The 17 year old male subject is from Fairfax County. Juvenile Petitions have been issued against the teen for Trespassing on School Property, Possession of Marijuana and Obstruction of Justice.
The 18 year old has been identified as David Franklin of 600 Water Cove Court, Stafford. Franklin has been charged with 1 Count of Contributing the Delinquency of a Minor, 1 Count of Trespassing on School Property, 1 Count of Disorderly Conduct, 1 Count of Obstruction of Justice, 1 Count of Distribution of Drugs, 1 Count of Distribution of Drugs on School Property and 1 Count of Resisting Arrest. David Franklin is currently incarcerated at the Rappahannock Regional Jail under a $5,000.00 bond. Franklin is not a student in any Stafford County School.

North Stafford, Va. –– North Stafford High School was placed on lock down this morning and now authorities say they’ve made two arrests.
Sheriff’s deputies were called to the high school on Garrisonville Road (Va. 610) at 7:47 a.m. after students there said they spotted two suspicious males walking around the school building.
Deputies learned the males were not students at the school and searched the building for them, said Stafford sheriff’s spokesman Bill Kennedy.
Their search turning up nothing, deputies learned two males were spotted walking along Va. 610.
Deputies went to the area to confront the two and one of the fled, while the other was arrested.
The male who fled the scene was also apprehended after a brief foot pursuit, said Kennedy.
Investigators have not said why they believe the two were at the school on Thursday, and have only released their ages, 17 and 18.
The 18-year-old suspect lives in Stafford County while the 17-year-old does not, said Kennedy.
