to locate the accused have been unsuccessful.”

Fatal Crash Investigation – On August 26 at 1:10 a.m., crash investigators responded to the area of Catharpin Road and Fallen Oaks Place in Gainesville (20155) to investigate a crash. The investigation revealed the drivers of a 2015 Toyota Corolla, and a 2016 Hyundai Elantra were traveling southbound on Catharpin Road at a high rate of speed when driver of the Corolla passed the Elantra, crossing over the double yellow line. The driver of the Elantra then attempted to overtake the Corolla in a ‘No Passing’ zone when the Elantra made contact with the rear of the Corolla as it began to pass. The Corolla then rotated and struck a 2006 Scion that was traveling the opposite direction. The Elantra left the roadway and traveled down an embankment before striking a tree. The driver of the Elantra later died at an area hospital as a result of his injuries. A passenger in the Elantra sustained non-life threatening injuries. The drivers of the Corolla and the Scion were not injured. Speed is a factor in the collision. The investigation continues.

Identified: The operator of the 2016 Hyundai Elantra was identified as Qais JAILANI, 19, of Haymarket. The passenger of the 2016 Hyundai Elantra was identified as a 19-year-old man of Gainesville. The operator of the 2015 Toyota Corolla was identified as a 16-year-old male of Haymarket. The operator of the 2006 Scion was identified as 50-year-old woman of South Riding.”

Armed Robbery – On August 25 at 5:52 p.m., officers responded to the Manassas Mall located at 8270 Sudley Road in Manassas (20109) to investigate a robbery. The investigation revealed loss prevention officers observed an unknown woman taking items from the shelf and placing them into a bag before walking towards the exit. Before she left the store, the suspect was confronted by a loss prevention officer. During the encounter, the suspect produced a knife and cut the loss prevention officer before fleeing in a waiting brown Chrysler Pacifica. Minor injuries were reported. The suspect was not located. Suspect Description: A white female, with dark hair near her roots and then red hair on the bottom. Last seen wearing a white tank top, a white necklace, blue jean shorts, tall black socks, black and
pink/red low-top Nike sneakers, and carrying a black cross-body bag.”

Reckless Handling of a Firearm – On August 27 at 6:14 p.m., officers responded to the 15600 block of Bushey Drive in Woodbridge (22193) to investigate a shots fired call. The investigation revealed multiple gunshots were heard before a vehicle fled at a high rate of speed. While checking the area, officers located a shell casing in the roadway. No injuries or property damage were reported.”

Attempted Residential Burglary – On August 28 at 2:08 a.m., officers responded to the Rosemary Ridge Apartments located in the 7600 block of Cupids Dart Court in Manassas (20109) to investigate a burglary. The investigation revealed the apartment resident woke to a door opening before finding the rear sliding glass door ajar and contacting police. Officers determined there were no signs of forced entry and no entry was made into the apartment. A police K-9 searched the area for the suspect(s) who was not located.”

Murder Investigation – On August 25 at 10:20 p.m., officers responded to the 7400 block of Sudley Road in Manassas (20109) to investigate a stabbing. The investigation revealed the victim, a 25-year-old man, and an acquaintance, identified as the accused, were involved in an altercation in the parking lot. During the encounter the accused stabbed the victim in the chest area. The accused fled the area after the incident. The victim was transported to an area hospital where he was pronounced deceased. Following the investigation, detectives obtained arrest warrants for the suspect, identified as Bobby Damont GROSS, who was taken into custody the following day without incident. Arrested on August 26: Bobby Damont GROSS, also known as DAVON GREEN, 24, of no fixed address. Charged with second degree murder and stabbing commission of a felony. Court Date: Pending | Bond: Unavailable. Identified: The deceased was identified as Todd EHARDT, 25, of no fixed address.”

Blerand HOXHA

Malicious Wounding – On August 26 at 1:47 p.m., officers responded to Hellwig Park located at 14418 Bristow Road in Manassas (20110) to investigate an assault. The investigation revealed during a soccer game, one of the attendees, later identified as the accused, struck a 46-year-old man in the head with a metal water bottle multiple times before fleeing on foot. Other attendees reported the incident to police. While checking the area, officers located the accused and took him into custody without incident. The victim was treated at the scene for injuries. Officers also determined the parties were known to one another. Following the investigation, the accused, identified as Blerand HOXHA, was arrested. Arrested on August 26: Blerand HOXHA, 45, of 8571 Cabot Court in Manassas. Charged with malicious wounding. Court Date: Pending | Bond: Held WITHOUT Bond.”

Possession of a Weapon on School Grounds – On August 24, the School Resource Officer (SRO) assigned to Hylton High School located at 14051 Spriggs Road in Woodbridge (22193) was contacted regarding a student found in possession of a knife. The investigation revealed school security made contact with a male student, later identified as the accused, who was found in possession of the knife inside the pocket of a backpack. The SRO determined the accused did not brandish the weapon in a way to threaten other students, faculty, or staff, or threaten the safety of the school. Following the investigation, the SRO obtained a detention order for the accused, identified as a 16-year-old male juvenile, who turned himself in to police on August 28. Arrested on August 28: [Juvenile] A 16-year-old male juvenile of Dale City, Charged with possession of a weapon on school grounds. Court Date: Pending | Status: Held at the Juvenile Detention Center.”

Pierre Augustine JACKSON

Assault & Battery on a Law Enforcement Officer [LEO] – On August 27 at 2:14 p.m., officers responded to the area of Bombay Way and Antwerp Court in Woodbridge (22192) to investigate a recovered stolen vehicle. Arriving officers located the vehicle and attempted contact with a possible suspect sitting inside. When they attempted to detain the suspect, later identified as the accused, he actively resisted and pushed an officer before being taken into custody without further incident. No injuries were reported. Following the investigation, the accused, identified as Pierre Augustine JACKSON, was arrested. Arrested on August 27: Pierre Augustine JACKSON, 28, of 6415 Paddington Court in Centreville. Charged with assault & battery on LEO and unauthorized use of a vehicle. Court Date: Pending | Bond: $10,000 Secured Bond.”
