STAFFORD — The slated improvements to Juggins Road in North Stafford is one of the county’s most important road projects.
Juggins Road is the main thoroughfare that will carry hundreds of students, and teachers to a new Anne. E. Moncure Elementary that is slated to open this fall.
Tavares Concrete Company was awarded a $1.3 million contract to improve the street north of Chadwick Drive. It was the lowest of four bidders on the project.
Crews will reconstruct the street with curb and gutter sections near the entrance to the school. The rest of the roadway will be a typical shoulder and ditch. The new street will be wider with 12-foot travel lanes. Plus, it will have an unpaved shoulder where it did not before, according to county spokeswoman Shannon Howell.
The work is expected to begin March 1 and wrap up by the end of June. County officials say the contract as a $102,000 bonus clause built in to encourage the contractor to finish on time or ahead of schedule in order to wrap up well before the start of the new school year.
The new Anne E. Moncure will replace the existing Moncure which opened in the 1960s. The new school is located about a mile from the original and will house nearly 1,000 students.
Running behind schedule, the school was supposed to open in January, according to the school division’s capital improvement plan. The project is estimated to cost $35 million.
County officials are also closely watching other road and construction projects.
A $14 million effort to improve the intersection of Route 1 and Courthouse Road outside the county courthouse has entered the right-of-way acquisition phase. A total of 29 properties are impacted as the county moves ahead with a plan to buy land to relocate utility lines for the road improvements.
Further north on Route 1, the effort to improve its interaction with Woodstock Lane between the crucifix and Taylor’s Store continues. A new connector street will be built linking Telegraph Road with Route 1, and a new street light will replace a temporary light erected at the crucifix.
A public hearing for the $8.8 million projects is expected in April.

As I tell my patients, we are in this together.”
Jay Tyroler, MD considers his patients quite literally as family. “I believe there’s nothing more honorable than helping patients when they’re sick, or scared, or feeling vulnerable, and I care for them exactly as I would my loved ones.” Whether for a specialist referral, urgent health issue or ongoing follow up, “My patients know I’m always just a phone call away.”
