PLEASE REFER TO FLASH FLOOD MESSAGE FOR MORE DETAILS. THERE IS A SLIGHT RISK OF SEVERE THUNDERSTORMS THIS AFTERNOON AND EVENING FROM BALTIMORE SOUTH TO FREDERICKSBURG.
