Horan to be appointed as district court judge July 1

Prince William County Attorney Angela Horan has been promoted and will be appointed as a judge on the county’s district court, starting July 1.

Horan, who has served as Prince William’s top legal advisor for the past six years, will be replacing one of the two county judges who will be moving to the Circuit Court.

While she has served as the county’s attorney for 6-years, she’s been working in the office for close to 29-years.

“I’ve been [working] in the office for going on 29 years. Before that, I was a clerk for the Circuit Court,” Horan said.

Horan grew up in the county and graduated from high school at Osborne in Manassas, where she has grown to love the community and problem-solving with the board over the years.

In addition to serving as the County Attorney, Horan has served on the board of the Northern Virginia Transportation Authority, and as chief counsel to the PRTC.

During her career, Horan seen a lot of things change in the county, with one of the most challenging changes being the recession that hit the community in 2007 to 2008.

“Over the entire 29 years, I’ve seen a lot of change. The most challenging aspect over the last six…was seeing the community go through the recession. Then all of the legal work that went with that,” said Horan, continuing, “We did a comprehensive review of all county programs, to determine, first of all, what was legally mandated. And second of all, what would happen to us legally, if we stopped doing the programs.”

Horan’s leadership helped the county to make hard decisions about funding programs and the budget, during a difficult financial time for the county.

In her new role as judge, she will serve the people, dealing with various different types of civil and criminal cases.

“I’m going on to the General District Court of Prince William County – which does the traffic; it does the preliminary work in felonies, and it tries the misdemeanors. It also does all civil claims that are less than $25,000…it does unlawful detainer convictions,” Horan said.

To Horan, this promotion has been a long time goal, and a dream come true.

“I have wanted to go on to the bench, almost since I began to practice law. I’ve always known that I’m happiest in problem-solving mode – I mean the advocacy role is really exciting – but problem-solving mode is really the most satisfying,” Horan commented.
