Herbert Anthony Swoope, age 65, passed away on Sunday, October 22, 2017 at Georgetown University Hospital in Washington, D.C.
Herb was born on August 11, 1952 in Camp Edward, Massachusetts to the late Herbert Woodrow Swoope and Anna Carmella (Orlando) Swoope.
He was very active with the Knights of Columbus, serving as Past Faithful Navigator, Past Grand Knight, Past Deputy Grand Knight and many other various positions within the organization. Herb was the former Fire Chief for both Coles District Volunteer Fire Department and Lake Jackson Volunteer Fire Department. He also was active with O.W.L. Volunteer Fire Department. Herb was the founder and co-director of the VAVS program with James A. Haley in Tampa, FL, a member of the SAL American Legion and Moose Lodge.

Survivors include his loving wife of 36 years, Judy Karen Swoope; mother: Anna C. Swoope; children: Todd Swoope, Joey Swoope, Theresa Moore and Katie Swoope; brother: David Swoope and wife Cindy; three sisters: Linda McGrail and husband Jerry, Nancy Capara and husband Joseph, Patty Muller and husband Bob, brothers-in-law: Vaden Covington, Richard Whiting, Larry Whiting and wife Jean, Harlan Whiting, Harry Whiting and wife Dorothy, and John Stadler and wife Annie; sisters in law: Gayle Jones and husband David; and Frances Stewart and husband Steve; four grandchildren: Trevor Moore, Heaven Broadstone, Angel Moore and Kay-Lee Rohane; 77 nieces, nephews, great nieces and nephews; and great great nieces and nephews.
The family will receive friends on Friday, October 27, 2017 at Pierce Funeral Home, 9609 Center Street, Manassas, VA from 6:00 PM – 8:00 PM. A Mass of Christian Burial will be held on Saturday, October 28, 2017 at All Saints Catholic Church, 9300 Stonewall Road, Manassas, VA. Entombment will follow at Stonewall Memory Gardens, Manassas, VA.

The Stafford County Board of Supervisors began its first meeting of 2025 with a significant leadership transition. Supervisor Deuntay Diggs was elected chairman in a 4-3 vote, succeeding outgoing Chairwoman Meg Bohmke. Diggs addressed his new role during the meeting and outlined his expectations for the year ahead, emphasizing transparency and teamwork.
Supervisor Diggs took a moment to reflect on the responsibilities of his new position and the values he brings to the role. “The citizens in the George Washington District knew that I was a law enforcement officer in this community. I love my job. And part of being a law enforcement officer is conducting ourselves with integrity. And so I will continue to do so, and I can serve in this role and do that as well,” Diggs said.
He further expressed a strong desire to foster collaboration among the board members. “The goal is that we’re gonna work together as a team. I’m not asking, I’m demanding that. That’s the expectation,” he stated. Diggs’ remarks came as a call to unity, encouraging board members to prioritize cooperation and accountability.
The board also elected Supervisor Tinesha Allen as vice chair in a 5-2 vote.
