Suspicious Clown Threats
Between Sept. 30 and Oct. 5, 2016, Manassas City Police received multiple reports from citizens of unknown subjects dressed as clowns acting suspiciously both online and near area schools. The reports have been broad and very similar in nature to those made throughout the Northern Virginia region and areas along the east coast. Manassas City Police has not discovered any evidence to suggest a plausible threat to the public, and officers will continue to respond to all reports and follow all credible leads that indicate illegal activity or a potential danger to citizens.
Manassas City Police would like to thank the community for its diligent engagement with our agency. We encourage all citizens to continue reporting any type of suspicious activity to MCPD by calling 703-257-8000 or in an emergency, 9-1-1. For more information on suspicious activity and Neighborhood Watch, visit MCPD’s Safety Tips page online.
From Stafford County Public Schools on Tuesday, Oct. 4:
Dear Parents and Guardians,
As you might have seen on television and social media, there is a growing concern surrounding clowns and threats to schools. Stafford County Public Schools and Stafford County Sheriff’s Office are aware of the threats involving clowns on social media. These social media postings concerning our school division are not credible. While there have been reports, law enforcement determined there have been no legitimate sightings of clowns. However, in an abundance of caution, law enforcement has enhanced security procedures throughout the school division and patrols are on high alert. Please be assured that safety and security is a top priority for SCPS.

From Stafford County Government:
The Historic Port of Falmouth Park will re-open for regular operating hours of 8:00 a.m. to 8:00 p.m., tomorrow, October 8, 2016. Testing conducted by Stafford County officials has determined that the bacterial levels in the river are below state standards and the water is safe.
Original post
From a press release:
The Historic Port of Falmouth will be closed today, Wednesday, October 5, 2016, through Saturday, October 8, 2016, due to a sewage leak upstream from the park.
Stafford Utilities determined late on Monday, October 3, 2016, that there was a major break in the pipe transferring wastewater from the Falls Run Pump Station to a location near Chatham Heights Road. Crews are working to repair the damaged pipe and expect to have the repairs completed today. Crews are using tankers to haul wastewater from the pump station to other points in the system to bypass the broken line and prevent additional spillage. The Virginia Department of Environmental Quality has been notified of the broken force main and is being provided periodic updates.
There is no evidence of contamination of the river at the Park. Stafford is conducting precautionary tests to ensure the water is safe before the park is re-opened to visitors. The park is tentatively scheduled to re-open on Sunday, October 9, 2016.
From Prince William police:
Aggravated Malicious Wounding | Stabbing Investigation– On October 4 at 8:52AM, officers responded to the Prince William Community Health Center located at 4379 Ridgewood Center Dr in Woodbridge (22192) to investigate a stabbing. The investigation revealed that as a patient at the practice was being escorted to a treatment area, he walked by a dentist working on another patient.
The patient, later identified as the accused, produced a knife and stabbed the dentist, identified as a 31-year-old man of Dulles, in an unprovoked incident causing serious but non-life threatening injuries to the dentist. The other patient was not injured.

From Prince William Service Authority:
The Prince William County Service Authority will hold a public information session on the Graham Park Sewage Pump Station Replacement Project on Oct. 4 from 7 to 8:30 p.m. at the Dumfries-Triangle Rescue Squad on 3800 Graham Park Road in Triangle.
The purpose of the project is to replace an antiquated pump station on Shoreview Drive in Graham Park Shores in order to improve service and system reliability for residents in the area. The site around the new pump station will be improved to protect the facilities from storm surge flooding and new fencing will be installed around the premises.
Construction is not expected to start until 2018.
The cost to replace the 50-year-old pump is $1.9 million. The area is known to flood, according to this statement from Prince William Service Authority spokesman Kipp Hanley:
Because the area lies within a floodplain and adjacent to Quantico Creek, the area has had flooding issues in the past. However, there has never been a sewer overflow. The facility is being constructed to meet floodplain elevation requirements that were updated in 2015. By doing this, the Service Authority will better protect the station from possible flooding concerns. As stated in the release, this new station will also improve system reliability for residents living in the Graham Park Shores subdivision.
A Woodbridge man is wanted after a grand jury indicted him on two counts of fraud after a seven-month investigation in two states.
A woman on February 2 called the Stafford County Sheriff’s Office to report someone had fraudulently withdrawn more than $7,000 from her Bank of America account in two transactions, said Stafford sheriff’s spokeswoman MC Moncure.
More from a press release:
Detective R.E. Firkin began the investigation with very little information. He followed leads to where the fraudulent checks were cashed. Each check was cashed by a teller but at a different Bank of America location. Both times fraudulent identification was presented and accepted by the teller. One check was cashed in Silver Spring, Md. and the other at Eastpoint Financial Center in Baltimore. Det. Firkin requested evidence of the transactions from each branch. Once a photograph of the suspect was obtained a “Be On the Lookout” flyer was created and disseminated. Several leads were developed and pursued over the ensuing weeks.
Another detective from the Maryland Transportation Authority was searching for someone who stole a wallet from BWI Airport near Baltimore. It turned out, both detectives were searching for the same suspect, said Moncure.
A break in the case came on June 15 when Firkin got a call from a teller at a Cardinal Bank location. According to Moncure, who could not say which Cardinal Bank location tipped of Stafford authorities.
More in a press release:
The bank officer stated that he was looking for information concerning a suspect who attempted to cash a counterfeit check at their bank in April 2016. While reviewing [be on the look out] alerts he believed his suspect matched the man in Detective Firkin’s case. Although the check was not cashed by Cardinal Bank, during the attempted transaction the man had presented a valid Virginia driver’s license. A copy of the driver’s license was then shared with Det. Firkin.
This led detectives Gregory Horton, of South Park Court in Dale City, was indicted Monday by a Stafford County grand jury with two counts of fraud, said Moncure. He remains at large.
