WOODBRIDGE, Va. — A Woodbridge man on Virginia’s sex offender registry faces charges once more, stemming from an incident inside a government building.
Police called to the Ferlazzo Government Building off U.S. 1 in Woodbridge spoke to a 43-year-old woman who told them she saw an unknown man expose himself to her, and then proposition her for sex. Officers were able to locate the suspect outside of the building, police spokesman Jonathan Perok said.
David Ernesto Rodriguez Rivas, 44, of Minnieville Road #27, in Woodbridge, is charged with indecent exposure and with solicitation, said Perok. He was held without bond.
No stranger to law enforcement, Rodriguez Rivas was placed on the state’s sex offender registry by an Arlington court in 2009 after his third indecent exposure conviction, according to the registry housed on the Virginia State Police website. The suspect is not employed and remains on probation, according to the registry.
