Developer promises homes for city employees, council mulls downtown rezoning

Thirty-six townhomes are being considered on Wesley Avenue in Manassas.

In a first for the city, Manassas is considering rezoning more than two acres in the city's downtown sector for a housing project that would give city government employees the first crack at renting homes.

During the Manassas City Council meeting on Monday, April 10, 2023, Elm Street Development seeks to purchase the 2.55 acres on which the Manassas Arms Apartments sit, 8812 Wesely Avenue, pushing the city council to rezone the land from R5 (historic overlay and multi-family) to B 3.5 (city center, planned) in hopes of building 36 townhomes next to the 24 apartments, near Osbourn High School (the apartments back to the school's football stadium).
