Deputies used a taser during the arrest of a shoeless man.

Authorities were called to a home on Cynthia’s Place in the England Run neighborhood in Stafford County at 1:41 p.m. Sunday, November 28. They found a woman who had locked herself in a car following an argument with the suspect.

A dispatcher who received a 911 call about the case overheard the two arguing, a sheriff’s spokesman said.

Deputies separated the pair, and the suspect clenched his fists, punched himself, shouted at deputies, a spokesman said. Officers called for backup after they learned of an arrest warrant for the suspect on file in Chesterfield County.

Officers used a taser after the suspect. The suspect resisted arrest, authorities said, and the suspect lost his shoes while trying to evade capture, they added.

Stafford County authorities charged Avery Willis, 21, of Fredericksburg, with obstruction of justice and fleeing from law enforcement. Willis is behind bars at the Rappahannock Regional Jail.

DUI
Garrisonville Road/Mine Road 11/25, 12:31 a.m. Deputy J.K. Griffith stopped a vehicle in this area that was driving without headlights. The driver was identified as Kimberly Kline Gordon, 46, of King George. There was an odor of alcoholic beverage from the car and Kline had glassy eyes. Field sobriety tests were conducted and she was arrested. Kline Gordon was charged with DUI, refusal, obstruction and no headlights. She was held at the Rappahannock Regional Jail until sober.

Warrenton Road/McWhirt Loop, 11/28, 12:02 a.m. Deputy D.S. Jett observed a vehicle fail to maintain the lane of travel and conducted a traffic stop. The driver was identified as James Fleming, 27, of Colonial Beach. Fleming had glassy eyes and a strong odor of alcoholic beverage on his breath. Field sobriety tests were administered and he was arrested. A suspected controlled substance was located in his vehicle. Fleming was charged with DUI and possession of a controlled substance. He was held at Rappahannock Regional Jail on a $2,000 secure bond.

James Madison Circle, 11/28, 8:01 a.m. Deputy K.L. Warnick responded to the area for a drunk driver complaint. He witnessed the vehicle fail to maintain the lane of travel and conducted a traffic stop. The driver was identified as Javarrus King, 30, of Stafford. King had glassy eyes and smelled of alcoholic beverage. Field sobriety tests were administered and he was arrested. King was also found to have a suspended license. He was charged with DUI and driving suspended. King was held at Rappahannock Regional Jail on an unsecure bond until sober.

FRAUD
Five Below, 1130 Stafford Market Place, 11/24, 10:56 a.m. Resident reported the clerk at the store took a photo of his credit card during a transaction when his card was initially declined. The next day the resident learned several fraudulent charges were attempted on the card. Deputy T.M. Givler is investigating and an arrest is imminent.

HIT AND RUN
29 Greenspring Drive, 11/24, 2:00 a.m. Victim reported his vehicle was damaged in the parking lot between 1:00 and 1:45 a.m.

Bruce Street, 11/26, 1:30 p.m. Resident reported his vehicle was damaged on the driver’s door between Wednesday afternoon and Friday.

INTOXICATED PERSON
1100 Block of White Oak Road, 11/27, 8:25 p.m. Deputy G.P. McCaulley responded to the area for a disturbance. He located Ryan Redmond, 33, of Spotsylvania in the area. Redmond had a strong odor of alcohol on his breath and was actually drinking alcohol as the deputy approached. Unable to find a sober ride, Redmond was arrested for public intoxication and held at the Rappahannock Regional Jail until sober.

Red Roof Inn, 153 Garrisonville Road, 11/24, 3:14 a.m. Deputy C.M. Sterne responded to the motel for an unknown medical emergency. Austin Romagna, 25, of Stafford was found to be intoxicated in public and arrested. He was held at the Rappahannock Regional Jail until sober.

LARCENY
Spring Park Lane, 11/28, 7:18 p.m. A resident reported six illuminated candy cane decorations and a large nutcracker were stolen from her yard between 6 and 7 p.m. Anyone with information on this Grinch is asked to call Deputy F.C. O’Neill at 540-658-4400.

The Stafford County Board of Supervisors has approved a new agreement with the Stafford Baseball League, Inc. for five more years.

The county had agreed in 2017 to continue its partnership with the league. The county's Parks and Recreation Commission unanimously decided on that renewal, which followed approval by the Board of Supervisors.

Stafford County leaders wrangled with multiple traffic issues at its most recent meeting Tuesday, November 16.

The Board of Supervisors heard from residents who want new parking restrictions and those who wish drivers of large trucks would find other routes.

In North Stafford, county leaders asked the Virginia Department of Transportation to restrict truck traffic on Austin Ridge Drive. The four-lane, north-south thoroughfare runs parallel to Interstate 95, cuts through a neighborhood of the same name, and links Courthouse and Mine roads.

