For those who were as confused as I with the abbreviation “ECC” in this article preceeding the identification of the jumper as a “patient” from some type of medical treatment center, ECC refers to the Emergency Communications Center, a division of the Stafford County Sheriff’s Department. The term “patient” remains a mystery.
