Kline development on Planning Commission agenda on Wednesday

Stanley Martin Homes wants to develop 141 acres of land just outside Manassas, at the intersection of Prince William Parkway and Liberia Avenue.

  • Plans call for 250 new homes and 145,000 square feet of commercial space to include a drive-through CVS Pharmacy.
  • Those are new numbers as, back in July, the developer wanted to build 310 homes, as well as put in a Sheetz gas station, fast food restaurant, and a self-storage facility.
  • The gas station, restaurant, and storage facility are no longer proposed.

In order for the development to be built as proposed, the county must amend its comprehensive plan for the area, which had originally called for more commercial and office space in the area.

  • The Planning Commission will once again take up the Kline proposal at its 7 p.m. meeting on Wednesday, Nov. 20, 2019, at the Prince William County Government Center in Woodbridge.
  • This will give it a chance to weigh in on the measure and give a thumbs up or thumbs down on the proposal, ultimately making a recommendation to the Board of County Supervisors which could take up the case for final approval as early as December 10.

The Kline rezoning comes with opposition from residents who say the addition of new houses will mean more cars on area roadways, especially on nearby Route 28, considered to be the most congested road in Northern Virginia.

  • Other complaints included the development is not needed due to commercial development in nearby Manassas, as well as concerns over groundwater, and stormwater runoff, according to county documents.

Stanley Martin began holding meetings in 2016 with community groups to discuss the project and has published a website to tout the benefits of the new development.

  • The Mid-County Civic Association remains opposed to the development, according to county documents.
