Many residents of the Potomac District have contacted my office to express concern regarding a proposed ethanol storage and distribution facility at the end of Cockpit Point Road. The owners of the property proposed for that facility have asked the county’s zoning office whether that the facility would require a new special use permit that must be issued by this Board of County Supervisors.
The Board has consulted with and been briefed by staff, and it is our understanding the project would require the construction of a pipeline that would be built within the CSX Railroad right-of-way, and improvements at the existing petroleum storage facility at the end of Cockpit Point Road. Based on our discussion with staff and what we currently know about the proposal, we believe that the necessary improvements at the Cockpit Point Road property cannot be permitted without a Special Use Permit by this Board.
We understand that the current owner of the property disagrees with this position, and we have authorized the and directed the county attorney to take whatever steps necessary to resolve that issue in court as quickly as possible.