Another library in Prince William County will get a makeover.

Bull Run Regional Library will close for six months on Monday, December 13. The renovation will include a new digital media studio equipped for video production, an updated children’s section, a new study room, and new furniture.

To create a more open floor plan, the library will remove an information desk that currently sits in the middle of the building. A new service kiosk will be added, a library spokeswoman states.

The last day to use the Bull Run Library before it closes is Saturday, December 11. Afterward, any books placed on hold to be picked up at Bull Run will be moved to Central Library, five miles away, outside Manassas.

The renovation of the 25,000 square-foot library, located at 8051 Ashton Avenue near Manassas, will cost just under $1 million.

About this time last year, Central Library reopened after a six-month renovation. A new maker space lab was added. The county’s RELIC office focused on local history and genealogy, relocated to Central from Bull Run Libary.

Bull Run Library is scheduled to close for renovations beginning Monday, December 13. The last day the library will be open to the public before closing is Saturday, December 11.

The renovations are expected to take at least six months. The projected costs for the renovation – covered by proffers – total $965,345.

“Bull Run Library continues to be a hub for local residents, bringing people together in their shared love of literacy, learning, and community,” comments Deborah L. Wright, director. “The upcoming renovations will help make the library even more inviting and welcoming, while also making it more functional for the public to enjoy.”

Bull Run Library, first opened in 1994, is one of two “regional” Prince William Public Libraries. Located at 8051 Ashton Avenue, the 25,000 square-foot building will be renovated to include:

New Makerspace: The state-of-the-art Makerspace will include new technology and craft tools and equipment. A Digital Media Lab will offer a digital graphic design studio suite, animation studio, green screen, video and audio editing equipment, and more. Laptops and iPads will be integrated to provide a holistic maker experience. There will also be a Cricut, sewing machine, 3D printer, and more for residents to learn and express their creativity. The space will be open daily and will have a dedicated Maker Library on-site to help answer questions and provide technical support. There will also be opportunities to learn in both group and individual settings.

Additional Study Room: A new quiet study room will be added for a total of two reservable meeting rooms available to the public.

Updated Children and Young Adult Areas; New Dedicated Tween Area: These inviting, versatile spaces will be perfect for homework, homeschooling, tutoring, and book clubs. The designated areas will also be used for STEAM and craft programs.

Open Floorplan: The Information Desk that is currently in the middle of the library will be removed, allowing for a more open floorplan and natural flow to allow patrons the opportunity to explore all the library will have to offer. Staff will still be available to assist patrons at a single Service Desk.

New Furniture: Café seating will be placed in the lobby, giving patrons more options to comfortably enjoy reading, learning, and socializing.
While the library is closed, the book drop will remain open. Any books placed on hold at Bull Run Library will be sent to Central Library to be picked up. Patrons can change their pickup location from Bull Run Library to the library of their choice through their online account. Updates about the renovation will be posted periodically on pwcva.gov/library.

Investigators are looking into a series of brush fires at the former Tims Rivershore restaurant near Dumfries. [Photo: Prince William fire and rescue]
Windy conditions helped to spread a series of brush fires near the old Tim’s Rivershore restaurant.

Fire crews went to the 1500 block of Cherry Hill Road near Dumfries at 11:17 a.m. today and found multiple brush fires. No one was injured, and the cause of the fire is under investigation, a Prince William County Fire and Rescue spokesman states.

The fires delayed several freight trains in the area. As of 1:30 p.m., trains began traveling through the area again, albeit slower than usual, at 10 mph.

Amtrak reports its train 79; the Carolinian is delayed about an hour-and-half due to the fires. Virginia Railway Express also operates trains on the tracks but has not reported any delays.

Tim’s Rivershore restaurant, a staple on the Potomac River for more than 20 years, closed in September after the business lost its lease.

Recent population growth in Stafford County will lead to the enlargement of two magisterial districts.

More than 157,000 people now live in Stafford, according to the 2020 Census, nearly a 22% increase since 2010. Members of the Board of Supervisors tasked with redrawing the maps say the Rockhill District in the western portion of the county and the George Washington District southeast of Fredericksburg will gain residents.

Due to low ridership, Manassas Park could lose its existing local bus service.

OmniRide, the agency providing local and commuter bus service to the city and Prince William County, aims to replace the bus with a new micro-transit service. The new service would use vans instead of transit buses to move passengers, and Dispatchers would send vans as needed to pick up those who needed a ride and take them to their destinations.

The new service would be more efficient, OmniRide states, and would cover a footprint that would include the entire city, from the Manassas Park City Government Center, Route 28, Yorkshire Lane, and the Downtown Manassas City area.
