Shots fired leads to arrest of Dumfries, Stafford men

STAFFORD — (Press Release) Two suspects believed to be behind a shooting of a residence in the northern end of the county were arrested on Tuesday evening by deputies with the Stafford County Sheriff’s Office.

On November 27, 2018, at approximately 6:11 p.m., a caller reported hearing a shot and believed a bullet entered his apartment located in the 1000 block of Providence Street near the Stafford Marketplace shopping center. Sgt. Zotos arrived on scene and observed two subjects near a vehicle who proceeded to quickly flee on foot. He gave chase and lost sight of the subjects in the woods behind the apartments.

Units set up a perimeter and the K9 and drone teams were called out to assist with the search. Two firearms, cash, and a bag containing a substance consistent with marijuana were located in the vehicle where Sgt. Zotos first observed the suspects. One firearm returned stolen out of Prince William County.

Deputy Smith and his K9 partner, Lobo, started to track around the apartments when deputies received a report of a suspicious person in the backyard of a residence in the 200 block of Providence Street.

Deputy Demirci and his K9 partner, Steele, began tracking in that location and located one of the suspects hiding in the bushes. The suspect did not comply with the deputy’s commands, so K9 Steele apprehended the suspect. The suspect received medical treatment on scene for the bite to his hip area, but refused transport.

He was identified as Ekow Nkansah Adams, 22, of Dumfries.

In the meantime, detectives located a suspicious subject entering a nearby hotel. The subject was located in the hotel bathroom and determined to be the second suspect involved in the incident.

The suspect was identified as Javon Alberto Williams, 20, of Stafford County. Both suspects were taken into custody and incarcerated at Rappahannock Regional Jail.

Adams is charged with

  • possession of a firearm by a felon
  • possession of a stolen firearm
  • obstruction of justice
  • possession with intent to distribute marijuana
  • drunk in public
  • He was held without bond.

Williams is charged with

  • possession with intent to distribute marijuana
  • obstruction of justice
  • He was held on a $5,500 secured bond

The Sheriff’s Office determined that the bullet entered the apartment from an apartment below. A bullet hole was found in the hallway floor of the upper apartment and in the ceiling of the lower apartment.

There were three occupants in the upper apartment at the time of the shooting into the residence. No one was injured. The incident remains under investigation.

MOTOR VEHICLE THEFTS

300 Waterside Terrace, 11/25. Vehicle stolen. There are no suspects at this time. The investigation is ongoing.

101 Lakesedge Lane, 11/25. Vehicle stolen. The vehicle was later located on 11/26 in Alexandria. The investigation is ongoing.

VANDALISM

Rosehaven Street, 11/21. Damage to vehicle reported. The investigation is ongoing.

Oakridge Drive, 11/20, 7:00 a.m. Tires of vehicle slashed. The investigation is ongoing.

At the last meeting, on Jan. 7, the board learned that if they wished to add new language to the draft they worked on in 2024, they would have to re-review the entire draft Code of Performance and Ethical Standards which the By-laws Committee worked on over the summer of 2024 and consider it again for adoption.

The board requested an additional consideration that County employees would be required to take leave for any board activities, work meetings, or constituent outreach. Those leave requests would be submitted to the County Administrator for public review. This rule would likely have the most impact on the new Chairman of the Board, Deuntay Diggs, who is also a Deputy with the Stafford County Sheriff’s Office. The agenda states the requests will be considered and a new draft presented at a future meeting.
